Recognizing reality (KOR)

In an address marking the 74th Liberation Day on Thursday, President Moon Jae-in expressed his willingness to join hands with Japan if it takes the path of dialogue and cooperation. He significantly toned down his hard-line position on Japan’s economic retaliations for the Supreme Court’s rulings on wartime forced labor — except for a show of a determination to “create a country no one can bully.” His moderation seems to reflect an intention to resolve the conflict with Japan diplomatically.

The speech he delivered to the nation at the peak of the trade and diplomatic discord between Seoul and Tokyo is noteworthy. He reiterated his opposition to — and defiance of — Japan’s economic retaliations over historical issues and yet expressed hopes for friendship and cooperation for the 2020 Tokyo Olympics — in sharp contrast to the hawkish stances of the government and ruling party lawmakers to the extent of suggesting a boycott of next year’s Summer Olympics. Moon went on to underscore both countries’ partnership on security and economic issues in the past. His remarks translate into a demand for prudence in scrapping the General Security of Military Information Agreement (Gsomia) with Japan, the idea of which was raised by a deputy National Security Advisor at the Blue House.

Following a meeting next week in Beijing between foreign ministers of the two countries, Seoul and Tokyo will have many chances until the end of the year to kick off dialogue, including the UN General Assembly in September. We hope they find a way to put their relations back on track. It is noteworthy that Japan’s new emperor Naruhito expressed hopes of not repeating the calamities of war with a deep remorse about the past in his first address to the people since his enthronement.

Moon pinned his hopes on a so-called peace economy. He presented a very rosy future of the Korean Peninsula — including a joint Seoul-Pyongyang hosting of the 2032 Olympics and a reunification of the divided land by 2045, the centennial of our liberation from Japan’s rule. But we wonder where his optimism comes from. North Korean denuclearization is yet to be achieved while our economy is being hit hard by the Sino-U.S. trade war. Moon said nothing about North Korea’s tests of advanced missiles aiming at South Korea. Everyone wants to be a country no one can overtake. But achieving such a goal requires a cool-headed recognition of realities. Without that, overcoming Japan or bringing peace and prosperity to the peninsula is just a pipe dream.

절제된 광복절 대일 메시지…아베 정부가 화답할 차례다

문재인 대통령이 8ㆍ15 경축사에서 “일본이 대화와 협력의 길로 나온다면 우리는 기꺼이 손을 잡을 것”이라고 밝혔다. 문 대통령은 일본의 경제 보복을 의식한 듯 ‘아무도 흔들 수 없는 나라’를 만들겠다는 의지를 강조했으나 강경하고 자극적인 비판을 피하는 등 절제된 대일 메시지를 보냈다. 강제징용 배상 판결과 일본의 경제 보복으로 악화일로에 있는 한ㆍ일 갈등을 외교적 해법으로 풀어나가자는 메시지를 담은 것으로 풀이된다.
올해 광복절은 3ㆍ1운동과 임시정부 수립 100주년을 맞는 해인 데다 한ㆍ일 갈등이 최고조에 이른 때여서 문 대통령의 경축사에 비상한 관심이 쏠렸다. 자칫 양국 갈등이 무한 대결로 증폭될 수 있는 상황에서 대결과 반목보다 대화와 협력을 강조한 것은 높이 평가받을 만하다.
문 대통령은 “먼저 성장한 나라가 뒤따라 성장하는 나라의 사다리를 걷어차서는 안 된다”며 경제 보복 반대와 불복의 뜻을 거듭 표명했으나 정부ㆍ여권 인사들의 그간 언행과는 대비되는 인식을 보였다. 집권당 특위에서 보이콧 주장까지 나온 2020년 도쿄올림픽에 대해 “우호와 협력의 희망을 갖게 되길 바란다”고 한 것이나 “우리는 과거에 머물지 않고 일본과 안보ㆍ경제협력을 지속해 왔다”고 새삼 언급한 대목이 그렇다. 안보 협력을 거론한 점은 청와대 고위관계자들까지 제기한 한일군사정보보호협정(지소미아) 폐기에 대해 신중한 자세를 보이겠다는 의지로 해석된다.
한ㆍ일 양국 외교부 장관의 만남이 다음 주 중국 베이징에서 예정되어 있고 차관급 회동 등의 대화 채널 가동도 거론되고 있다. 9월 유엔 총회를 비롯해 다자 정상 외교 일정도 연말까지 이어질 예정이다. 이런 기회를 잘 살리면 꼬일 대로 꼬인 문제의 해결책을 찾을 수 있다. 반대로 이를 놓치면 한ㆍ일 충돌은 좀처럼 헤어나기 힘든 수렁에 빠지게 된다.
이제는 일본의 아베 정부가 유연한 자세로 화답해 모처럼 마련되고 있는 대화의 모멘텀을 살려 나가길 촉구한다. 그런 점에서 지난 5월 즉위한 나루히토(德仁) 일왕이 처음 맞은 8ㆍ15에서 “과거를 돌이켜보며 깊은 반성 위에 서서 전쟁의 참화가 반복되지 않기를 간절하게 바란다”고 말한 것은 주목할 만하다.
8ㆍ15 경축사의 또 다른 주제는 ‘평화경제’였다. 문 대통령은 “2032년 서울 평양 공동올림픽을 개최하고 광복 100주년인 2045년에는 원코리아(One Korea)로 우뚝 설 수 있게 하겠다”며 한반도의 미래상을 장밋빛으로 그렸다. 8ㆍ15 경축사가 미래에 대한 비전을 제시하는 것이긴 하지만, 낙관론으로만 일관된 미래 비전이 작금의 엄중한 현실과는 동떨어진 것이 아니냐는 우려를 감출 수 없다. 북한의 비핵화 의지가 의심받고 미ㆍ중 패권 전쟁의 여파가 한반도에 밀어닥치는 등 우리를 둘러싼 내외 환경은 갈수록 엄중해지고 있다. 북한이 한국을 겨냥해 미사일 도발을 계속하고 있지만 이에 대한 경고는 경축사에서 찾아볼 수 없어 유감이다.
‘아무도 흔들 수 없는 나라’는 우리 국민 누구나 바라마지 않는 꿈이다. 그 꿈을 이루기 위해서는 냉철한 현실 인식과 치밀한 전략 수립이 전제돼야 한다. 문 대통령이 제시한 일본을 뛰어넘는 극일(克日)을 위해서도 그렇고 한반도 평화와 번영을 위해서도 마찬가지다.
