시진핑의 딜레마
꼭 2년 전 미국 대통령 선거 때 많은 중국인들은 도널드 트럼프의 당선에 안도했다. 힐러리 클린턴이 당선되면 아시아 재균형 정책을 강화하며 중국 봉쇄 전략을 펼칠 것이라 걱정한 반면 비즈니스맨 출신인 트럼프와는 서로 이익을 주고받는 거래를 통해 대립을 회피할 수 있다고 본 것이다. /
그런 기대와 달리 트럼프는 무역 전쟁을 시작으로 ‘차이나 배싱’에 나섰다. 트럼프의 중국 때리기는 관세 폭탄에 그치지 않고 전방위로 확산될 기세다. 이는 10월4일 마이크 펜스 부통령의 연설에서 명확해졌다. 펜스의 연설은 “무역 전쟁뿐 아니라 모든 수단을 동원해 중국의 부상을 억누르겠다”는 선언으로 읽힌다. 1972년 닉슨 방중 이래 관여(engagement)정책에서 방향을 튼 ‘신(新) 냉전’ 선전포고란 해석까지 나온다.
실은 펜스 부통령의 연설에 앞서 중요한 예고편이 있었다. 지난해 12월 발표된 미국의 국가안보전략 보고서(NSS2017)는 중국을 ‘힘에 의지해 현상 변경을 추구하는 세력’으로 규정한 뒤 “우리는 새로운 대립의 시대에 들어갔다. 우리는 중국에 대항하고 중국과의 게임에서 승리해야 한다”고 명기했다. 무역 전쟁은 이 보고서에 하나의 방책으로 제시돼 있다. 경제 보고서가 아닌 안보 보고서에 무역 전쟁이 들어있다는 사실이 지금 벌어지고 있는 차이나 배싱의 본질을 말해 준다.

중국이 이런 미국의 속셈을 모를 리 없다. ‘미국이 무역 전쟁을 도발한 실제 이유는 무엇인가’란 제목의 인민일보 기명 칼럼은 “냉전 시기 미국은 자신들의 물질적 역량 전부를 동원해 소련을 전방위로 압박했으며 이것이 소련 해체의 중요한 외적 요인이 됐다”고 썼다. 미국이 소련을 무너뜨린 수법 그대로 중국을 향해 ‘신냉전’을 발동하고 있다는 논리다.
공개적으로 발표되는 중국 지도자의 발언이나 당ㆍ정부의 입장은 결연함으로 가득 차 있다. 약세를 보였다간 공산당 권위에 타격을 입기 때문이다. “이기면 고기를 먹고, 지면 풀뿌리만 먹고, 항복하면 오물을 먹는다”는 글까지 회자되면서 항전 의지를 다지는 분위기다.
하지만 중국 지도부의 내심은 곤혹스럽다. 아직 미국과 정면대결하기에는 힘이 부족함을 스스로 잘 알고 있기 때문이다. 중국은 세계 최강대국이 되는 목표를 건국 100주년이 되는 2049년에 맞추고 있다. 아직은 힘을 더 비축할 시기인데 상대방은 이미 싸움을 걸어왔다. 이럴 때 누군가가 싸움을 말려 주거나 내 편이 되어 주면 좋으련만 국제사회에는 그런 일을 자청하고 나설 우군(友軍)이 보이지 않는다.
싸울 때가 아님을 알면서도 싸움을 회피할 수 없고, 싸움을 원치 않으면서도 대내적으로는 ‘결사 항전’을 외쳐야 하는 딜레마, 여기에 시진핑(習近平) 주석의 고민이 있다.
