What is our embassy doing? (KOR)

An employee at a Korean company in Beijing entered Seoul on Dec. 22. The employee took a Covid-19 test at a public health center in his residence after arrival. He was not worried, but received a call the next day. “You have tested positive without symptoms.” Where did he contract the virus? What about his colleagues in Beijing? The company informed the Korean Embassy in Beijing, and the embassy held an emergency meeting. “You should report to Beijing’s health authorities immediately and follow the protocol,” advised the embassy. After the case was reported to the city, his company in Beijing closed.

The company had more than 20 branches in China, and when its Beijing headquarters shut down, wages were all suspended. Two 33-story buildings where the company was located were shut down. As a result, over 10,000 Korean and Chinese workers could not report to work. In the meantime, the Korean community in Beijing was stirred. He was the first positive case among Koreans living in the capital. There were unfounded rumors about Korean restaurants and buildings he visited. Some joked about a Korean spreading the virus in Beijing.

The Beijing health authorities started contact tracing. Company employees, close contacts, families and people who visited the buildings were all tested. The results were all negative.

Beijing authorities asked the company to re-test the employee in Korea. The employee asked the public health center, but was told he did not qualify. The company asked for the embassy’s help to have the Korea Disease Control and Prevention Agency explain the situation. The embassy refrained from meddling in an individual company’s case.

On Nov. 29, an employee at an SK hynix factory in Chongqing entered Korea and tested positive at a local hospital. The factory was closed, and 2,700 employees and 8,217 people who had close contact with him tested negative. The employee was tested again and got a negative result. The factory resumed operations after two days.

With the livelihoods of tens of thousands of Koreans and Chinese at risk, is it simply a personal petition to have an employee re-tested back in Korea? Many Korean residents feel anxious. I don’t doubt the testing capabilities of the Korean health authorities. When no trace of the virus is found, it is very reasonable in China and Korea to demand another test. If the request is refused because of the rules, why can’t Koreans get help from their own embassy?

대사관은 국민들에게 언제 필요한 걸까

지난 22일 베이징에 있는 모 한국 기업 직원이 서울에 들어갔다. 공항에 도착한 다음 거주지 보건소에서 코로나 검사를 받았다. 별걱정 안 했는데 다음날 전화가 걸려왔다. “양성입니다”. 어디서 옮은 걸까. 베이징 직원들, 회사는 또 어떡하나. 기업 측이 주중 베이징대사관에 알렸다. 비상대책회의가 열렸다. “바로 신고하시고 절차대로 하시죠.” 베이징시에 알리자마자 회사가 폐쇄됐다.

중국 내 지점만 10여 개, 베이징 본부가 문을 닫자 급여지급도 중단됐다. 해당 기업만이 아니었다. 회사가 있던 33층짜리 건물 두 동 전체가 폐쇄됐다. 한국인과 중국인 등 건물로 출근하던 직원 1만여 명의 출근이 막혔다. 가족까지 포함하면 수만 명이 격리대상이었다. 그사이 베이징 한인사회는 난리가 났다. 베이징에 거주하는 한국인 첫 확진자. 그가 다녔다는 한국 식당, 건물 이름이 적힌 정체불명의 유언비어가 나돌았다. 한국인이 베이징에 바이러스를 퍼뜨린다는 비아냥도 나왔다.

베이징 위생당국의 추적 조사가 시작됐다. 회사직원은 물론 밀접접촉자, 가족, 건물을 오간 사람들 전부 검사 대상이었다. 결과는 모두 음성. 건물에서 채취 검체에서도 바이러스 흔적은 나오지 않았다.

베이징 당국은 기업 측에 확진직원의 재검을 요청했다. 해당 직원이 한국 거주지 보건소에 부탁했지만 안 된다는 답변이 돌아왔다. 재검대상에 해당되지 않는단다. 기업 측은 대사관에 도움을 구했다. 한국 질병관리청에 상황을 설명해 달라고. 대사관의 답변 요지는 이랬다. “우리가 나설 일이 아니다. 직접 해결하시라.” 개별 기업 사안에 대사관이 개입하기는 어렵다는 것이다.

지난달 29일 충칭 하이닉스 SK공장에서 한국에 들어간 직원 1명이 고향 병원에서 검사를 했다가 확진 판정을 받았다. 공장이 폐쇄되고 직원 2700명과 일반 접촉자 8217명이 검사를 받았는데 전부 음성이었다. 결국 이 직원에 대한 재검이 이뤄졌고 결과는 음성. 공장은 이틀 만에 재가동됐다.

베이징 내 한국인이든 중국인이든 수만 명의 업무지속 여부가 달려있는 상황에서 직원의 재검을 해보자는 것이 단지 개인민원인가. 이 때문에 불안해 하는 한국 교민들이 한둘이 아니다. 우리 보건당국의 검사능력을 의심하는 게 아니다. 바이러스 흔적조차 발견되지 않는 상황에 재검을 요구하는 건 중국이건 한국이건 지극히 합리적 제안이다. 원칙만 내세워 안 된다고 하면 국민은 언제 무슨 일이 벌어져야 대사관의 도움을 받을 수 있는 것인가. 중국 정부는 한국 정부의 이같은 일 처리 방식을 알고나 있을까.
