안전한 나라 이집트


아랍의 봄은 2011년 초 이집트와 튀니지에서부터 시작됐다. 독재정권과 침체에 빠진 정치, 힘겨운 경제에 저항하는 국민운동이 일어난 것이다. 이집트와 튀니지에 이어 리비아·시리아·예멘·바레인 등 많은 중동 국가에서 봄바람이 불기 시작했다. 하지만 지금의 현실은 결코 그때 국민이 바랐던 게 아니다. 더 밝고 더 나은 자국의 미래를 요구했을 뿐인데 돌아온 건 분당과 테러단체 형성, 내전이다. 이집트와 튀니지를 제외하고는 아랍의 봄을 맞이한 모든 중동 국가들은 아직도 끝나지 않은 혼돈의 사태에 빠져 있다.

이집트는 왜 달랐을까. 일단 부족 국가가 아니기 때문에 부족 갈등이 없다. 또한 종교와 종파가 다양하지 않다. 시리아나 이라크와 달리 이집트는 대다수 이슬람 신자들이 같은 종파를 따른다. 그런데도 왜 이집트가 한국에선 혼란스럽고 위험한 나라로 그려지고 있을까. 한국은 이집트를 아직 '관광위험국가'로 분류하고 있다.

물론 중동지역에는 이슬람국가(IS) 같은 야만스러운 테러단체가 있는 게 사실이다. 그들은 그들에게 순종하지 않는 누구나 적으로 보고 공격을 한다. 그렇다고 이집트만 위험할까. 얼마 전 프랑스·독일·영국·벨기에·터키 등 유럽 나라들도 테러공격을 당하지 않았는가.

한국과 이집트의 외교관계는 1960년대부터 시작됐다. 지금까지 양국 관계는 발전해 왔고 무역도 원활하게 잘 되고 있다. 한국의 대기업들이 빠짐없이 이집트에 투자하고 활동 중이다. 중동아프리카에서 가장 규모가 큰 삼성전자 공장이 바로 이집트에 있고 곧 유럽으로 수출할 계획이라고 한다. 의료관광이나 교육 목적으로 한국을 찾아오는 이집트 사람들도 많다.

한국을 방문하는 외국인들은 종종 놀라곤 한다. 핵무기 위협이 두려워서 사람들이 숨어 있지도 않고 목숨이 위험해 보이지도 않아서다. 개인적으로 한국에 유학 간다고 주변에 알렸을 때 몇 차례 경고를 들었다. 하지만 직접 와 보니 밖에서 들은 얘기가 하나도 정확하지 않았다.

이집트 또한 같은 상황이다. 테러단체와 맞서 싸워 국민을 보호하는 군대가 있고 치안을 유지하는 경찰이 제 역할을 수행하고 있다. 모든 국가 기관들이 정상적으로 돌아가고 있다. 내전·분당·반군이 없는 통일된 단일민족의 이집트가 한국에 제대로 알려졌으면 좋겠다.
