한국은행은 지난해 5월 기준금리를 0.5%로 내렸습니다. 기준금리가 0%대로 낮아진 것은 지난해가 처음입니다. 코로나19 팬데믹으로 경제가 어려워지자 금리를 낮춰서 경기나 나빠지는 것을 막기 위해서였습니다. 최근에는 주가가 크게 오르면서 빚을 내서 주식을 사려는 사람들도 늘어나고 있다고 합니다. 대출 받아 집을 사려는 사람들도 많습니다. 이렇게 대출이 늘어나는 이유 중 하나는 낮은 금리입니다. 금리가 뭐길래 이런 일이 벌어지는 걸까요.
 
 
 
금리가 뭔가요?
 
돈을 빌리고 나서 그 대가로 원금에 얻어서 주는 돈을 이자라고 합니다. 금리는 이자가 원금에 비해 얼마나 되는지를 나타낸 수치입니다. 만약 친구에게 1만원을 빌려가면서 되갚을 땐 1000원 더 주기로 했다고 합시다. 그러면 원금 1만원의 10%인 1000원을 이자로 주는 거니 10%의 금리로 돈을 빌린 셈입니다.
 
 
What is an interest rate?
 
Interest is money paid at a particular rate for the use of loaned money. The interest rate is defined as the proportion of an amount loaned which a lender charges as interest to the borrower. For instance, let’s say you borrowed 10,000 won ($9) from your friend and promised to pay an extra 1,000 won when you paid them back. The 1,000 won — 10 percent of the principal amount of 10,000 won— will be the interest. This also means you borrowed money at a 10 percent interest rate.
 
 
 
기준금리는 뭔가요?
 
기준금리란 모든 금리의 기준이 되는 금리로 각 나라의 중앙은행이 결정합니다. 중앙은행이란 한 나라의 돈의 흐름을 관장하는 은행입니다. 화폐를 발행하는 은행이며, 다른 은행들에게 돈을 빌려주는 ‘은행들의 은행’이기도 합니다. 한국의 중앙은행은 한국은행입니다. 기준금리는 한국은행의 최고 의사 결정기구인 금융통화위원회에서 회의를 통해 결정합니다. 한국의 기준금리는 현재 0.5%입니다. 미국의 기준금리를 결정하는 곳은 연방준비제도이사회(Fed)의 연방공개시장위원회(FOMC)입니다.
 
 
What is a base rate?
 
The base rate becomes the standard for all interest rates that banks determine and is decided by each country’s central bank. The central bank manages the fl ow of money of a country. The central bank is responsible for printing money and also lends money to other banks. Korea’s central bank is the Bank of Korea (BOK). The BOK’s monetary policy board members hold a regular meeting to decide the base rate. The current base rate of Korea is at a record low of 0.5 percent. The base rate of the United States is decided by the Federal Open Market Committee, under the Federal Reserve System.
 
 
 
금리가 낮아지면 어떻게 되나요?
 
금리가 낮으면 돈을 빌리는데 따른 부담이 줄어듭니다. 싼 금리 때문에 돈을 빌려 공장을 세우려는 기업이 있다고 가정해 보겠습니다. 그 공장은 더 많은 사람들을 고용할 것이고 사람들은 돈을 더 벌 수 있게 됩니다. 이렇게 금리를 내려 투자가 활성화되면 경제 전체가 활기를 띠는 결과를 낳을 수 있습니다. 또 돈을 빌려서 집을 사거나 주식 투자를 하는 사람들도 늘어나게 됩니다. 반대로 금리를 올리면 은행에서 돈을 빌리기 부담스러워져서 투자가 위축될 수 있습니다. 또 이미 돈을 빌린 사람이라면 내야할 이자가 많아져 어려움을 겪을 수 있습니다.
 
 
What happens when the interest rate is low?
 
When the interest rate is low, borrowing money is less of a burden. Let’s say a company tries to borrow money to build a factory. Then the company will be able to hire more employees for the factory and the employed workers will be able to earn money. If interest rates remain low, it boosts the investment market, which will eventually lead to a reinvigoration of the overall economy. Also, more people will borrow money to purchase houses or invest in the stock market. On the other hand, if the interest rates increase, people won’t borrow money from banks and may no longer be able to actively participate in investment activities. People who have already borrowed money will suffer more as they are obliged to pay off loans with increased interest.
 
 
 
The Bank of Korea slashed the country’s key rate by 50 basis points to 0.75 percent Monday, an all-time low, echoing the nervousness of central banks around the world about the effects of the coronavirus pandemic on the world economy.

한국은행이 기준금리를 월요일 0.75%로 50bp 인하했다. 이는 역대 최저치로 세계 경제에 대한 코로나바이러스 팬데믹의 영향에 대한 전 세계 중앙은행들의 우려에 따른 것이다.
 
 
The Bank of Korea (BOK) cut the benchmark interest rate by 25 basis points Thursday, bringing it to a historic low of 0.5 percent.

한국은행이 목요일 기준금리를 25bp(0.25%포인트, 1bp는 0.01%포인트에 해당한다) 인하함으로써 기준금리는 역대 최저인 0.5%를 기록하게 됐다.

* 기준금리: base rate, key rate, policy rate. 문맥상 지표가 되는 금리라는 뜻으로 쓰일 때는 benchmark interest rate라고 쓰기도 한다.
