Watching their waste-lines (KOR)

The National Assembly has started looking into a government-proposed supplementary budget to help the public get through the coronavirus crisis. The question is how to cut unnecessary spending from the whopping 512 trillion won ($417.1 billion) budget for this year. The ruling Democratic Party (DP) and opposition parties agreed to cut 1 trillion won from this year’s budget to help pay for 4.6 trillion won in emergency relief grants after the government expanded the scope of recipients to the entire population from the 70 percent of households with the lowest incomes. Lawmakers from both sides of the aisle must have serious negotiations to adjust a supplementary budget without partisan interests getting in the way.

DP floor leader Lee In-young promised to thoroughly weed out unreasonable expenditure. Last year, the DP pressed ahead with a 2020 budget full of pork-barrel programs after collaborating with four minor opposition parties and excluding the main opposition United Future Party.

While adding 10 trillion won to the government’s budget bill for their own constituencies, the lawmakers trimmed only 1.2 trillion won from the budget. A minor opposition lawmaker even added 1.4 billion won to the original 725 million won budget allotted to develop a famous temple into a global tourist attraction. Such cases are aplenty. The legislature must prevent such self-indulgent splurging this time.

The National Assembly must also look into 180 trillion won in welfare spending, which accounts for 35 percent of the entire budget for 2020. Aid for the underprivileged is necessary. But once the welfare budget increases, the pace can hardly be stopped. The legislature must cut any unnecessary spending for 12 million recipients of welfare benefits to save at least 20 trillion won.

Welfare needs are bound to increase in the post-coronavirus era. The government will have trouble finding money for the needy if revenues from corporate taxes decline.

Instead of trying to blindly support the socially weak by issuing national debt, the government must double-check if it is spending its budget appropriately. Our past governments were notorious for drawing up budgets carelessly. The National Assembly must correct such practices if it really wants to vindicate its honor.

여야 모두 당리당략 떠나 세금 아낄 지혜 모아야
국회가 코로나19로 인한 긴급재난지원금 지급을 위한 2차 추경 심사에 돌입했다. 관건은 올해 잡힌 512조원의 초수퍼 예산 가운데 어디서 어떻게 씀씀이를 줄이느냐다. 재난지원금 지급 대상을 소득 하위 70%에서 전 국민으로 확대하면서 추가로 필요한 4조6000억원 가운데 1조원을 세출예산 조정을 통해 조달키로 여야가 합의했기 때문이다. 역대급 부실 심사라는 오명으로 얼룩진 올해 예산의 비효율을 바로잡기 위해서라도 여야는 이제라도 당리당략을 떠나 꼭 필요한 곳에 적정한 돈이 제때 쓰여 혈세를 낭비하지 않도록 머리를 맞대야 한다.
이인영 더불어민주당 원내대표는 "생살을 뜯다시피 하는 비합리적인 세출 조정을 피하겠다"며 방어적 태도를 취했다. 하지만 미래통합당이 언급한 100조원까지는 아니더라도 기존 세출은 충분히 조정 가능한 게 사실이다. 여야 교섭단체 3당 간사 간 협상인 예산결산특별위원회(예결위) 소소위 협의가 파행을 겪다 제1 야당인 현 통합당을 배제하고 법적 근거가 없는 '4+1(바른미래당·정의당·민주평화당·대안신당+민주당) 협의체'가 심사를 주도하는 과정에서 예산 담합과 지역구 챙기기용 끼워 넣기 쪽지 예산이 기승을 부린 탓이다.
여야 할 것 없이 관광지 조성이나 건물 외관 꾸미기 등 정부 안에 없던 총선용 지역구 챙기기에 10조원이나 더 밀어 넣고도 정부 원안에서 고작 1조2075억원만 삭감했다. 가령 협의체에 참여했던 민평당(현 민생당) 조배숙 의원은 정부 안에 없던 미륵사지 관광지 조성 예산으로 7억2500만원을 확보하고, 익산 세계유산 탐방거점센터 건립 사업비로 14억원을 더 밀어 넣었다. 대안신당(현 민생당) 박지원 의원 역시 목포대 도서관 외부 미관 개선 공사로 10억원을 확보하는 등 당장 국민 삶에 절실하지는 않은 곳에 세금이 쓰일 우려가 진작부터 제기돼 왔다. 이번 세출 조정은 이 같은 유형의 예산 심사를 바로잡을 기회로 삼아야 한다.
올해 예산의 35%(180조원)를 차지하는 복지예산 역시 꼼꼼이 들여다볼 필요가 있다. 생계가 막막한 취약계층을 위한 돈은 꼭 필요하다. 다만 복지는 늘리기는 쉬워도 줄이기는 어렵다. 당장 급하다고 무작정 현금을 뿌리기에 앞서 중복되는 유사 사업이나 불필요한 퍼주기가 없는지 꼭 살펴야 한다. 기존의 현금성 복지 대상자 1200만 명이 받는 지원금 가운데 20조원이 넘는 중복 지원만 잘 가려내도 필요한 재원을 마련할 수 있다. 코로나19를 넘기더라도 우리가 맞닥뜨린 저출산·고령화 시대에는 복지 수요가 지속적으로 늘어날 수밖에 없다. 경제가 활력을 잃어 법인세도 잘 걷히지 않는 상황에서 미래 세대엔 눈을 감은 채 정부가 언제까지나 빚으로 돈을 퍼주면서 살림을 꾸려갈 수는 없다.
무작정 빚을 늘리기에 앞서 나랏돈을 효율적으로 쓰고 있는지 씀씀이부터 점검하는 게 우선이다. 본예산으로도 충분한데도 공연히 추경으로 재정을 낭비하는 사례는 과거에도 적지 않았다. 사업 수요에 대한 세밀한 검토 없이 무작정 예산을 편성한 탓에 추경만큼 예산이 고스란히 남은 사례도 있다. 20대 국회가 이런 비효율은 꼭 바로잡고 떠나길 바란다. 그래야 역대 최악의 무능한 국회라는 오명을 조금이나마 씻을 수 있다.
