미세먼지와 위험의 개인화

만개하는 벚꽃을 보면 봄의 도착에 들뜨기도 하지만 한편으로는 가벼운 비감(悲感)에 잠긴다. 벚꽃 아래에서 즐겁게 사진은 찍는 사람들의 얼굴은 정작 마스크로 가려진 풍경이 매우 역설적이기 때문이다. 얼마 전까지 봄의 도착은 중국에서 날아오는 황사와 함께했다. 하지만 최근 황사는 기억의 편린이 되었고 대신 미세먼지 PM 2.5라 불리는 독성화학물질이 봄 하늘을 덮고 있다.

대중에게 미세먼지는 공포로 증폭되면서 이제 개인의 생존을 위협하는 문제가 되었다. 중금속과 질산염, 황산염, 마모된 타이어 고무와 매연과 같은 화학물질이 가득한 미세먼지의 확산은 재난상태로 이어진다. 며칠 전 발표된 세계 공기와 대기에 관한 연구인 '글로벌 대기보고서(State of Global Air)'는 오늘 태어난 동아시아 아기의 평균수명이 다른 곳의 아기들보다 20일 정도 줄어들 수 있다고 발표했다. 미세먼지로 인한 공기 오염은 다음 세대의 수명을 줄이는 인류 생존의 문제가 되었다.

미세먼지는 사람들에게 무차별적으로 피해를 일으킨다. 놀랍게도 모두에게 닥치는 이 재난에 대한 대응은 지극히 개인화되고 각자도생의 길로 들어서고 있다. 매일 아침, 우리는 핸드폰의 미세먼지 앱을 켜서 농도를 측정하고 마스크를 쓰고 집을 나선다. 이제 공기는 공평하게 주어지는 자연이 아니라 정확한 정보의 획득과 공기청정기를 구입할 수 있는 능력에 따라 차등적이고 인위적인 자연이 되었다.

독일의 사회학자 울리히 벡은 과학기술의 발전은 위험요소를 줄이고 안전한 삶을 보장하기보다 오히려 위험을 증가시킨다고 주장했다. 그는 현대사회를 “위험사회”라 진단하면서 이에 대한 대응은 지극히 개인화되고 파편화된다고 경고했다. 위험이 각자도생의 문제로 인식되면 공동체의 대응은 부차적인 문제로 치부된다.

위험의 개인화를 넘어설 수 있는 대안은 공동체의 장기적이고 체계적인 개입이다. 악명 높았던 런던 스모그에 대한 대응은 우리에게 타산지석이 될 수 있다. 1952년 공장과 가정의 석탄 사용과 자동차로부터 배출된 아황산가스가 확산되면서 약 4000여 명이 스모그로 사망하게 된다. 영국 정부는 1956년 '대기 청정법'을 제정하여 발전소, 공장과 가정에서의 매연 배출을 철저하게 규제했다. 10여년의 시간이 흐른 뒤에 비로소 아황산가스 농도가 절반으로 줄어들면서 점차 회복되었다.

장기적으로 오염물질의 발생 원인을 체계적으로 제거하는 것이 중요하다. 영국 서리대학의 연구팀은 차량에서 배출되는 미세먼지를 막는 가장 효과적인 방법은 키가 작은 나무를 촘촘히 심어 울타리를 만드는 산울타리의 조성이라는 결과가 발표했다. 아이들에게 마스크를 씌우는 것보다 지금이라도 산울타리를 조성하는 것이 개인에게 떠넘겨진 책임을 공동체가 나눌 수 있는 출발점이 될 뿐 아니라 다음 세대의 생존능력을 향상시키는 길이 될 것이다.
