Yoon must apologize (KOR)

The allegations around the Korean Council for Justice and Remembrance for the Issues of Military Sexual Slavery by Japan are snowballing. Early speculations were mostly about the civic group’s questionable fund management. Donations and their spending didn’t match its reported accounts to the government, and aged victims had not been properly cared for.

Now, there are allegations about embezzlement as millions of dollars from the fund remain unaccounted for. The fund operating group is accused of having purchased a two-story residence as a resting retreat for survivors in Anseong, Gyeonggi in 2013 by paying 300 million won ($244,000) more than the market price at the time.

Yoon Mee-hyang, a former head of the council who has won a proportional legislative seat from a satellite party of the ruling Democratic Party (DP), stands at the center of the controversy. She also has not been able to clearly explain how she came to buy a suspicious apartment at around the same time.

The ruling party members who first came to her defense and attacked opponents as “pro-Japan forces” began to distance themselves. Yet some are still defending her. In a radio interview, Song Young-gil, a DP representative, shrugged off the criticism about Yoon paying her father 75.8 million won from the budget of the House of Sharing after hiring him as its superintendent for six years. “That six-year amount would only mean about 1.2 million won a month. We should pay minimum respect to a civilian activist who fought for the rights for victims for a long time,” Rep. Song said.

Noble work in the past cannot pardon the crime of embezzlement. The Korean Council formally apologized for recruiting a family member of Yoon to manage the shelter. But the money should not be deemed a small amount. Such a casual comment should not come from a major politician of the ruling party.

The council invited an outside audit. But it defended its use of public donations. Before auditors or investigators raid its office, Yoon must explain herself publicly. She can simply show the receipts and documents to prove her innocence. She could reveal the identity of the person who sold her the controversial Anseong residence at an even higher price than other houses in the area. If there were any misunderstandings or follies, she should admit to them and apologize. Only Yoon can undo the shame.

동시다발 정의연 의혹…윤미향 국민 앞에 직접 해명해야

정의기억연대(정의연)의 불투명한 운영에 대한 의혹이 수그러들기는커녕 자고 나면 눈덩이처럼 커지고 있다. 사태 초기에만 해도 정의연의 운영과 관련한 내용이 대부분이었다. 위안부 피해 할머니들에게 제대로 지원을 하지 않았다거나, 기부와 지원금 운영 내용을 신고한 내용이 이상하다는 지적이었다.
하지만 이젠 지원금 수억원의 행방이 묘연하다는 의혹으로까지 번졌다. 정의연의 전신인 한국정신대문제대책협의회(정대협)가 2013년 경기도 안성의 위안부 피해자 쉼터를 시세보다 3억원 이상 비싸게 샀다는 것부터다. 지난 3월 말까지 이사장이던 윤미향 더불어시민당 비례대표 당선인이 의혹의 한복판에 있다. 그즈음에 윤 당선인의 아파트 매입 자금 출처에 대한 해명 역시명쾌하지 못하다.

이 때문에 "(문제 제기는) 친일·반인권·반평화 세력의 최후 공세"(김두관 민주당 의원)라며 엄호하던 여당도 거리를 두는 쪽으로 분위기가 바뀌었다. 하지만 모두 그런 것은 아닌 듯하다. 민주당 송영길 의원은 어제 한 라디오 방송에서 윤 당선인 부친에게 쉼터 관리비와 인건비로 6년간 7580만원을 준 것이 별문제가 아니라는 취지로 말했다. 그는 "6년 동안 (매달) 120만원이다. 어려운 시기에 위안부 문제를 가지고 싸워왔던 시민운동가의 삶에 대한 최소한의 예의가 있어야 한다"고 주장했다.

과거 시민사회운동에 앞장섰다면 사소한 횡령을 문제 삼아선 안 된다는 취지로 해석될 수 있어 비판을 불렀다. 정의연마저 지난 16일 "친인척을 관리인으로 지정한 점은 사려 깊지 못했다고 생각한다"며 사과했다. 더구나 7580만원은 적은 금액도 아니다. 예컨대코로나19 사태로 당장 문을 닫게 생긴 소상공인들에게 주는 지원금이 두 달에 140만원(서울시 기준)이다. 여당의 당권을 노린다는 중진의원이 할 얘기인지 의문이다.

결국 정의연은 회계감사를 받겠다고 물러섰다. 그러면서도 돈을 부정하게 사용하지는 않았고, 억울하다는 태도다. 그렇다면 회계감사나 수사를 기다릴 게 아니라 윤 당선인이 직접 기자회견이라도 열어 국민 앞에 분명하게 설명해야 한다. 아파트 매입 자금에 대한해명은 오전 다르고 오후 달랐다. 오락가락 해명은 그가 해지했다는 적금 통장만 공개해도 오해를 풀 수 있다. 각종 증빙과 영수증도 있는 대로 보여주면 된다. 이용수 할머니의 비판이 제기된 바로 다음 날 안성 쉼터를 매입한 당사자가 누구인지도 본인 동의를 구해 공개할 수도 있지 않나. 거기서 일부 잘못과 오류가 있었다면 인정하고 사과하면 된다. 누구보다 이 모든 상황과 팩트를 잘 아는 윤 당선인이 결자해지할 일이다.
