Choo’s indecent act (KOR)

The Justice Ministry’s YouTube channel Beop TV has caused an uproar for its publicity video. The video drew more negative responses than positive ones. Viewers scorned Minister Choo Mi-ae and her deputy Kim Oh-soo getting New Year’s bows from children detained at the juvenile center and handing over cash allowances. They were outraged by the political motive and fact that detainees’ faces had been broadcasted.

The video was filmed on the Lunar New Year to show Choo and other senior officials from the ministry giving out gift vouchers and dining with them at a cafeteria in the center. “I came on behalf of your parents, as you would have wished to pay New Year’s bows to them,” Choo said as she received greetings from them.

If senior government officials paid more attention to the sensitivity of the delinquents and their privacy rights, such exhibitionist events could not have taken place. The awkward expression on a detainee’s face when he was bluntly asked if his parents would be coming to graduation was utterly rude.

We cannot but question whether Choo — who has been fighting against the prosecution to support the ruling power — has any kind of sensitivity and connectivity to others. She vehemently defended the rights of 13 Blue House officials and other figures who had been indicted for methodically intervening in the 2018 Ulsan mayoral election.

But she was careless with the rights of minors sheltered away from the society for a crime they had committed in tender age.

The detainees and staff at the detention center had to work all night to host the minister and ministry officials. If they really had parental compassion, they should have let the children and center staff enjoy their New Year’s holiday. People are getting tired of the hypocrisy of the people in the ruling party chanting about civilian rights, equality, fairness and justice, yet their actions show otherwise. It is shameful that the minister is preoccupied entirely in political interests.

소년원생 세배는 인권 무시한 추장관의 갑질
법무부 공식 유튜브인 법TV가 공개한 ‘엄마 장관, 아빠 차관 서울소년원에 가다’라는 홍보 영상물을 본 시민들의 반응은 어떠했을까. 법무부의 의도와는 달리 긍정적인 것보다는 부정적 댓글이 월등히 많았다. “재소자 아이들에게 장관이 세배를 받는 건 인권유린이다” “당신의 아이들이라면 카메라를 마구 들이대도 좋겠는가” “불쌍한 소년원생들을 정치에 이용하지 말라” “꼭 북한 방송 보는 것 같았다”. 특별한 곳에 수감된 특별한 아이들을 위해 인권 보호를 게을리하는 등 세심한 주의를 기울이지 않았다는 이유에서다.
이 영상물은 설날인 지난달 25일 아침 7시부터 촬영된 것으로 추미애 장관과 김오수 차관이 소년원생들에게 세배를 받고 상품권이 든 봉투를 건네는 장면 등이 담겨 있다. 추 장관을 비롯한 법무부 간부들이 식당으로 이동해 같이 밥을 먹고 원생들을 격려하는 내용도 있다. 하지만 속살을 드러내면서 추 장관 등에게 세배를 하는 원생들의 모습을 보면 애처롭고 애틋한 생각이 드는 게 인지상정일 것이다. “학생들이 부모님께 세배를 드리고 싶다는 생각을 할 것 같아 세배를 받으러 왔다”는 추 장관의 주장처럼 원생들이 세배를 통해 과연 그런 대리만족을 느꼈을까.
이번 방문을 기획했다는 김오수 차관 등이 원생들의 처지와 인권 등을 좀 더 심사숙고했다면 이런 즉흥적이고 정치적인 보여주기식 행사를 치르진 않았을 것이다. 같이 밥을 먹던 원생이 “졸업식 때 부모님도 오시냐”는 질문에 머뭇거리는 모습은 상대방에 대한 존중과 배려 없음을 보여줄 뿐이었다.
취임과 함께 검찰과 대립각을 세우고, 정권의 입장만을 대변하는 듯한 추 장관의 이날 행사 영상을 보면 “과연 당신들에겐 공감 능력과 의지가 있는 것인가”라는 질문을 하지 않을 수 없다. 청와대의 울산시장 선거 개입 사건 등으로 기소된 13명의 인권은 그토록 중요시하면서 어릴 적 한때의 실수로 소년원에 수감된 이들의 기본권은 왜 허투루 대하는지 이해할 수 없다.
자신들의 정치적 홍보를 위해 이들 원생과 소년원에 근무하는 직원들은 거의 밤을 새워 준비했다고 한다. 정말 이들이 부모님의 마음으로 행사를 기획했다면 이날 하루 만이라도 원생과 직원들을 차라리 편하게 지내도록 배려했어야 옳다. 입만 열면 인권과 평등, 공정과 정의를 외치는 사람들의 속내에 숨어 있는 전형적인 갑질 행태를 보는 것 같아 뒷맛이 영 개운치 않다. 엄정한 법치를 세워야 할 법무장관이 자신의 지위를 사적으로 이용한 엉뚱한 행보만을 계속하고 있으니 말이다.
