People ride electric scooters across a street near Hoegi Station in eastern Seoul on Thursday. A revised law that enables people to ride electric scooters in bike lanes went into effect that day. Under the revised law, people aged 13 or older can ride on scooters without a driver’s license; however, from April next year, all electric scooters will require a motorcycle license and only those aged 16 or older will be eligible to obtain one.
