North Korea must change (KOR)

Hope has reared its head in the deadlocked denuclearization talks after the failed U.S.-North Korea summit in Hanoi, Vietnam. U.S. President Donald Trump said he received a “beautiful letter” — once again — from North Korean leader Kim Jong-un. On a state visit to Finland Tuesday, President Moon Jae-in expressed hopes for a third summit between Trump and Kim. In Oslo, Moon reaffirmed his hopes for another inter-Korean summit and U.S.-North summit sooner or later. Kim Jong-un sent a letter of condolence and flowers to the funeral of former first lady Lee Hee-ho, the widow of the late President Kim Dae-jung.

We welcome the latest developments suggesting renewed momentum for dialogue among related parties. But a bumpy road lies ahead for a full-fledged negotiation to take place. Above all, North Korea must change its attitude toward denuclearization. The stalemate between Washington and Pyongyang over the issue since the collapse of the Hanoi summit results from their fundamental difference on denuclearization. While North Korea expects a phased action-for-action approach, the United States adheres to a “big deal” with North Korea without accepting Kim’s demand to ease sanctions. At the center of the discrepancy lies Washington’s distrust of the recalcitrant state. North Korea must prove its sincerity through actions.

The concept and scope of denuclearization have not been made clear between the United States and North Korea. Pyongyang has not accepted what Washington wants: an all-out denuclearization. North Korea must make its position clear before a third U.S.-North summit.
Otherwise, nuclear negotiations cannot but go adrift even if both sides resume dialogue. The top-down solution North Korea wanted proved elusive, as seen in the collapse of the Hanoi summit. The United States will demand a clear definition of denuclearization from North Korea to not repeat the failures in Singapore and Hanoi.

Our government, too, should make its position clearer. It must scrap its blind belief that denuclearization talks will go smoothly as long as it maintains good relations with North Korea. The government must pursue substantial dialogue with Pyongyang. If another inter-Korean summit is held, South Korea must focus on denuclearization.

The clock is ticking. A presidential race in the United States will certainly weaken momentum for denuclearization. Pyongyang wants sanctions to be lifted in order to survive. But it must change instead of demanding change from Washington.

대화 모멘텀 살리려면 북한이 먼저 변해야 한다
싱가포르 북·미 정상회담 1주년을 전후하여 교착 상태에 빠진 비핵화 협상에 재개의 실마리가 보이기 시작했다. 도널드 트럼프 미국 대통령은 김정은 북한 국무위원장으로부터 ‘아름다운 친서’를 받았다는 사실을 공개했다. 문재인 대통령이 그저께 방문지인 헬싱키에서 “지금 3차 북·미 정상회담에 대해 북·미 간 대화가 이뤄지고 있다. 조만간 남북 간, 북·미 간 대화가 재개될 수 있으리라 믿는다”고 말한 것과 맞물리는 움직임이다. 문 대통령은 12일 오슬로에서도 남북ㆍ북미 정상회담에 대한 의지를 재확인했다. 김정은 위원장은 김여정 노동당 제1부부장을 판문점으로 보내 이희호 여사의 타계에 조의문과 조화를 전달하는 성의를 보였다.
남ㆍ북ㆍ미 간에 대화의 모멘텀이 되살아나는 것은 환영할 만한 일이다. 그러나 본격적인 대화와 협상으로 이어지기에는 넘어야 할 산이 많은 것도 사실이다. 무엇보다도 북한의 입장 정리와 태도 변화가 절실히 요구된다. 하노이 회담이 결렬되고 그 이후 북ㆍ미가 평행선을 달려온 것은 비핵화 방안을 둘러싼 근본적인 입장차에 따른 것이다. 북한은 ‘단계적ㆍ동시행동’ 방식을 고수하면서 대북 제재 완화란 당면 목표에 집중했지만 ‘일괄타결식 빅딜’을 원하는 미국은 제재 완화 요구에 꿈쩍도 하지 않았다.
그 배경에는 북한의 비핵화 의지에 대한 근본적인 신뢰의 문제가 있다. 이는 북한이 존 볼턴 백악관 안보보좌관 등 미국의 강경파 인사들을 몰아붙인다고 해결될 일이 아니다. 북한은 ‘완전한 비핵화’가 말만 앞세운 것이 아닌 진정성 있는 결단임을 행동으로 입증해야 한다. 다른 누구도 대신 해 줄 수 없는 북한의 몫이다. 그뿐만 아니라 비핵화의 개념과 대상에 대해서도 북ㆍ미 간에 정리가 되지 않은 상황이다. 핵탄두ㆍ핵물질ㆍ핵프로그램까지 포괄하는 미국의 ‘전면적 비핵화’ 요구에 북한은 명시적으로 동의한 적이 없다. 따라서 대화가 재개되고 3차 북ㆍ미 정상회담을 거쳐 본격 협상으로 들어가기 위해서는 북한의 입장 정리가 선행되어야 한다. 그렇지 않고서는 설령 대화가 시작되더라도 어느 시점에 이르면 협상은 표류할 수밖에 없다. 3차 북·미 정상회담 성사에 이르는 과정도 달라질 가능성이 높다. 북한이 기대하는 ‘톱다운’ 방식의 유효성은 하노이 회담의 결렬로 한계를 드러냈다. 미국은 실패를 되풀이하지 않기 위해서라도 3차 정상회담에 앞서 충분한 조율과 사전 합의를 요구할 것으로 보인다.
우리 정부도 입장을 보다 더 분명히 하고 자세를 가다듬을 필요가 있다. 남북관계만 잘 유지되면 비핵화 협상이 순탄하게 굴러갈 것이란 믿음은 현실에서 희망대로 작동하지 않는다는 사실이 지난 1년간 분명해졌다. 지금 요구되는 것은 대화를 위한 대화가 아니라 알맹이 있는 대화다. 남북 정상회담이 성사될 경우엔 비핵화에 집중하는 자세가 필요하다. 또한 국제사회와의 공조가 그 어느 때보다 중요함을 재인식해야 한다.
남은 시간이 많지 않다. 차기 대선 레이스가 본격화되는 미국의 정치 일정과 미ㆍ중 경쟁이 격화되는 정세는 북핵 협상의 동력을 떨어뜨리게 된다. 제재로 인한 북한의 경제 사정도 날이 갈수록 악화할 수밖에 없다. 북한이 연말로 시한을 설정하며 미국의 변화를 기다린다고 한 것은 이런 상황을 잘 알고 있기 때문일 것이다. 한ㆍ미에 대해서만 변화를 주장할 것이 아니라 북한 스스로가 변화된 자세를 보여야 할 때다.
