Still detached from reality (KOR)

The Blue House remains isolated from the real world in its perception of the nation’s jobs. It claims that there has been progress, although we are far from it. Jung Tae-ho, the senior presidential secretary on jobs, cited recent data to point to an improvement in job conditions from last year. The year-on-year addition in the number of employed has increased from monthly low of 97,000 last year to 260,000 in February, 250,000 in March, and 170,000 in April. He claimed it is a “dramatic improvement.” He said that job quality has been increased because the number of employees on permanent payroll increased from 300,000 to 400,000 on average.

He also claimed that the youth employment rate has also improved. His remarks are in line with what President Moon Jae-in said in the interview marking the completion of his second year in office. “Our employment increased by 250,000 in February and March each. During the two months, youth hiring in particular picked up dramatically while the unemployment rate fell,” Moon said.

Yet the Blue House’s announcement differs from what people feel, as well as the reality behind the data. The job additions were mostly temporary hires in the public sector through tax spending. Most of the jobs went to the elderly for part-time work. In the meantime, stable jobs that pay for more than 36 hours a week have decreased by 624,000 over the last year, whereas jobs paying for less than 36 hours increased by 802,000.

The claim that jobs for young people have improved is also questionable. The broader youth unemployment rate that covers those between jobs is at a record high of 25.2 percent.

Even the ruling party is concerned about worsening job conditions. During a policy coordination meeting, the Democratic Party said a supplementary budget is needed to bolster exports, investment and jobs.

Inspectors from the International Monetary Fund and Moody’s Investors Service expressed concerns about Korea’s poor job conditions. Both organizations pointed to the sharp increases in the minimum wage for the cause of job losses.

Yet the government remains upbeat. The Blue House said that the job losses last year had been our “unavoidable pains” from the transition in economic structure. It has fallen deeper in self-denial. Jung said, “Our job outlook is hopeful.” He must be deaf to increasing sighs from the people on the job front.

오직 정부만 "고용이 개선 중"이라 외친다
고용 상황에 대한 인식이 달라도 너무 다르다. 사방에서 걱정하는 소리가 나오는데 정부는 “개선” 일변도다. 정태호 청와대 일자리수석은 어제 “통계를 종합하면 고용 상황이 작년보다 개선되고 있다”라고 말했다. 근거로는 취업자 수 증가를 들었다. “지난해 취업자 증가가 9만7000명이었는데 올해는 2월 26만 명, 3월 25만 명, 4월 17만 명이다. 획기적 변화다”라고 했다. 또 “고용 질 측면에서도 상용직 증가가 평균 30만~40만 명 정도 지속하고 있다. 청년 고용률ㆍ실업률은 개선되고 있다고 여러 번 말씀드렸다”고 덧붙였다. 문재인 대통령이 취임 2주년 대담에서 한 발언과 결을 맞췄다. 문 대통령은 “고용 증가가 올해 2ㆍ3월 두 달간 25만 명 수준으로 높아졌다. 2~3월 청년 고용률이 아주 높아졌고 청년 실업률은 아주 낮아졌다”고 한 바 있다.
이 같은 청와대의 인식은 국민이 피부로 느끼는 실상과 상당히 동떨어졌다. 통계 숫자의 이면에 서린 진실과도 거리가 멀다. 정 수석이 ‘개선’의 근거로 든 취업자 수 증가부터 그렇다. 노년층 임시 일자리 등에 세금을 퍼부어 만든 증가일 뿐이다. 둘째, 상용직은 단시간 일자리만 잔뜩 늘었다. 주당 36시간 이상 안정적인 일자리는 1년 새 62만4000개나 사라졌고, 36시간 미만이 80만2000개 늘었다. 이런데도 “고용의 질이 좋아졌다”고 할 수 있나. 셋째, “청년 고용이 개선되고 있다”는 발언은 근거조차 불투명하다. 취업 준비생 등을 포함한 청년 확장 실업률은 25.2%로 사상 최악에 이르렀다. 청와대는 이를 아는지 모르는지, 그저 “개선”만 되뇌고 있다.
심지어 여당도 고용 악화를 인정한다. 더불어민주당은 지난주 정책조정회의에서 “수출과 투자 둔화, 고용 부진에 대응하기 위해 추경이 제때 뒷받침돼야 한다”고 했다. 국제통화기금(IMF)과 신용평가사 무디스 역시 한국의 고용이 부진하다고 지적했다. 두 기관 모두 원인으로 최저임금의 급격한 상승을 꼽았다. 이달 초 한국갤럽 조사에서는 ‘앞으로 실업자가 증가할 것’(53%)이라는 답이 ‘감소’(16%)의 3배가 넘었다.
아무리 둘러봐도 “고용은 개선 중”이라고 외치는 건 정부뿐이다. 지난해엔 그래도 “경제 체질이 바뀔 때 수반되는 통증”이라며 고용 참사를 인정하더니, 이젠 아예 외면하는 모양새다. 정 수석은 나아가 “올해 고용 상황이 희망적”이라고까지 했다. 정년 정부에게는 청년들의 한숨이 들리지 않는 것인가.
