Shame on the DP (KOR)

Hwang Hee-seok, a former human rights commissioner at the Ministry of Justice, has disclosed names of prosecutors who had been involved in what he calls a “coup” to oust former Justice Minister Cho Kuk. Hwang is running for proportional seats in the National Assembly as a member of the Open Democrats, a satellite party of the ruling Democratic Party (DP). Hwang, a former civil rights lawyer, was named by Cho to spearhead prosecutorial reforms during Cho’s short-lived stint as justice minister.

The list included Prosecutor General Yoon Seok-youl, Han Dong-hoon, head of the Busan District Prosecutors’ Office, and Park Chan-hoo, head of the Jeju District Prosecutors’ Office. Hwang claimed that Cho was framed by the special investigation team under Prosecutor General Yoon. Hwang vowed to see through prosecutorial reforms by running for a legislative seat.

Such a shocking revelation by a figure — who was directly involved in prosecutorial reforms until he resigned from office in January — cannot be excused. The liberal camp accused the conservative Park Geun-hye administration of abusing its judiciary power by blacklisting a number of judges not friendly to the conservative government.

Hwang’s actions may be unlawful. Until recently, he served as a senior government official. He could have been behind the string of demotions of prosecutors close to Yoon. Hwang stepped down shortly before the demotions were announced by the ministry. But he may have wielded some influence in their demotion.

The roster of candidates in the Open Democrats — created by figures loyal to President Moon Jae-in and Cho — even worries the ruling party. Former presidential spokesman Kim Eui-kyeom vowed not to run in the election after he was accused of real estate speculation while working at the Blue House.

Chung Bong-ju, who founded the satellite party, was disqualified by the DP because he was implicated in sexual harassment allegations. Choe Kang-wook, a former Blue House secretary, was indicted by the prosecution for faking an internship certificate for Cho’s son. DP Secretary General Yoon Ho-joong expressed “regrets” to see those names who had pledged not to run in the elections or were found unqualified by the ruling party to run for a seat with constituency in the April 15 elections.

The party, comprised of advocates of Cho, is calling for reforms. We only hope voters won’t be fooled by their deceitful claims.

사법농단이라 했던 블랙리스트, 스스로 흔든 열린민주당
열린민주당 비례대표 후보로 출마한 황희석 전 법무부 인권국장이 그제 '검찰 쿠데타 명단'이라면서 검찰 고위간부들의 실명을 적시했다. 민변 출신인 황 전 국장은 조국 전 법무부 장관의 서울대 법대 후배이자 그를 형이라고 부를 정도로 가까운 사이다. 조 전 장관은 그를 법무부 검찰개혁추진지원단 단장에 임명하기도 했다.
황 전 국장이 열거한 명단에는 윤석열 검찰총장을 비롯해 한동훈 부산고검 차장, 박찬호 제주지검장 등 윤 총장의 측근으로 분류되는 특수통 검사가 대거 포함됐다. 황 전 국장은 출마 기자회견에서 "조국 사태는 검찰의 쿠데타였다. 그 쿠데타를 진압하기 위해 애를 쓰다가 다시 새로운 소임을 갖고 올해 검찰 개혁을 완수하기 위해 이 자리에 섰다"고 주장했다.
지난 1월 사임 전까지 검찰개혁의 주무를 맡았던 인사가 국회의원이 되겠다고 나서면서 블랙리스트를 넘어 사실상 '검찰 살생부'를 흔든 것은 대단히 부적절한 처신이다. 더구나 전 정부의 '판사 블랙리스트'에 대해선 사법농단이라고 맹비난했던 세력이 '처단해야 할 대상'을 대놓고 지목한다는 게 말이 되는가. 황당하고도 어처구니가 없다.
그의 행위는 법 위반 소지도 다분하다. 무엇보다 황 전 국장이 얼마 전까지 법무부 주요 간부였다는 점에선 윤 총장 측근들의 인사와 관련이 있을 수도 있다. 황 전 국장이 명단에 오른 검사들이 좌천되기 직전 사표를 냈지만, 영향력을 행사했을 가능성이 없지 않다. 검찰로선 가만있을 수 있는 일도 아니다.
친문재인·친조국 성향의 범여 비례정당인 열린민주당의 공천은 같은 진영인 민주당에서도 선을 그을 정도로 문제가 한둘이 아니다. 김의겸 전 청와대 대변인은 민주당 후보로 전북 군산에 나서려다 '부동산 투기' 논란이 걸림돌이 돼 불출마를 선언하지 않았나. 그랬던 그가 불출마를 번복하고 다시 열린민주당에 비례대표 공천을 신청했다. 그 명분이 "언론 개혁"이라니 기가 찰 일이다.
또 열린민주당 창당을 주도한 정봉주 전 의원은 서울 강서갑 출마를 선언했다 '미투' 논란으로 민주당 공천 심사에서 부적격 판정을 받았던 그였다. 최강욱 전 청와대 공직기강비서관은 조국 전 장관의 아들에게 허위 인턴증명서를 발급해 준 혐의로 기소된 상태다. 오죽했으면 윤호중 민주당 사무총장이 "우리 당 공천에서 부적격 판정을 받거나 판정을 앞두고 미리 불출마 선언을 하신 분 등이 그쪽 예비후보 명단에 들어 있다"며 "대단히 유감"이라고 했을까.
'조국 수호'를 전면에 내건 열린민주당은 '검찰 개혁' '언론 개혁'을 외치고 있다. 공천 자격조차 의심받는 그들이 검찰과 언론 개혁을 말할 자격은 있는 것인가. 특히 범죄 혐의로 기소된 조 전 장관을 옹호하며 강성 지지층을 결집할 수 있을지 모르겠으나 국민에게 표를 달라고 할 명분은 결코 될 수 없다. 국민의 현명한 선택이 절실할 뿐이다.
