Try the Macron method (KOR)

On May 22, I was trapped in an airplane at Charles de Gaulle Airport in France. As airport workers participated in a nationwide public sector strike, flight arrivals and departures were delayed. The captain made an announcement that the air traffic control center would only assign take-off times once the doors were closed. As a result, passengers should remain seated. It was inconvenient and uncomfortable, but I was thankful to depart, as 20 percent of the flights that day were canceled.

It was the third nationwide public sector strike since Emmanuel Macron became the president of France in May 2017. Protesters filled the streets with signs saying, “Macron, Non.” They opposed his labor reforms. The nine public unions, which have always had differences in their positions, united after 10 years. Macron’s labor reforms are intense, so the resistance is fierce.

Macron advocates cutting 120,000 public sector jobs during his five-year term and reforming the debt-ridden state-owned railway company SNCF. He revised the notoriously harsh dismissal terms and made the system for creating employment easier. Restructuring conditions were also eased. For instance, companies with less than 49 employees can pursue restructuring when sales decrease for two consecutive quarters.

Labor flexibility led to changes. Global companies like Amazon, Google and Toyota announced employment and investment plans in France. The unemployment rate, which had always been higher than 10 percent, fell to 8.6 percent in the fourth quarter of 2017, the lowest since the first quarter of 2009. The employment rate is 65.7 percent, the highest since the 1980s.

President Moon Jae-in prioritizes job policy, but the direction is the opposite of France. During his five-year term, 810,000 jobs are to be added in the public sector. The constitutional amendment proposal expands workers’ rights to collective action and widened the scope of lawful strikes. The performance-base pay system proposed as part of the public sector reform was also scrapped. As a strategy to create jobs in the private sector, work hours have been reduced to 52 hours a week.

France is struggling to treat the “French disease,” but Korea seems to be taking the same path. France has long suffered from low growth, high unemployment and large fiscal debts. The Economist called France the “time bomb” of Europe in 2012. But last year, the Economist named France the country of the year. It highly acknowledged France’s will to reform by easing labor laws and suggesting an alternative from the divided politics around the world.

Korea may want to consider France’s case. Korea should not go through the chaos France is in today to reform the public sector.

22일 오후 프랑스 파리 샤를드골공항에서 기내에 1시간 동안 ‘갇혀’ 있었다. 프랑스 전국에서 진행된 공공부문 파업에 관제사 등 공항 노동자들이 참가하면서 항공기 출도착이 지연됐기 때문이다. 기장이 안내 방송을 통해 “항공기 출입문을 닫아야 관제탑에서 이륙 시간을 배정해주니 불편하더라도 자리에 앉아 기다려 달라”고 말했다. 옴짝달싹 못 해 불편했지만, 항공편 20%가 결항한 마당이라 감사한 마음이 더 컸다.
전국 공공부문 노동자 파업은 지난해 5월 에마뉘엘 마크롱 프랑스 대통령 취임 후 세 번째다. ‘마크롱 반대(Macron, Non)’라고 적힌 시위대 현수막이 거리를 뒤덮었다. 마크롱 대통령이 추진하는 노동 개혁에 반대한다는 뜻이다. 노선 차이로 뭉치지 않던 9개 공공노조가 10여년 만에 손을 잡았다. 그만큼 마크롱발(發) 노동 개혁의 강도가 세고, 저항 또한 거세다.
마크롱은 임기 5년간 공무원 일자리 12만 개를 줄이고, 부채가 누적된 철도공사(SNCF)를 손보겠다고 밝혔다. 까다롭기로 유명한 해고 요건을 완화해 고용을 쉽게 할 수 있도록 제도를 개선했다. 구조조정 요건도 완화했다. 49인 이하 중소기업은 1~2분기 연속 매출이 내림세를 보이면 바로 구조조정에 들어갈 수 있게 됐다.
노동 유연성이 확보되자 변화가 찾아왔다. 아마존ㆍ구글ㆍ도요타 등 글로벌 기업이 프랑스 내 고용과 투자 계획을 잇달아 발표했다. 늘 두 자릿수였던 실업률은 지난해 4분기 8.6%로 떨어졌다. 2009년 1분기 이후 최저치다. 고용률은 65.7%로 올라, 1980년대 초 이후 최고치다.
문재인 대통령도 취임하면서 일자리 정책을 가장 앞세웠다. 하지만 방향은 마크롱 대통령과 반대다. 임기 5년간 공공부문 일자리 81만개를 늘릴 계획이다. 개헌안에서 근로자 단체행동권을 확대해 합법적인 파업 범위를 넓혔다. 공공기관 개혁을 위한 성과연봉제는 폐기했다. 민간 일자리 창출 전략은 주 52시간 근무 등 근로시간 단축 정도다.
프랑스가 ‘프랑스 병’을 치유하느라 몸살을 앓고 있는데, 한국은 그 길로 걸어 들어가는 모양새다. 오랜 기간 저성장과 높은 실업률, 막대한 재정 부채에서 벗어나지 못한 프랑스는 한 때 ‘유럽의 시한폭탄’(2012년 영국 경제주간지 이코노미스트)이란 평까지 들었다. 하지만 지난해 이코노미스트는 프랑스를 '올해의 국가’로 뽑았다. 경직된 노동법 완화를 통한 개혁 의지, 좌ㆍ우로 나뉜 세계 정치에 정면으로 맞서 대안을 제시한 점을 높이 평가했다. 양 갈래로 나뉜 우리도 곱씹어볼 만한 대목이다. 훗날 한국이 비대해진 공공부문을 개혁하기 위해 오늘의 프랑스 같은 혼란을 겪어서는 안 되기 때문이다.
