The black swan (KOR)

Last week, reporters from 35 foreign media outlets visited the Central Party School of the Communist Party of China in Beijing. The Publicity Department prepared the event to celebrate the 70th anniversary of the founding of the country. It’s vice president said the central party school was the highest educational institute and think tank of the party and the nation. The campus shares the central axis with the Summer Palace, which had been an imperial garden. The location fits its reputation as the cradle of power.

The Central Party School is a networking platform connecting the next leader and next-generation executives. Mao Zedong, Liu Shaoqi, Hu Jintao and Xi Jinping served as president of the school before coming into power. The school handpicks ministerial-level officials, mid-level officials and executives at state-run companies to help them maintain man-to-man connections with its president. I asked the guide about how the president interacted with students. I learned that they have various contacts, including special lectures and tea time.

Along the axis, I saw a stone plate which read “The Central Party School of the Communist Party of China” written by Jiang Zemin inside the south gate. It is a controversial stone that was brought inside in 2015 from its original location just past the school gate.

The campus was filled with messages. “Comrades in Arms” — a sculpture of Karl Marx and Friedrich Engels — stands behind the main building, and a sculpture of Mao Zedong — “The old president of our school” — stands at the square in front of the auditorium. The statue of Deng Xiaoping, the architect of the school, can be found in the square in front of the main complex. Behind the statue is a large sculpture named “The Banner,” with a red party flag, which was installed in December 2016. It describes the unity of socialist builders — such as workers, farmers, intellectuals, officials and the Liberation Army — gathering around the party with Xi Jinping at the center. A red boat representing the message of not forgetting their original mindset can be found by the lake next to the axis.

A black swan was also on the lake. It signifies a consequence that is unlikely to happen yet is very serious once it happens. On Jan. 21, the party called the leaders to the Central School. The purpose was to participate in a special discussion course to adhere to the line for key ministerial and general-level officials and to prevent and resolve serious risks. Chinese President Xi Jinping took the podium at the opening ceremony. He asked the participants to be vigilant about black swan cases. When I saw the swan, I checked the Blue House’s Facebook page. It only contained hopeful news, such as a $8.5 billion MOU and President Moon Jae-in’s Northern Europe tour.

베이징 중앙당교의 블랙스완 신경진 베이징 특파원
지난주 외신 35개사 기자들과 베이징 중앙당교를 찾았다. 중앙선전부가 건국 70주년을 기념해 마련한 행사였다. 리지(李季) 부교장은 “당교는 당의 최고 학부이자 당과 국가의 최고 싱크탱크”라고 소개했다. 당교 캠퍼스는 황제의 정원으로 불리던 이화원(頤和圓)과 중심 축선을 공유했다. 권력의 요람이란 평가에 걸맞은 위치였다.
중앙당교는 차기 최고 지도자와 차세대 간부를 연결하는 네트워킹 플랫폼이다. 마오쩌둥·류사오치·후진타오·시진핑이 집권에 앞서 당교 교장을 역임했다. 중앙조직부는 장관급 고급 간부, 국·과장급 초급 간부와 국영기업 간부를 엄선해 교장과 맨투맨 커넥션을 돕는다. 안내원에게 교장과 수강생 사이의 교류를 물었다. 특별 강의, 티타임 등 다양한 스킨십이 이뤄진다고 했다.
축선을 따라 남쪽 정문 안에 장쩌민 주석 필체의 ‘중공중앙당교’ 돌 명패가 보였다. 교문 밖 100m 앞에서 지난 2015년 안으로 옮겨져 억측을 불러왔던 바로 그 돌이다.
교정은 메시지가 가득했다. 본관 뒤에는 마르크스와 엥겔스를 새긴 조각 ‘전우’가, 강당 앞 광장에는 ‘우리의 옛 교장’ 마오쩌둥 조각이 옌안 시절 모습으로 서 있었다. 종합동 앞 광장에는 ‘총설계사’ 덩샤오핑 동상이 축선을 지켰다. 그 뒤로 붉은 당기가 인상적인 대형 조각 ‘기치(旗幟)’가 2016년 12월 새로 자리 잡았다. 노동자·농민·지식분자·간부·해방군 등 사회주의 건설자들이 시진핑 동지를 핵심으로 하는 당중앙 주위에 긴밀히 단결하는 모습이라는 설명이 적혀 있었다. 축선 옆 약연호(掠燕湖)에는 창당을 결의한 붉은 나무배가 놓여있었다. 초심을 잃지 말라는 메시지다.
호수에는 검은 백조(白鳥) 한 마리가 헤엄치고 있었다. 발생 가능성은 작지만 한번 일어나면 큰 파문을 일으킨다는 ‘블랙스완’이다. 올해 1월 21일 당중앙은 중앙당교에 수뇌부를 소집했다. 명목은 ‘성장·장관급 주요 영도 간부의 마지노선 사유를 견지하고 중대 리스크를 방지·해결하기 위한 특별 연구 토론 코스’ 참가였다. 시진핑 주석이 개강식 강단에 섰다. “블랙스완 사건을 경계하고, 회색 코뿔소 사건을 방지해야 한다. 위기를 기회로 바꾸는 전략적 주동전을 펼쳐라”고 주문했다.
중국은 ‘봉구필란(逢九必亂, 아홉수는 반드시 난을 당한다)’의 징크스에 시달린다. 그래도 살아있는 블랙스완을 보며 상상 밖의 위기에 항체를 키우고 있다. 블랙스완을 본 그 날 청와대 페이스북을 살폈다. 85억 달러 양해각서, 북유럽 순방 성과 등 ‘희망적 사고’로 치장한 소식만 보였다.
