The eight-lane Pennsylvania Avenue connects the White House and Capitol Hill. It was designed as a symbolic road when the capital was moved to Washington, D.C. 221 years ago. The White House is located at 1600 Pennsylvania Avenue. The president swears in at the Capitol and passes through this street to meet the crowds. It is the traditional inauguration parade.

At the inauguration ceremony for Joe Biden on Jan. 20, the grand parade is unlikely to happen. Due to Covid-19, 80 percent of the event will be held virtually, except for the inaugural swearing-in ceremony. It will be the first online, offline hybrid inauguration in U.S. history. It is the first time the inauguration parade will be skipped since it was canceled for Ronald Reagan’s re-election in 1985 due to severe cold.

The novel virus is extremely harsh. More than 20 million people have been diagnosed in the United States, a quarter of total positive cases in the world. More than 300,000 Americans died from the virus, one in 1,000 U.S. citizens. With the impact of travel for the Thanksgiving and Christmas holidays and the new virus variant, the death toll is likely to exceed 400,000 by the inauguration.

Concerned of the dark winter, President-elect Biden met medical staff before the New Year. He rolled up the sleeve on his left arm and said, “I’m ready.” The 78-year-old president-elect, who is to be the oldest president of the United States, had an inoculation event. The indisputable prime task of the Biden administration is to have 100 million people vaccinated within the first 100 days of his administration.

The Trump administration secured 400 million doses of Pfizer and Moderna vaccines, enough to have 77 percent of eligible Americans, or 260 million people, vaccinated by July. The United States also signed an option contract for an additional 400 million doses with Pfizer. The government is also pre-purchasing vaccines and treatments in development. To have Americans get priority in vaccination, an executive order was issued and the Defense Production Act of 1950 was applied.

Pope Francis’ Christmas message was to block the virus of closed nationalism and radical individualism. He criticized vaccine monopoly of some rich countries, including the United States. Experts also expressed concerns that their reckless take of the lion’s share would lead to more deaths and economic collapse around the globe.

Biden’s foreign policy plan is returning to the multilateral track. He declared to part with Trump’s nationalistic America First policy and restore America’s leadership and trust through international cooperation. In the New Year, a harsh wind still blows through Pennsylvania Avenue — a sort of winter wind that is hard to overcome without some headwind of drastic changes.

백악관과 연방의사당을 대각선으로 잇는 길이 약 2km, 왕복 8차로의 ‘펜실베이니아 에비뉴’는 미국의 중심가로 불린다. 221년 전 워싱턴 DC 천도 때 상징적 도로로 설계됐다. 그 끝자락 펜실베이니아 에비뉴 1600에 백악관이 있다. 대통령이 의회에서 취임 선서를 한 뒤 이 거리를 지나며 백만 군중과 만난다. 전통의 취임 퍼레이드다.

오는 20일 바이든 당선인 취임식에선 그런 성대한 퍼레이드를 보기 어려울 것 같다. 코로나 탓에 취임 선서를 제외하곤 행사의 80%가 가상으로 치러진다. 온·오프 라인 행사가 결합한 미국 역사상 첫 하이브리드 취임식으로 기록될 전망이다. 퍼레이드를 건너뛰는 건 1985년 레이건 대통령 재선 취임 행진이 혹한으로 취소된 이후 처음이다.

바이러스 혹한은 말할 수 없이 가혹하다. 누적 확진자는 2000만 명을 헤아린다. 전 세계 감염자의 4분의 1이다. 사망자는 30만 명을 넘어 미국인 1000명 가운데 1명꼴로 목숨을 잃었다. 추수감사절과 성탄절 이동의 여파에 변이 바이러스까지 겹쳐 취임식 즈음엔 사망자가 40만 명을 넘어설 것이라고 한다.

암흑의 겨울을 우려한 바이든 당선인이 세밑에 의료진 앞에 앉았다. 짙은 감색 티셔츠를 왼쪽 어깨 위까지 쑥 끌어 올리곤 나지막이 말했다. "언제든 준비되면 주사를 놓으세요." 78살, 최고령 대통령 당선인의 이벤트는 백신 접종이 그만큼 절박하다는 의미다. ‘취임 100일 내 1억 명 접종’은 재론의 여지 없는 바이든 행정부 제1과제다.

이미 트럼프 행정부는 화이자와 모더나 백신 4억회 접종분을 확보했다. 올해 7월까지 접종 가능 연령대 미국인 2억 6000여만 명의 77%가 맞을 수 있는 분량이다. 화이자와 추가로 4억 회분 옵션 계약도 체결했다. 개발 중인 백신과 치료제도 입도선매하고 있다. 미국인 우선 접종을 위한 대통령 행정명령에, 생산 지원을 위한 국방물자생산법까지 동원했다.

혼돈의 성탄절 프란치스코 교황의 강복 메시지는 폐쇄적 국수주의와 급진적 개인주의라는 바이러스의 차단이었다. 미국을 비롯한 일부 부자 나라의 백신 독점을 비판한 것이다. 이들의 무차별적인 사자의 몫(lion’s share) 챙기기가 더 많은 인명 피해와 경제적 붕괴를 초래할 수 있다는 전문가들의 우려도 이어진다.

바이든 당선인의 외교 구상은 다자주의 궤도로의 복귀다. 국수주의적 미국 우선주의와 절연하고 국제 공조로 리더십과 신뢰를 회복하겠다고 호언장담했다. 이제 그 진정성이 본격 시험대에 오른다. 해가 바뀐 펜실베이니아 에비뉴에는 여전히 매서운 바람이 분다. 과감한 변화의 맞바람 없이는 이겨내기 어려운 삭풍이다.
