Moon must listen to the people (KOR)

President Moon Jae-in’s disapproval rating topped his approval rating for the first time he took office in May 2017. A poll by Gallup Korea showed an approval rating of 45 percent and disapproval of 46 percent. The mixed reaction is a sharp reversal of a year ago, when Moon’s approval rating hovered above 70 percent upon hitting all-time high of 84 percent in June. The approval rating has been skidding after it topped 50 percent in the final week of last month.

Fissures were evident not just among centrists but also in the traditional liberal base of Jeolla. Moon’s approval dropped across regions, generations and job segments.

The sinking approval of Moon stems from worsening economic conditions and damage from the income-led growth policy. High expectations turned into disappointment and disgruntlement. The government vowed to make jobs its top priority, but job data hovers around crisis level as the result of sharp increases in the minimum wage and cutback in workweek hour with disregard to economic realities. The poor scoreboard in economic governance has resulted in worsening public sentiment.

Authorities have failed to come up with policy actions to stimulate innovation even as companies lose the will to invest and make little progress in their new ventures due to opposition from mainstream industries and union.

The scandal about the Blue House special investigation force spying on civilians stunned the public. They had faith in the liberal government to be different, given its anti-corruption drive and unrelenting campaign to root out past evils. The Blue House has not given a clear explanation over the affair and only claimed it is innocent. Its actions have spurred criticism about the administration’s self-righteousness and arrogance, and even avid supporters are turning their backs on him.

Every time the president’s approval rating falls, the Blue House has vowed to become more communicative and engaging. But nothing has changed. High-profile events involving North Korean leader Kim Jong-un have helped sustain his approval ratings, but with the people’s livelihood turning bad, no showy ventures with North Korea will be able to win back the public’s favor. If he loses the public’s support, the president’s radical North Korea policy and his other plans will lose steam.

Moon should go back to the moment he stood on the inauguration podium, vowing to be a president serving all Koreans. He must pay heed to critical voices to demonstrate engaging and productive leadership.

국정운영 방식 바꾸라는 민심의 주문이다
문재인 대통령의 국정 수행에 대한 부정적 평가가 처음으로 긍정 평가를 넘어섰다. 취임(2017년 5월10일)후 1년 7개월 만이다.한국갤럽이 어제 발표한 여론조사 결과에 따르면 문 대통령에 대한 긍정 평가는 45%인 반면 부정 평가는 46%를 기록했다. 취임 직후 지지율이 84%(2017년 6월,갤럽 조사)까지 치솟는 등 고공행진을 이어오던 문 대통령의 지지율은 지난달 29일 처음 50%선이 무너지더니 불과 20여일 만에 부정 평가가 긍정 평가를 넘어서는 데드 크로스(Dead Cross)를 맞았다.
긍정-부정 평가가 오차범위 안에 있다고는 하지만 중도는 물론 진보와 호남등 전통적인 지지층에서 지지율 균열이 일어나고 있다는 걸 눈여겨봐야 한다. 또 거의 대부분의 지역과 계층, 직업군에서 지지율이 동반 하락하는 구조화의 징후까지 보이고 있어 심각성을 더해주고 있다. 지지율 하락의 의미를 무겁게 받아들여야 하는 이유다.
문 대통령이 지지율 추락의 위기를 맞고 있는 건 무엇보다 고용,투자등 경제 지표에 빨간불이 켜진 데다 정부의 일방통행식 소득주도성장 정책의 부작용으로 인해 경제 회복과 민생 안정에 대한 기대가 실망으로 바뀌고 있기 때문이다. ‘일자리 정부’를 표방했지만 현실을 도외시한 최저임금 인상, 주52시간 근로제 등으로 고용이 오히려 악화되고 서민들의 삶은 더욱 팍팍해지고 있으니 데드 크로스라는 ‘불량 성적표’를 받아든 것은 당연한 일이라 하겠다. 기업의 투자 의욕과 활력은 떨어지고 있는데 혁신성장을 이끌 정책 대안을 내놓지 못하고 여론과 노조의 눈치만 보며 끌려다니고 있으니 미래에 대한 희망마저 식어가고 있는 것 아니겠는가.
최근 불거진 청와대 특별감찰반의 민간인 사찰 의혹 파문은 결정적 악재로 작용하고 있다. 적폐 청산을 외쳐온 문재인 정부에서 정치인,민간기업,언론인들에 대한 마구잡이식 동향 보고와 불법 사찰을 해왔다는 의혹 제기는 그 자체만으로도 국민들에게 엄청난 충격을 던져준 사건이다.그러나 청와대는 사건의 진상에 대한 속시원한 해명은 없이 ‘특감반원 개인의 일탈’이라거나 ‘문재인 정부엔 애당초 민간인 사찰이란 유전자는 없다’는 뚱딴지 같은 변명만 늘어놓는 안이한 현실 인식과 민심과 동떨어진 불통을 보이고 있다.남의 잘못엔 엄격하고 자신의 허물엔 관대한, 이율배반이자 교만함이다.이러니 '문재인 정부는 다를 것'이라고 철썩같이 믿어온 지지층들마저 등돌리게 하는 것이다.
앞서도 청와대는 지지율이 떨어질 때마다 "의미를 무겁게 받아들인다"고 했다.하지만 말 뿐이었다.박 전대통령을 '불통'이라고 비판하면서 탕평,소통,협치를 앞세웠지만 시간이 갈수록 오히려 '불통' 행보를 닮아가고 있다는 비판이 그래서 나오고 있다.그동안 지지율이 하락과 반등이 교차했던 건,남북 정상회담이나 북미 회담과 같은 대형 이벤트 때문이었다.하지만 일단 민심이 등돌리고 나면 이런 일회성 이벤트가 더이상 통하지 않게 될 것이다.문 대통령이 일관되게 추진해온 대북 정책이나 사회 개혁등 중요한 국정 과제를 힘있게 밀고나갈 동력을 상실하게될 가능성도 크다.
문 대통령은 지금이라도 '모두의 대통령의 되겠다'고 다짐했던 초심으로 돌아가야 한다.잘못된 정책과 노선은 과감하게 수정하고 일방통행식 국정운영 방식을 바꿔 소통과 협치의 리더십을 발휘해 전화위복의 계기로 삼길 바란다.
