An irresponsible secretary (KOR)

On Saturday night, Cho Kuk, senior presidential secretary for civil affairs, posted a YouTube link to Jookchang-ga — the “Song of Bamboo Spear” that was popular during the democracy movement against the military regime in the 1980s — on Facebook. Out of the several versions of the video online, he chose one with the background of a man holding a bamboo spear high. Along with the video, he wrote that he had looked up the forgotten song after hearing it on the final episode of the TV drama “Nokdu Flower,” which was set during the Donhak Peasant Revolution during the Joseon Dynasty (1392-1910).

Few believe that Cho genuinely wished to share the old song with only his Facebook friends. He may have aimed to stir and unite the progressive front by reminding the people of the daunting challenges — prosecutorial reforms — faced by the Moon Jae-in administration, as in the days of the peasant or student revolutions.

Secretary Cho, the longest-serving aide to the president, has kept mum over the current diplomatic and economic challenges Korea faces. His behavior cannot be justified if he really aimed to provoke anti-Japanese sentiment by suddenly bringing up the song and the TV series.

The government is heading towards a faceoff with Japan instead of calming the public and seeking a reasonable diplomatic solution. Some ruling party lawmakers have been capitalizing on negative public sentiment by even mentioning the need to recruit volunteer rebels in a battle against Japan.

Cho denied any special meaning, but he is either irresponsible or naïve by saying so. His followers have filled his Facebook page with slanderous and antagonistic comments toward Japan. Under the “Bamboo Spear” post, there were comments about throwing a bamboo spear at the heart of the enemy and even chants to push pro-Japan forces out of Korea.

Since taking his job as Moon’s first civil affairs secretary, Cho has repeatedly made comments and taken actions befitting an overly progressive professor. He must stop this inappropriate behavior as soon as possible.

조국 민정수석은 '죽창가'로 무슨 말을 하려는 건가
조국 청와대 민정수석이 지난 13일 밤 느닷없이 1980년대의 대표적인 운동권 가요인 '죽창가'의 유튜브 링크를 자신의 페이스북에 올렸다. 유튜브에서 '죽창가'를 검색하면 나오는 여러 곡 가운데 굳이 죽창을 높이 치켜든 남자가 담긴 선동적인 민중미술 그림이 붙은 곡을 골랐다. 조 수석은 다른 설명 없이 "SBS 드라마 '녹두꽃' 마지막 회를 보는데, 한참 잊고 있던 이 노래가 배경음악으로 나왔다"고만 썼다.
하지만 곧이곧대로 조 수석이 드라마를 보다가 추억이 서린 옛 노래를 페친(페이스북 친구)에 소개하려고 올렸다고 생각할 사람은 아무도 없다. 오히려 공수처법안과 검찰개혁 등 문재인정부가 추진하고자 하는 핵심 정책방향을 페이스북을 통해 자신의 지지자들과 적극적으로 소통해온 평소 그의 성향상 이 정부가 하고 싶은 말을 우회적으로 표현했다고 해석하는 게 더 합리적이다. 잘 알려진대로 '죽창가'와 '녹두꽃'은 모두 일제에 맞선 반(反)외세운동 성격이 짙은 동학농민운동을 소재로 한 작품들이다.
외교와 경제 어느 것 하나 순탄치 않은 상황에서 조 수석은 관련 사안에 대해 그간 입을 다물고 있었다. 그런 그가 만약 이제와서 반일 색채의 노래와 드라마를 통해 갈등을 빚고 있는 일본은 물론 우리 국민에게 잘못된 메시지를 던지려는 의도라면 대단히 부적절한 처신이 아닐 수 없다.
지금 한일 관계는 뾰족한 돌파구 없이 최악의 파국으로 치닫고 있다. 제대로 된 정부라면 자국 국민을 앞장세워 무분별하게 감정싸움에 나서는 대신 합리적인 외교적 노력과 내실있는 대응을 통해 갈등 해결 노력을 해야 한다. 아무리 여당 국회의원들이 눈 앞의 얄팍한 인기를 노려 "의병 모집" 운운 하더라도 청와대 수석까지 부화뇌동해 치기어린 선동이나 할 때가 아니라는 얘기다.
조 수석은 그런 의도가 없었다고 비난을 피할 생각은 하지 말라. 그의 말 한마디가 어떤 의미를 지닌 것인지 모른다면 무식한 것이고, 알고도 했다면 무책임 그 이상도 이하도 아니다. 실제로 그의 페이스북엔 무조건적인 반일 선동을 일삼는 사람들로 넘쳐난다. 조 수석이 올린 '죽창가' 포스팅에는 "적들의 심장에 죽창을!!!"이라거나 "도쿄 한복판에 불꽃 타격투쟁 심정!"이라는 식의 섬뜩하고 호전적인 댓글이나 "열도의 왜구들, 한반도 안에 똬리를 튼 왜구들과 싸우서 이겨야 하고"라는 식으로 국민을 편 가르기 하는 댓글이 이미 여럿 붙어있다.
문 정부가 3년차를 맞은 지금까지 초대 민정수석인 조 수석은 아무 책임없는 교수 시절처럼 무책임한 처신을 반복하고 있다. 이제 그만할 때도 되지 않았는가.
