A disappointing meeting (KOR)

The meeting President Moon Jae-in had at the Blue House Wednesday with leaders of Korea’s 30 largest business groups was supposed to be a chance for him to hear their troubles after Japan’s restrictions of three key industrial materials. But the meeting was disappointing in many ways. Moon underscored the importance of communication between the government and the corporate sector to prepare for the possibility of Tokyo taking additional retaliatory steps as the conflict continues. He also vowed to bolster government support for diversification of import sources and localization of parts and technologies needed to produce semiconductors, displays and other items.

No one can find fault with the government’s effort to respond, albeit belatedly, to Japan’s trade offensive and ease our companies’ deepening concerns. Yet the way the president sent his message rings alarms as it gives the impression that the government mobilized corporate leaders to establish a joint front to deal with Japan’s economic retaliation. Business leaders are worried about the retaliation’s impact on their enterprises. Can such a demonstration of resolve help them? It would have been better for the government to find appropriate countermeasures by quietly listening to their complaints.

The government needs to find effective ways to counter the restrictions. Instead, Moon offered boilerplate answers to corporate leaders, such as stressing the need to diversify import sources and localize parts. The business leaders must have been dissatisfied with such answers given their urgent need to maintain their suppliers of essential materials.

As Moon said, it is necessary to reinforce the competitiveness of our materials, parts and equipment industry through companies’ own efforts and the government’s support. In a global supply chain, however, one country cannot excel in everything. The government has the responsibility to protect local companies from external risks. Actually, it all began with the government’s vow to not intervene in the Supreme Court’s rulings ordering compensation from Japanese companies to Koreans forced to work during World War II. The sooner the government finds a diplomatic solution, the better.

The government must listen to corporate leaders’ complaints that excessive financial and environmental regulations hamper them from localizing parts and materials. For instance, they cited strict regulations on hydrogen fluoride — one of the three materials Tokyo banned from being exported to Korea — after a fatal industrial accident in Gumi, North Gyeongsang. One businessman grumbled about financial restrictions on mergers and acquisition in our parts and materials industry. Moon must pay heed.

만시지탄에 뾰족한 해법 못 찾은 청와대의 기업인 간담회
어제 청와대에서 열린 대통령과 30대 기업 간담회는 일본의 경제 보복 사태를 맞아 기업의 애로를 듣는 자리였다. 그러나 뚜렷한 해법 찾기가 어렵다는 점을 확인한 채 여러가지 아쉬움을 남겼다. 간담회에서 문재인 대통령은 일본에 대해 "더 이상 막다른 길로 가지 말라"는 경고를 했다. 이와 함께 사태 장기화와 일본의 추가 보복 가능성에 대비해 정부과 기업의 상시적인 소통과 협력을 주문했다. 수입처 다변화와 핵심 기술·부품 국산화를 위한 정부 지원 강화 같은 방안도 내놓았다. 참석한 기업인들도 "위기를 기회로 만들자"며 화답했다.
도 넘은 일본의 공세를 견제하고, 불안한 우리 기업을 안심시키고 격려하는 것은 정부가 당연히 할 일이다. 이날 나온 대책도 만시지탄이라는 느낌이 들 정도로 필요한 조치다. 그러나 메시지를 던지는 형식에 대해선 생각해볼 점이 많다. 기업의 고충을 들어보겠다는 의도는 이해 가지만, 정부가 소집령 내리듯 기업인들을 한자리에 모은 것은 어색하다. 마치 정부-기업이 공동 전선을 형성해 맞대응하는 것처럼 비칠 수 있다. 가뜩이나 기업들은 외교 문제가 경제 문제로 번진 상황을 부담스러워하고 있다. 이런 식의 '결의 다지기'가 경제 전선에서 뛰는 기업에 무슨 도움이 될지 의문이 아닐 수 없다. 정말 필요하다면 조용히 만나 기업 애로점을 듣고 필요한 조치를 강구하면 될 일이다.
그나마 즉각적이고 실효성 있는 해법이 나왔으면 다행이었을 것이다. 바쁜 기업인들을 불러모은 자리였지만 대책은 원론적 수준에 그쳤다. 부품 소재 산업 국산화나 수입처 다변화는 당연히 노력해야 할 일이지만, 당장 발등에 불이 떨어진 기업의 성에 찰 리 없다. 이들에게는 곧 바닥 나는 소재와 원료를 확보하는 일이 더 급하고, 불안한 거래처를 유지하는 일이 더 걱정이다.
소재·부품·장비 산업의 경쟁력 강화는 필요하다. 이를 위해 정부의 적극적인 지원과 기업의 뼈를 깎는 노력도 요구된다. 그러나 글로벌 가치 사슬 체계에서 한 나라가 A부터 Z까지 다 잘 할 수는 없다. 한정된 자원과 여건에서 하루아침에 가능한 일도 아니다. 그 가치 사슬이 경제 외적인 이유로 흔들리지 않도록 관리하는 것이 정부의 책무다. 애초 이번 사태의 발단은 대법원의 강제징용 배상 판결에 따른 외교 갈등이었다. 정부가 기업의 등을 떠밀기 전 하루 빨리 외교적 해법을 모색하는 것이 근본적 대책이다.
보여주기 식 행사에 가까운 간담회였지만 의미가 전혀 없지는 않았다. 이 자리에서 나온 몇몇 기업인들의 목소리는 경청할 필요가 있다. 특히 지나친 금융·환경 규제가 부품·소재 국산화를 막고 있다는 지적은 새겨들어야 한다. 이번에 수출 규제 대상이 된 고순도 불화수소의 경우, 구미 불산 누출 사고 등을 계기로 화학물질관리법(화관법)이 강화되면서 국내 자립 기회가 막혔다. 안전 관리는 필요하지만, 규제가 지나치면 산업과 기술이 발전할 틈이 없다. 또 다른 참석 기업인은 "돈이 부품·소재 등 위험이 큰 분야로는 가지 않는다"고 하소연했다. 부품·소재 기업 육성과 기술 개발을 위해서는 활발한 인수합병이 필요하지만, 자본시장 규제에 막혀 어렵다는 것이다. 정부가 마땅히 유념해야 할 지적이다.
