People look at the hazy skyline after a second day of high levels of fine dust Friday at Mount Namsan in central Seoul. On the same day, a special policy committee announced all non-essential public vehicles will be banned from roads every other day in the capital and six metropolitan cities for four months starting December under the government’s measures to limit fine dust pollution.
