A disgraceful floor leader (KOR)

Democratic Party (DP) floor leader Hong Yong-pyo on Friday claimed that Samsung Group was able to become one of the world’s top companies by victimizing its suppliers. Samsung has become a household name, but Korean households are getting poorer as a result, he added.

Just 20 trillion won ($18 billion) of Samsung’s net profit of 60 trillion won in 2017 is enough to give 10 million won each to 2 million people. When his socialist-like comment stirred controversy, Hong said he wasn’t implying that the company should hand out its money, but was simply making an example to explain how big Samsung’s treasure trove is.

Hong is the leader of the legislature that sets the laws for the world’s 12th economy. It is stunning that the leading ruling party lawmaker can make such a preposterous comment. Even his explanation suggests that he still is confident in his belief.

Hong also got his facts wrong. Korea’s household income has increased by 9.6 percent on average annually over the last 20 years. The growth lags far behind corporations’ annual income gains of 23.3 percent, but it is incorrect to say that Korean households have become poorer.

The 149 first-tier suppliers of Samsung Electronics reported that their average operating profit margin ratio was 8.5 percent in the 2017 fiscal year, a profitability level near the top of global manufacturers. Samsung Electronics has ascended to such heights not by exploiting suppliers, but through continuous research, development and investment in its semiconductor technology.

Hong claimed the sluggishness in employment is due to the two conservative administrations’ poor response to structural problems over the last 10 years.

But that kind of carefree mindset has worsened the economy over the past 14 months since President Moon Jae-in took office. Even Deputy Prime Minister for the Economy and Finance Minister Kim Dong-yeon admitted that the steep increase to the minimum wage has affected jobs in some sectors.

During his state visit to India last week, President Moon vowed to work harder to improve Korea’s business environment. His remarks have raised hopes that the liberal administration may turn towards more corporate-friendly policies. But Hong’s comment dashed such hopes. The ruling power must make its policy direction clearer.

여당 원내대표 자격 의심케한 반(反)기업 발언
더불어민주당 홍영표 원내대표가 13일 “삼성이 협력업체를 쥐어짜 세계 1위를 만들었다. 삼성은 세계적 기업이 됐지만 우리 가계는 더 가난해졌다”고 했다. 또 “삼성의 지난해 순익 60조원 중 20조원만 풀면 200만명에 1000만원씩 더 줄 수 있다”고 주장했다. 그는 이 발언이 논란을 빚자 14일 “돈을 나누자는 제안이 아니라 그렇게 혜택이 돌아갈 만큼 큰돈이란 점을 예시한 것"이라고 해명했다.
홍 원내대표는 세계 12대 경제 대국의 집권당에서 법안을 총지휘하는 야전사령관이다. 그런 사람이 이렇게 편협한 반기업적 인식을 갖고 있다니 어안이 벙벙하다. 해명이라는 말도 뜯어보면 자신의 인식에 문제가 없다는 강변에 지나지 않는다.
무엇보다 그의 주장은 사실과 맞지 않는다. 지난 20년간 가계 소득은 연평균 9.6% 늘었다. 기업소득 증가분(연평균 23.3%)에는 못 미치지만 우리 가계가 더 가난해진 건 아니다. 또 삼성전자 1차 협력업체 중 지난해 말 결산 149개사의 영업이익률은 8.5%로 글로벌 제조업에서도 상위 수준이다. 삼성의 성공은 협력사 쥐어짜기가 아니라 꾸준한 연구개발과 대규모 선제투자로 반도체 등 고부가 산업을 선점해 세계 시장을 장악한 덕분이다.
홍 원내대표는 “고용 부진은 지난 정부 10년간 구조적 문제에 제대로 대응하지 못했기 때문에 나타난 현상”이라고 주장하기도 했다. 그러나 김동연 부총리마저 “(현 정부의) 최저임금 인상이 일부 업종 고용 부진에 영향을 줬다”고 인정한 마당이다. 현 정부가 출범한 지 1년 2개월이 넘었다. 그동안의 실정에 대해 반성은 하지 않고 모든 책임을 전 정권 탓으로 돌리는 건 후안무치(厚顔無恥)다.
문재인 대통령은 지난주 인도 방문 때 “기업하기 좋은 나라가 될 수 있도록 하겠다”고 말했다. 기업인들에게 정부 정책이 기업 친화적 방향으로 전환할 것이란 기대를 심어주었다. 그런데 문 대통령이 귀국하는 날 집권당 원내대표는 노골적인 반기업적 발언으로 기업인들 기죽이기에 앞장섰다. 누구 장단에 춤을 춰야하는가.
