The Ministry of Strategy and Finance last week published an economic report on the achievements by the administration in its first year. The report said that the economy grew 3.1 percent last year against the previous year, recovering a pace of growth above 3 percent for the first time in three years. It also claimed the economic agendas to drive growth through increases in income and jobs, and policies ensuring fairness and promoting innovation were going smoothly. It concluded the measures have helped set the economy toward a new paradigm to benefit broad individual well-being instead of a restricted number of corporations and the rich.

State-invested think tank Korea Institute for Industrial Economics & Trade introduced an essay from Nobel prize-winning economist Joseph Stiglitz lauding so-called J-nomics — the economic policies under the President Moon Jae-in administration — as a “hopeful answer” to problems both advanced and emerging economies face. Regardless of the economist’s understanding of Korean economic conditions, it is a pity that the government has to borrow words from a Nobel laureate to advocate for its policies.

An economy is a living and evolving organism. The government’s economic policies must move in line with economic developments, making timely moderations and fixes in order to aid its course. Jang Ha-sung, the president’s policy chief, maintains that jobs have not decreased by the hike in minimum wage. But others think differently. Deputy Prime Minister for the Economy Kim Dong-yeon said, “From my experience and intuition, I believe the rise in minimum wage would have affected the job and wage conditions.”

Kim Kwang-doo, vice chairman of the National Economic Advisory Council, even feared the economy could be at the onset of a recession. Bank of Korea Governor Lee Ju-yeol shared the worries, saying, “The economic conditions are not optimistic given the domestic and external conditions.” Global markets have turned jittery about a major tantrum in the making in the emerging economies in June amid spread of currency volatility in Argentina, Turkey and Indonesia.

The government offered payouts from the state employment insurance fund to help companies troubled by shortened labor hours to survive. It is struggling to sustain jobs at risk from its policy experiments by covering them with fiscal money. J-nomics needs a re-examination for it to move forward.

지난주 기획재정부는 문재인 정부 출범 1년을 맞아 경제 성과를 정리한 자료를 냈다. 지난해 경제가 3.1% 성장해 3년 만에 3%대 성장 경로를 복원했고, 문 정부의 핵심 경제정책인 소득주도 성장, 일자리 중심 경제, 혁신성장, 공정경제, 혁신성장도 계획대로 진행되고 있다고 했다. 사람 중심 경제로의 패러다임 전환을 위한 기반은 마련됐다는 게 정부의 평가다. 국책 연구기관인 산업연구원은 지난주 노벨경제학상 수상자인 조지프 스티글리츠 미국 컬럼비아대 석좌교수의 기고를 받았다고 보도자료를 냈다. 정부의 경제정책인 J노믹스를 높이 평가하는 내용이다. 스티글리츠가 한국 현실을 얼마나 잘 이해하고 있는지는 논외로 치더라도 노벨상의 권위에 기대며 현장의 목소리에 귀 기울이지 않는 정부의 오불관언(吾不關焉)이 안타까울 뿐이다.
경제가 살아 움직이는 생물인 것처럼 경제정책도 현실에 맞게 조정하고 끊임없이 보완해야 한다. 정부 안에서도 다른 목소리가 나오고 있다. 장하성 청와대 정책실장은 최저임금에 따른 고용 감소는 없다고 판단했지만, 김동연 부총리 겸 기획재정부 장관은 "경험이나 직관으로 봐서는 최저임금 인상이 고용과 임금에 영향을 미쳤을 것"이라며 다른 입장을 보였다. 김 부총리의 직관이 현실에 부합한다는 데 많은 이들이 동의할 것이다.
거시 경제 판단도 정부 안에서 엇갈린다. 김 부총리는 경기 비관론을 인정하지 않는 반면, 김광두 국민경제자문회의 부의장은 "경기 침체 초입 단계에 있다"고 우려했다. 이주열 한국은행 총재는 "대내외 여건이 만만치 않아 경제 상황을 낙관하기 어렵다"며 "고용 상황이 개선되지 못해 걱정스럽다"고 했다. 미국의 금리 인상과 달러 강세로 아르헨티나·터키에서 인도네시아까지 신흥국 통화가 불안해지면서 신흥국 6월 위기설까지 나온 데다 국내 고용통계가 석 달째 죽 쑤고 있는 현실을 고려하면 김 부의장이나 한은 총재의 걱정이 합리적이다.
국제금융 시장의 위기는 때때로 합리적인 인과관계를 무시하고 전염된다. 뻔히 알면서도 눈 뜨고 당하는 경우가 있다. 거시 경제 기조를 탄탄하게 운용해야 고유가·고금리·강달러의 '3고(高) 시대'가 닥쳐와도 이에 흔들리지 않는 기초체력을 키울 수 있고, J노믹스가 추구하는 사람 중심 경제로의 전환을 할 수 있는 재정적 기반도 마련된다. 중장기적으로 북·미 핵협상이 잘 타결돼 남북 경협이 속도를 내는 상황에서도 나라 곳간 걱정을 덜 수 있다.
정부가 최저임금 인상으로 인한 자영업자와 중소기업의 부담을 재정으로 메운 것처럼, 근로시간 단축의 충격을 고용보험기금으로 완화하겠다고 밝혔다. 무리한 정책 실험을 현실에 맞게 보완하는 대신 재정으로 일자리를 유지하려는 잘못을 반복하고 있다. 고용을 줄이는 정책을 마구 써놓고 나랏돈으로 고용을 유지하려 안간힘을 쓰고 있으니, 브레이크와 액셀러레이터를 동시에 밟고 있다는 비판이 나올 수밖에 없다. 가속과 감속을 같이 하면 엔진이 버텨내기 힘들다. J노믹스의 성공을 위해서라도 정책 재정비가 시급하다
