Democratic Party to adopt insurance scheme for artists

The ruling party announced a plan to adopt the French insurance system for struggling artists in light of the success of “Parasite” at the Oscars.

“We will be establishing an insurance system like the Intermittent,” a senior-ranking representative in the Democratic Party (DP) told the JoongAng Ilbo exclusively on Tuesday. Intermittent refers to the “intermittents du spectacle” system, a scheme that has been in place in France since 1936 that provides money for those working in the arts. “The system will be in addition to the existing employment insurance system. We’ll be injecting around 100 billion won [$84 million] annually.”

With the plan, around 20,000 artists in Korea will be receiving around 1 million won monthly for up to five months per year.

The plan to establish the insurance system for artists after the French example, which exists to cover the time that artists are in between contracts so that they can continue their creative work instead of turning to waiting tables or finding unrelated part-time jobs until their next gig, was put forward by President Moon Jae-in in 2017 as part of his so-called 100 plans for his five-year presidency.

Artists in Korea earn about 1 million won a month, according to a government survey published in 2018. Struggling artists can apply for funding at the Korean Artists Welfare Foundation, but the funding for the period between contracts is limited to 12,000 artists yearly and excludes those who are registered for employment insurance.

The DP proposed the insurance system for artists as part of an amendment proposal to the Employment Insurance Act in November 2018. The proposal sits at the National Assembly’s Environment and Labor Committee and has not been opened.

“It’s been two years, and there has been no movement at the committee regarding passing the amendment,” a DP representative told the JoongAng Ilbo. “The plan for now is to use the excess budget from other government bodies to support struggling artists.”

The DP additionally announced plans to support the consumption of arts and culture by expanding the budget for funds to support employee vacations in Korea and reducing taxes on film companies.

더불어민주당이 생활고에 시달리는 예술인을 지원하기 위해 문재인 대통령의 대선 공약이었던 ‘한국형 엥떼르미땅(Intermittent·예술인 고용보험)’을 재추진하겠다고 밝혔다. “고용안전망이 더 촘촘해야 한다”는 문 대통령 메시지와 맞물려서다. 민주당은 영화 ‘기생충’의 아카데미 4관왕 달성을 기념해 국내 문화·예술계 지원책을 총선 7호 공약으로 12일 발표할 예정이다.
민주당 핵심 관계자는 11일 “정부 재원을 연 1000억원씩 투입해 한국형 엥떼르미땅을 기존 고용보험과 별도로 추진하겠다”고 말했다. “예술가 약 2만명에게 1인당 월 100만원 가량을 지급하는 공약”이라는 설명이다. 단순 계산하면 대상자는 평균적으로 1년에 5개월씩 지원받을 수 있다.
한국형 엥떼르미땅은 문재인 정부가2017년 ‘국정운영 5개년 계획 100대 과제’로 제시한 정책 중 하나다. 문화계 블랙리스트 청산, 표준계약서 의무화 등과 함께 대선 공약 단계부터 구상했는데, 일정한 소득이 없는 예술가나 비정규직 문화계 종사자 등에 실업급여를 줘 창작활동을 이어가도록 하는 제도다. 정부·여당은 2018년 11월 국회에 관련 법(고용보험법 개정안)을 제출했다. 하지만 1년 3개월째 상임위(환경노동위원회)에 계류돼 있다.
이에 따라 민주당은 총선 공약을 통해 법 개정 없는 ‘예술인 안전망’을 우선 구축하기로 했다. “정부 출범 2년이 넘도록 법안 통과가 안 되고 있어 국가 재정으로 긴급 지원을 추진하겠다”(민주당 핵심관계자)는 판단이다. 국회 입법이 이뤄질 때까지 별도 실업기금을 부처 산하 공공기관·재단에서 운영하는 방안이 유력하다. 지원자격 심사는 창작준비금, 생활안정자금 융자 등 정부의 기존 예술인 복지 사업에 맞춰 진행한다.
프랑스의 엥떼르미땅은 공연·영상분야에 종사하는 예술인과 기술지원 인력을 위한 특별 실업보험 체계다. 국내에서는 2012년 설립된 한국예술인복지재단이 예술인 복지를 도맡고 있지만 지원을 늘려야 한다는 지적이 많았다. 정부가 3년에 한 번씩 발표하는 예술인 실태조사에 따르면 2018년 전업 예술인 소득은 연간 1281만원으로 집계됐다. 한 달에 100만원 꼴이다.
민주당은 예술인 고용보험 등 창작자 지원과 함께 ▶투자·제작 지원 ▶국민 문화향유권 확대를 위한 공약도 마련했다. 소자본 투자를 장려하기 위한 세제 혜택, 한류 상설공연장 설치, 컨텐츠 R&D(연구·개발) 예산 증액 등 세부 내용을 12일 오전에 공식 발표할 계획이다.
