Lotte Mart apologized Monday after a guide dog trainer and their dog were kicked out of its Jamsil branch in southern Seoul on Sunday.

Lotte Mart came under fire on Sunday after an Instagram post showing what appeared to be a frightened dog cowering in Lotte Mart went viral. According to the post, which was from an eyewitness that was not involved in the incident, a Lotte Mart employee had told the guide dog trainer and the dog that they have to leave the building.

롯데마트는 일요일 롯데마트에서 겁을 먹고 몸을 웅크린 강아지의 모습이 게재된 인스타그램 포스팅이 사람들 사이에 화제가 되면서 비난을 받았다. 사건에 직접 연루되지 않은 목격자가 올린 그 포스팅에 따르면 롯데마트 직원은 안내견 훈련사와 안내견에게 건물에서 나가라고 말했다.

The dog was being trained as an assistance dog to guide blind and visually impaired people.

그 강아지는 시각장애인 안내견으로 훈련받고 있는 중이었다.

“The employee abruptly yelled at the customer, saying that she had brought a guide dog even though she was not disabled," the post said. "The dog looked so frightened of the situation. The woman who brought the dog cried.”

포스팅은 “그 직원은 다짜고짜 장애인도 아니면서 강아지 데리고 오면 어떻게 하냐며 언성을 높이고, 강아지는 불안해하고, 강아지를 데리고 온 아주머니는 우셨다”고 썼다.

The Instagram post added that the trainer had been allowed to enter Lotte Mart without issue and were only stopped when they were within the shop.

그 인스타그램 포스팅은 안내견 훈련사는 아무 문제없이 롯데마트 입장이 허가됐는데 매장 안에서 저지당했다고 덧붙였다.

"Even if there is an issue, aren’t they supposed tob treat the customer more politely?," the post continued. "I feel terrible about how [the employee] treated the customer.”

포스트는 또 “문제가 있다고 해도 더 정중히 고객을 대해야 하는 거 아닌가? 어떻게 (직원이) 고객을 이렇게 대하는지 안타까웠다”고 썼다.

According to the witness, the dog was receiving “puppy walking,” part of the guide dog training. Puppy walking is the process where a trainee guide dog is taught how to respond to certain situations. Training takes place from approximately seven weeks of age for about a year. The volunteer who trains the dog is called a puppy walker.

목격자에 따르면 강아지는 안내견 훈련의 일부인 퍼피워킹을 받고 있는 중이었다. 퍼피워킹은 훈련 받는 안내견이 특정한 상황에서 어떻게 대응해야 하는지를 배우는 과정이다. 훈련은 생후 약 7주 이상의 안내견을 대상으로 1년동안 이뤄진다. 안내견을 훈련시키는 자원봉사자는 ‘퍼피워
커’라고 불린다.

롯데마트는 월요일 공식 인스타그램 계정에 사과문을 올렸다.

“We acknowledge that we were inconsiderate to a puppy walker who visited the Jamsil branch with the dog,” the Lotte Mart Instagram post said. “We promise Lotte Mart will clarify the guidelines regarding guide dogs, as well as puppy walkers, so that such incidents won’t happen again in the future.”

“잠실점을 내방한 퍼피워커를 배려하지 못한 점을 인정한다”며 “롯데마트는 안내견과 퍼피 워커에 대한 지침을 명확히 할 것이며 앞으로는 이런 사건이 발생하지 않도록 할 것을 약속 드린다”고 밝혔다.

According to Article 40 of the Act on Welfare of Persons with Disabilities, the Lotte Mart employee's decision to eject the trainer and the dog actually breaks Korean law.

장애인복지법 제40조에 따르면 훈련사와 안내견을 내쫓은 롯데마트 직원의 결정은 한국의 법을 위반한 것이다.

“When a person with a disability accompanied by a guide dog with the mark of a guide dog intends to use means of public transportation or enter public places, lodging facilities, restaurants, etc. frequented by many people, no one shall reject him or her without good reason," the act says.

법에서는 “보조견 표지를 붙인 장애인 보조견을 동반한 장애인이 대중교통수단을 이용하거나 공공장소, 숙박시설, 식품접객업소 등 여러 사람이 다니거나 모이는 곳에 출입하려고 할 때 정당한 사유 없이 이를 거부해서는 안 된다”고 돼 있다.

"The same shall also apply where a trainer of guide dogs for persons with disabilities who is working for a specialized training institution or a voluntary worker related to the training of guide dogs for persons with disabilities accompanies a guide dog for persons with disabilities carrying the mark of a guide dog."

또 “이는 지정된 전문훈련기관에 종사하는 장애인 보조견 훈련자 또는 장애인 보조견 훈련 관련 자원봉사자가 보조견 표지를 붙인 장애인 보조견을 동반한 경우에도 또한 같다”고 명시하고 있다.
