High risk, high return

Whenever North Korea called its nuclear weapons “a treasured sword of justice,” I was reminded of a remark by the late Bo Yang, a Taiwanese social critic who passed away 10 years ago. He once used the term, “a golden food bowl of a beggar.” While North Korea’s people live in poverty, the leadership is boasting about its weapons program, just like a beggar boasting of a golden bowl. A strong military should be preceded by a prosperous country. Only then can a leader win the people’s support, and the regime is stabilized.

At a plenary meeting of the Central Committee of the ruling Workers’ Party last week, Kim Jong-un, chairman of the Workers’ Party, declared that the country’s goal will be shifted from the nuclear program to the economy. Five years after adopting the dual-track development of nuclear weapons and the economy, he changed the basis of his policies to concentrate all efforts on developing the economy.

Kim presented a reason. He said that North Korea has already completed the development of nuclear arms with the successful launch of the Hwasong-15 intercontinental ballistic missile, allegedly capable of striking the entire U.S. mainland, at the end of last year, so the country is now ready to focus on the economy. As the North completed its nuclear weapons program, there is no need to conduct additional nuclear and missile tests, he said, declaring that the country will stop nuclear and missile tests and shut down the Punggye-ri nuclear test site.

Various analyses were made about Kim’s move, which was announced just a week before the inter-Korean summit. Some welcomed it as great progress toward denuclearization, while others defined it as a de facto declaration that North Korea is a nuclear weapons state. As the North already promised to suspend nuclear and missile tests during dialogue, some called it just a step to formalize the decision. But others played down the significance of North Korea shutting down a nuclear test site as it has served its lifespan with six tests over the past.

Furthermore, North Korea acted as if it is a responsible nuclear state by saying it will not use a nuclear weapon as long as there is no nuclear threat and will not transfer nuclear arms. Kim’s true intention is not known. Some observers said he wants to declare that the North is a nuclear state in order to turn the upcoming denuclearization negotiation into nuclear arms reduction talks.

At Friday’s inter-Korean summit, President Moon Jae-in must ask clearly about Kim’s position. The first goal of the summit should be confirming the genuineness of Kim’s will to end his nuclear weapons program. Only after a direct and clear confirmation can the summit serve as a pathfinder for the U.S.-North summit and only then can we expect a successful summit between Kim and U.S. President Donald Trump.

For Kim to recover the North Korean economy with his new policy, the international community’s support and lifting of sanctions are crucial. It is Trump’s firm position that economic sanctions won’t be eased unless a complete, verifiable and irreversible denuclearization is done by the North. If Kim expects eased sanctions while maintaining a few nuclear weapons, that’s a miscalculation. Trump is convinced that he won’t repeat the mistakes of his predecessors. You cannot hold all the good cards. Sometimes, you have to give one up to win another that might possibly be even better.

Making a decision to totally give up the nuclear weapons he was so devoted to developing won’t be easy. But to offer prosperous lives to the people by rebuilding the economy, Kim has to give up nuclear arms. That is the way to win his people’s support and maintain the regime’s security in the long term. Even if he gives up the nuclear arms, the experiences and knowledge of having mastered nuclear weapons technology won’t disappear. Kim should find comfort in that and make a grand decision to abandon his nuclear program when stakes are the highest. He must throw away a big card to win the game. There is only one rule for businessmen like Trump. That is “High risk, high return.”

“We hope to see the day when the whole Korean Peninsula can live together in safety, prosperity and peace. This is the destiny of the Korean people, who deserve and have gone through so much over the years,” Trump said last week. That means he knows the historic significance of the current dialogue to the people of the Korean Peninsula. There will never be any better chance.

The South-North summit is the first summit between leaders of the two Koreas to address denuclearization. Establishing a peace system on the peninsula and drastically improving inter-Korean relations will also be discussed. For the first time in 73 years of division, leaders of the two Koreas will address the sources of the peninsula’s issues in this historic summit. The summit will decide whether the last remaining confrontational structure of the Cold War will be dismantled and convert the Korean Peninsula into a land of peace and prosperity or not. If the military tensions on the peninsula are resolved and a path to denuclearization is opened, Moon and Kim will be remembered as heroes who changed the destiny of the Korean people.


크게 버려야 크게 얻는다

북한이 ‘정의의 보검(寶劍)’ 운운하며 핵 무력을 과시할 때마다 떠오르는 말이 있다. 10년 전 고인이 된 대만의 반(反)체제 지식인 보양(柏楊)이 말한 ‘거지의 황금 밥그릇’이다. 민생이 도탄에 빠졌는데 최신 무기를 자랑하는 것은 먹을 게 없어 동냥을 하는 주제에 “내 밥그릇은 황금 밥그릇”이라고 자랑하는 꼴이란 촌철살인(寸鐵殺人)이다. 강병(强兵)보다 부국(富國)이 먼저란 얘기다. 양철 그릇이라도 일단 밥부터 채우는 게 우선이다. 그래야 민심을 얻고, 체제가 안정된다.

김정은 북한 노동당 위원장이 지난주 말 개최한 당 중앙위원회 전체 회의에서 핵에서 경제로 노선 변경을 선언했다. ‘핵ㆍ경제 병진노선’ 채택 5년 만에 ‘경제 건설 총력노선’으로 정책 기조를 바꿨다.

나름의 논리도 제시했다. 지난해 말 미국 전역을 타격할 수 있는 화성-15형 대륙간탄도미사일(ICBM) 시험발사 성공으로 핵 무력이 완성됨에 따라 경제에 올인할 수 있는 토대가 마련됐다는 것이다. 핵 무력 완성으로 추가 핵실험과 ICBM 시험발사가 필요 없어졌다면서 핵실험과 ICBM 실험 중단 및 풍계리 핵실험장 폐쇄도 선언했다.

남북 정상회담을 코앞에 두고 나온 김정은의 선제적 조치에 대한 해석이 분분하다. 비핵화를 위한 중대한 진전이라고 환영하는 사람들도 있지만 사실상의 핵보유국 선언이라는 정반대 시각도 있다. 대화가 진행되는 동안 핵과 미사일 실험을 하지 않겠다는 의사를 이미 북한이 밝혔다는 점에서 당 중앙위 전체 회의 결정을 통해 이를 공식화한 것뿐이란 지적도 있다. 풍계리 핵실험장 폐쇄도 그동안 6번의 핵실험으로 사실상 수명이 다한 점을 고려하면 큰 의미를 부여하기 어렵다는 분석도 있다.

게다가 북한은 핵 위협이 없는 한 핵무기를 사용하지 않겠다느니, 핵 이전을 하지 않겠다느니 하며 책임 있는 핵보유국 행세까지 했다. 그러니 김정은의 진의가 과연 뭐냐는 소리가 나올 법하다. 핵보유국 지위를 기정사실화하면서 비핵화 협상을 핵 군축 협상으로 끌고 가겠다는 의미라는 해석도 나온다.

사흘 앞으로 다가온 남북 정상회담에서 문재인 대통령은 이런 논란에 대한 분명한 입장을 김 위원장에게 물어야 한다. 김 위원장이 밝혔다는 비핵화 의지의 진정성을 직접 확인하는 것이 이번 정상회담의 첫 번째 목표가 되어야 한다. 그게 분명하게 확인돼야 남북 정상회담은 북ㆍ미 정상회담으로 가는 길잡이 역할을 할 수 있고, 북ㆍ미 정상회담의 성공도 기대할 수 있다.

김 위원장이 경제 집중 노선을 통해 북한 경제를 회생시키려면 경제 제재의 완화와 국제사회의 지원이 필요하다. ‘완전하고 검증 가능하며 불가역적인 비핵화(CVID)’가 실현되기 전에는 경제 제재를 완화할 수 없다는 게 도널드 트럼프 미 대통령의 분명한 입장이다. 일부 핵 무력을 유지하는 선에서 경제 제재를 완화할 수 있다고 김 위원장이 기대한다면 오산이고 착각이다. 이전 행정부들의 실수를 반복하지 않겠다는 트럼프의 결심은 확고하다. 좋은 패를 다 쥐고 있을 순 없다. 버리는 게 있어야 얻는 것도 있다.

힘겹게 손에 쥔 핵무기를 완전히 포기하는 결단이 쉽지는 않을 것이다. 그렇더라도 경제 건설을 통해 주민들에게 윤택한 삶을 제공하려면 핵을 포기하는 수밖에 없다. 그게 민심을 얻는 길이고, 장기적이고 안정적으로 정권을 유지하는 길이다. 핵을 포기해도 핵 무력을 완성해 본 경험과 지식은 사라지지 않는다. 그걸 위안으로 삼고 판돈이 가장 크게 올라간 지금 핵을 포기하는 대결단을 내려야 한다. 크게 버려야 크게 얻을 수 있다. 비즈니스를 아는 트럼프 같은 사람에게 통하는 게임의 법칙은 하나다. 하이 리스크(high risk), 하이 리턴(high return)이다.

“한반도 전체가 안전과 번영, 평화 속에 함께 사는 날이 오기를 희망한다. 이것은 오랜 기간 수많은 일을 겪어 온 한국인이 마땅히 누려야 할 운명이다.” 믿기 어렵지만 트럼프가 지난주 한 말이다. 지금의 대화 국면이 한반도에 사는 사람들에게 갖는 역사적 의미를 트럼프도 알고 있다는 뜻이다. 더 이상 좋은 기회는 없다. 지금이 바로 으뜸 패를 던질 타이밍이다.

4ㆍ27 정상회담은 비핵화를 다루는 최초의 남북 정상회담이다. 한반도 평화체제 구축과 남북관계의 획기적 진전 방안도 논의된다. 분단 73년 만에 남북의 최고지도자가 한반도 문제의 근원을 놓고 머리를 맞대는 역사적 회담이다. 지구촌의 마지막 남은 냉전적 대치 구조를 해체해 한반도를 평화와 번영의 땅으로 바꾸는 전기를 마련하느냐 못 하느냐가 이번 회담에 달려 있다. 한반도의 군사적 긴장을 해소하고, 비핵화로 가는 길을 연다면 두 사람은 한반도의 운명을 바꾼 역사의 인물로 남을 것이다.
