Lack of transparency or competence? (KOR)

Entering Beijing is not easy. It takes more than 10 hours to travel the two-hour distance. An airline website even showed that flights from the Incheon International Airport were sold out. For six months, air travel to China — the biggest trade partner of Korea — has been blocked.

Changes to air travel between Korea and China is always a topic of interest at the weekly press briefing at the Korean Embassy in Beijing. At the conference last week, an embassy official said that Hyundai Motor was working to send a charter flight and that it would be a meaningful start in Beijing. He also said that China was positive about the charter flight deal after Politburo member Yang Jiechi visited Korea and discussed personal exchanges. I would have written an article headlined “First Result since Yang Jiechi’s Visit to Korea … Hyundai Motors Opens the Sky to Beijing.”

But it didn’t happen as expected. The first flight to land in Beijing on Sept. 3 was not a Korean charter flight but a Cambodian flight. Regular flights from eight countries — Thailand, Cambodia, Pakistan, Greece, Denmark, Austria, Sweden and Canada — were allowed to operate flights to Beijing. Korea was not included.

Hyundai Motor’s charter flight to Beijing would be a meaningful accomplishment. The problem was that the Korean embassy didn’t understand the situation at the Civil Aviation Administration of China (CAAC). Instead, they misjudged the situation as being favorable to Korea. I am concerned about the Korean government’s basic intelligence capabilities in the diplomatic field.

Why has Korea been excluded from the countries allowed to send regular flights? On selecting the eight countries, the CAAC said they were chosen as the countries with less Covid-19 patients inflow. China has not released data on Covid-19 case inflow from each country. Instead, the WHO’s Covid-19 data show that Canada has 131,124 cases, with 741 new cases on Sept. 2. Sweden, which failed in its herd immunity experiment, has 84,985 cases and new cases in the double digits. Pakistan, an ally of China, has 298,509 cases.

I asked the embassy why Korea was excluded from the regular flights to Beijing. I was given a vague answer — “possibly due to the aggravating latest development in Korea.” It is up to the Chinese government to approve flights. Solutions can be found only when we know the precise grounds for the selection and why some countries are allowed, but Korea is not. Is China not transparent? Or is Korea lacking competence?

베이징 들어오기가 간단치 않다. 2시간 거리를 오는데 10시간 이상 걸린다. 포털 항공권을 검색해보면 인천에서 선양까지 139만원(10일), 100만원(15일)이다. 베이징과 가장 가까운 톈진도 마찬가지. 그마저도 항공사 사이트엔 좌석이 매진됐다는 문구만 뜬다. 최대 교역국인 중국 하늘길이 통제된 게 지난 3월 이후 벌써 6개월째다.

매주 주중한국대사관에서 열리는 기자 간담회에서 한ㆍ중 항공편 변동은 늘 관심 대상이다. 지난주 간담회에서 대사관 관계자는 “현대차가 전세기를 추진하고 있는데 베이징에선 처음이라 상당히 의미가 있을 것 같다”고 운을 뗐다. “투트랙으로 외교부, 민항국을 묶어 매일 접촉하고 있다”며 “양제츠(공산당 외교 담당 정치국원)가 방한해 한ㆍ중 인적 교류 정상화를 논의한 이후 중국이 전세기 협의에 적극적으로 나오고 있다“고도 했다. ‘양제츠 방한 후 첫 성과…베이징 하늘길 현대차가 열었다’는 제목이 뽑히는 기사였다.

그런데 뚜껑을 열어보니 달랐다. 3일 베이징 공항에 첫 착륙한 건 우리 전세기가 아니라 캄보디아 항공편이었다. 태국ㆍ캄보디아ㆍ파키스탄ㆍ그리스ㆍ덴마크ㆍ오스트리아ㆍ스웨덴ㆍ캐나다 8개국 정기 항공편이 베이징 운항을 허가받았다. 한국은 없었다.

베이징 행 현대차 전세기 허가는 의미 있는 성과다. 문제는 우리 대사관이 민항국 상황을 제대로 파악하지 못하고 있다는 점이다. 오히려 한국에 대한 호혜적 조치로 상황을 오판했다. 총성 없는 외교 현장에서 우리 정부의 기초적인 정보력에 의문이 들었다면 지나친 기우인가.

한 걸음 더 들어가 한국은 정기 항공편 대상국에서 왜 빠진 걸까. 8개국 선정 기준에 대해 중국 민항국은 “코로나19 유입자 수가 적은 국가들 중에서”라는 수식어를 달았다. 국가별 확진자 유입 건수를 중국이 공개한 데이터는 없다. 대신 세계보건기구(WHO) 코로나19 국가별 데이터를 보면 캐나다는 확진자 13만1124명에 741명(2일)이 신규 확진 판정을 받았고, 집단 면역 실험에 실패한 스웨덴 역시 총 확진자 8만4985명에 여전히 두 자릿수 증가세다. 중국 우방국 파키스탄(확진자 29만8509명)도 비슷하다.

한국은 왜 빠진 건지 대사관 측에 다시 확인해 봤다. “정확히 알 수 없고 최근 코로나 상황이 좋지 않아서 그럴 수 있다”는 두루뭉술한 답변이었다. 운항을 승인하는 건 중국 정부가 판단할 몫이다. 하지만 정확한 심사 근거가 뭔지, 왜 다른 나라는 되고 한국은 안 되는지 알아야 해결 방법도 나오는 것이 아닐까. 중국이 불투명한 건가, 우리 역량이 부족한 건가.
