DP readies controversial rent control bills for voting

The ruling party on Wednesday used its majority in the Legislation and Judiciary Committee to clear controversial bills to protect tenants by restricting landlords’ rights.

여당이 법제사법위원회를 열어 임대주의 권리를 제한하고 세입자를 보호하는 논란 많은 임대차보호법을 과반의석으로 통과시켰다.

The National Assembly’s Legislation and Judiciary Committee, the final gatekeeper of bills before they are voted on, held a meeting in the morning and approved a series of revisions to the Housing Lease Protection Act.

법안의 국회 본회의 상정 최종 관문인 법제사법위원회는 이날 오전 회의를 열어 임대차보호법 개정안들을 승인했다.

While the ruling Democratic Party (DP) lawmakers and Openminjoo Party Rep. Kim Jin-ai supported the bills, lawmakers from the main opposition United Future Party (UFP) boycotted the vote.

여당인 민주당 의원들과 열린민주당 김진애 의원이 개정안에 찬성했지만, 야당인 미래통합당 의원들은 표결 참석을 거부했다.

After Chairman Yun Ho-jung of the committee, a DP lawmaker, introduced the bills for voting, UFP Rep. Kim Do-eup complained about the chairman’s refusal to allow a discussion. Soon after, UFP lawmakers on the committee left the conference room. “This is a dictatorship,” one UFP lawmaker said.

법사위원장인 윤호중 민주당 의원이 개정안들을 표결을 위해 상정하자 김도읍 미래통합당 의원이 토론조차 하지 않는 것에 대해 항의했다. 곧바로 미래통합당 의원들이 회의실에서 나갔다. 한 통합당 의원은 “이건 독재다”고 말했다.

Yun said the bills must be passed quickly because they are intended to protect the tenants from skyrocketing rents amid the continuing pandemic. “We need to stabilize the market as soon as possible by passing the bills at the plenary session on Thursday, five days earlier than the scheduled voting on Aug. 4,” he said.

윤 위원장은 세계적 전염병이 지속되는 가운데 급등하는 임차료로부터 세입자들을 보호하기 위한 법안들이기 때문에 신속하게 통과시켜야 한다고 말했다. 그는 “8월4일로 예정된 본회의보다 5일 이른 목요일 본회의에서 개정안들을 통과시켜 가능한 빨리 부동산 시장을 안정시켜야 한다”고 말했다.

According to the bills, tenants will be guaranteed renewal of rent contracts for two years after their existing two-year leases end. Landlords will only be able to refuse an extension if they are moving into the units themselves.

개정안들에 따르면, 세입자는 기존 2년 전세 계약 만료 후 추가로 2년을 연장해 갱신할 수 있는 권리를 보장받는다. 임대주는 본인이 직접 거주할 경우에만 계약 연장을 거부할 수 있다.
