The Korean Broadcasting System, better known as KBS, has a big goal for this year. Unfortunately, few people had a positive response when they heard the news that Korea's public TV network wants to raise TV license fees.

한국방송공사(KBS)는 신년을 맞이해 거대한 목표를 가지고 있다. 안타깝게도, 그 공영 TV 네트워크의 목표가 TV 수신료를 인상하는 것이라고 들었을 때 좋은 반응을 보인 사람은 매우 적다.

“To walk the path of TV license fee realization is our long-cherished mission,” KBS President Yang Seung-dong said on Jan. 4, publicly declaring his will to raise the TV license fee in his New Year’s address.

KBS 양승동 사장은 1월 4일 신년사에서 “수신료 현실화는 우리의 오랜 숙원이자 가야만 하는 길”이라고 밝히며 수신료 인상에 대한 의지를 공표했다.

Yang’s mention of TV license fees comes as a follow-up to the five missions that the network announced last year in July to innovate its management structure, which also included improving the human resources system and relinquishing any restrictions that go against the times.

양 사장의 신년사 수신료 언급은 지난 7월 KBS가 발표한 경영 구조 혁신을 위한 5대 과제 중에 포함된 것으로, 이외에도 인사제도를 개선하고 시대에 맞지 않은 각종 규제를 해소하는 사항이 있다.

"We put together a project team in July to look into how KBS could fortify its public missions and how much TV license fees we would need,” said Yang.

양 사장은 “지난해 7월 공영성강화프로젝트팀을 설치하고 KBS의 공적 책무들을 어떻게 강화할 것인가, 필요한 수신료는 얼마인가를 산정”했다고 했다.

“We aimed to bring this item to the board meeting in December, but had to pass it along to this year due to the rapid increase of Covid-19 cases.

이어서 그는 “지난 12월 이사회 상정을 목표로 했다가 코로나19가 다시 크게 확산돼서 올해로 넘겼다”고 설명했다.

그는 “이번 1월에 공적책무강화 및 수신료현실화 방안을 이사회에 상정하겠다”며 “올해도 외부 여건이 매우 험난하지만 KBS가 이 과정을 거쳐 가야만 질적으로 큰 변화와 발전을 이룰 수 있다”고 밝혔다.

“TV license fee realization” sounds a little vague, but its essence is simple: to raise the amount of the monthly fee that any TV watcher must pay along with their electricity bills.

“TV 수신료 현실화”는 조금 모호하게 들린다. 하지만 핵심은 간단하다. 매달 TV 시청자들이 전기세와 함께 내야하는 수신료의 금액을 올리겠다는 것이다.

Some say that we have only become newly accustomed to the art of paying for content with the advent of online platforms such as Netfl ix and Watcha, but the practice goes back decades to the 1960s.

시청자들이 콘텐츠 시청을 위해 돈을 지불하는 것은 넷플릭스나 왓챠 등 온라인 비디오 플랫폼 도래 이후에나 생겨난 관습이라고 얘기하는 사람들이 있지만, 사실 콘텐츠 유료 시청은 몇 십년 전 1960년대로부터 계속돼 왔다.

The government started collecting TV license fees in 1963, two years after KBS was founded in 1961. Starting at 100 won ($0.09), the price was raised to 150 won in 1964, 200 won in 1965 and eventually reached the 2,500 won we pay today in 1981. The price has not been raised in 40 years and KBS would like to change that.

정부는 KBS가 세워진 1961년으로부터 2년 후인 1963년부터 TV 수신료를 징수하기 시작했다. 100원으로 시작한 수신료는 1964년 150원으로 올랐고, 1965년 200원으로 조금씩 올라 1981년 현재 수신료 값인 2,500원에 도달하게 됐다. 그 후 40년동안 오른 적이 없는 수신료를 KBS가 바꿔보고자 한다.
