NASA의 실수
미국 항공우주국(NASA)은 미국의 자부심이다. 달에 인류를 보내고, 우주왕복선을 띄우며, 태양계 밖에 탐사선을 보내는 등 ‘인류 최초’의 기록을 써내려갔다. 그런 NASA에서도 수많은 사건과 사고가 일어났다. 1967년 달에 보내려던 아폴로 1호에서 불이 나 우주비행사 3명이 숨졌고, 86년에는 우주왕복선 챌린저호가 폭발해 7명이 산화했다.
때론 어이없는 일이 벌어졌다. 2003년 손수레에 싣고 가던 1억3500만 달러(약 1500억원)짜리 기상위성이 넘어져 부서졌다. 깜빡하고 위성을 지지대에 볼트로 고정하지 않은 게 문제였다. 그야말로 ‘나사가 빠져’ 생긴 사고였다. 98년 쏘아 올린 화성 기상 탐사선은 단위를 착각해 계산을 잘못하는 바람에 그냥 화성에 추락했다.

자료 보전은 정말 허술했다. 69년 인류가 처음 달에 발을 내딛는 장면을 기록한 비디오테이프는 원본이 분실됐다. 지난해 9월에는 달의 흙먼지 몇 줌이 주머니에 담겨 미국 소더비 경매에 나왔다. 낙찰가는 180만 달러(약 20억원)였다. 아폴로 11호가 처음으로 달에 착륙했을 때, 닐 암스트롱이 직접 담은 흙이었다. 수집가가 법원 공매에서 단돈(?) 995달러에 구해 소더비에 내놨다. 법원은 어느 범죄자 집에서 압수한 흙주머니를 뭔지도 모르고 공매에 부쳤다. 그 흙이 어떻게 NASA 밖으로 흘러나왔는지는 미스터리다.
그제 환갑을 맞은 NASA에서는 이처럼 60년 동안 크고 작은 실수와 사건이 숱하게 일어났다. 그래도 미국인들이 NASA에 보내는 신뢰는 흔들리지 않는다. 워싱턴 퓨(Pew) 연구소 조사에 따르면 NASA는 미국인이 가장 좋아하는 정부 기구다. ‘일하고 싶은 정부 기관’ 조사에서도 항상 1위다. 아폴로 1호 화재나 챌린저호 폭발처럼 치명타를 받은 적도 있지만, 그때마다 NASA는 지지 속에 실패를 딛고 일어나 미국의 자존심을 세웠다.
거기엔 실패를 대하는 NASA와 미국인의 자세가 밑바탕이 됐다. 챌린저호 참사가 일어나자 NASA는 자체 보고서 서문에 이렇게 썼다. ‘사람과 시스템이 바뀌면 모든 건 잊힌다. 그러나 챌린저호의 교훈은 절대 잊혀서는 안 된다.’ 미국 정부는 별도의 보고서에서 ‘우주왕복선을 보다 안전하게 운영하고 NASA의 효율성을 높이기 위해 보고서를 쓴다’고 밝혔다. 우주왕복선은 사고 뒤에도 계속 발사돼 임무를 수행했다. 실패에서 배우고, 그걸 경험 자산으로 인정하는 문화다. 실패하면 '올 스톱'인 우리와 사뭇 다르다. 그저 부러울 따름이다.
