볼턴의 신<新>먼로주의 선언
베네수엘라의 이틀간 무장봉기 시도는 실패했지만, 군인들이 동조한 모습을 연출하며 정권 붕괴가 초읽기에 들어간 것처럼 보이게 만들었다. 군부 지도부 일부만 가세한다면 폼페이오 미국 국무장관의 주장대로 언제든 니콜라스 마두로 대통령이 망명을 위해 쿠바 행 비행기에 올라탈 수 있는 상황이다. 17년 전 전임 우고 차베스 대통령에 대한 정권 교체에 실패했던 것과 달리 이번에는 “군사행동도 가능하다”며 밀어붙이는 미국의 의지가 예사롭지 않기 때문이다.베네수엘라는 서반구 아메리카 대륙에서 사회주의 ‘폭정의 트로이카(쿠바ㆍ베네수엘라ㆍ니카라과)’를 종식하겠다는 존 볼턴 백악관 국가안보보좌관의 오랜 기획 중 1번이다. 볼턴은 1일 “이곳은 우리의 반구(半球, hemisphere)”라며 “러시아가 참견할 곳이 아니다”라고 했다. 쿠바와 함께 마두로 정권의 버팀목 역할을 해온 러시아에 우선권을 주장한 것인데 시계를 197년 전 먼로 독트린을 연상시키는 발언이다.

먼로 독트린은 이후 고립주의로 해석되곤 했지만, 당시로선 유럽 열강의 아메리카 대륙으로 식민지 확장을 배격하는 선언이었다. 제임스 먼로 대통령은 1823년 의회에 보낸 연두교서에서 “이 반구의 어떤 부분이라도 자신들의 체제를 확장하려는 시도는 미국의 평화와 안전에 위험으로 간주할 것”이라며 “유럽 열강으로부터 간섭받지 않을 것이며, 간섭하지도 않을 것”이라고 했다.
볼턴은 이중 서반구, 아메리카대륙에 대한 미국의 특수 이해관계를 앞세워 자신의 오랜 사회주의와 대결, 정권교체론과 결부시켜 적극적으로 재해석한 셈이다. 지난 3월 CNN과 인터뷰에서 “트럼프 대통령은 이집트, 사우디아라비아 등 많은 권위주의 정권과 가까운 유대를 맺고 있는데 유독 마두로만 반대할 수 있는 이유가 뭐냐”는 질문에 볼턴은 “베네수엘라는 우리의 반구에 있는 나라이기 때문”이라며 “우리는 먼로 독트린이란 문구를 사용하는 걸 겁내지 않는다”고 설명했다. 그러면서 “로널드 레이건 시절부터 완전히 민주적인 반구를 만드는 것이 미국 대통령들의 목표였다”고 강조했다.
이런 볼턴이 정의용 국가안보실장과 만나기 위해 이달 말 방한을 최종 조율 중이라고 한다. 부시 행정부 시절 국무부 비확산 차관 시절 방한한 뒤 공직자 신분으로 15년 만이다. “대북 선제타격론이 여전히 가능하다고 믿고 있다”는 뉴요커 보도를 본인이 부인했지만, 대북 제재에 가장 강경한 입장인 건 분명하다. 문재인 대통령이 인도적 지원을 명분으로 대북 식량 지원을 성사시키려면 볼턴부터 넘어야 한다. 그러려면 비핵화 협상과 연계 고리를 찾아야 한다.
