Strange use of official vehicles

Official vehicles literally refer to the automobiles used by the government and public agencies. They are passenger cars, vans and buses, cargo trucks and special vehicles. Passenger cars include exclusive vehicles for certain people and business vehicles, which employees share. According to the official vehicle management regulation, public officials higher than vice-ministerial positions get exclusive vehicles.

Government data shows that official passenger cars have increased drastically in the last five years, from 27,004 in 2015 to 33,619 in 2020. The total number of official vehicles including vans, buses, trucks and special vehicles increased from 77,557 to 93,957. The rate of increase for passenger cars is 24.4 percent, higher than the overall increase of 21.1 percent.

No citizen would oppose civil servants being provided with the convenience and call it a waste of taxpayers’ money, as they have to attend meetings and field visits. But I wonder whether public cars are really used for official business and if the efficiency has enhanced as much as the increasing number of official cars. Controversies often emerge.

After the Board of Audit and Inspection reviewed the use of official vehicles assigned to commander-level positions in the military in 2015, it found that a dozen high-level military officials used official cars for golf outings or during vacation. Last month, a member of the Wonju City Council visited his farm using an official vehicle provided for legislative activities.

I am more shocked by the recent controversy over the “luxurious interrogation” of Lee Seong-yun, head of the Seoul Central District Prosecutors’ Office, by the newly established Corruption Investigation Office for High-ranking Officials (CIO). Lee is a suspect, but the CIO’s head Kim Jin-wook provided his official vehicle to bring Lee to his office secretly. He attributed it to security reasons, but I am confused whether it is really for the investigation or for Lee’s convenience. Some joke that if they are called by the CIO, they should ask for a ride.

Public servants are derided as “soulless” because of their culture of pursuing safety and following red tape without flexibility. That also translates to the demand that they display creativity and imagination in doing their job. Yet using public cars to play golf, do grocery shopping or secretly transport a suspect is taking things too far. That’s more than anybody could tolerate.

관용차는 말 그대로 정부나 공공기관 같은 관(官)에서 운용하는 차량이다. 용도에 따라 승용ㆍ승합ㆍ화물ㆍ특수 차량 등으로 나뉜다. 승용차는 다시 특정인만 타는 전용 차량과 직원들이 함께 이용하는 업무 차량으로 나뉜다. 공용차량 관리 규정(제4조 제2항)은 차관급 이상 공무원의 경우 전용 차량을 두도록 하고 있다.  
 
국토교통부의 자동차등록현황에 따르면 승용 관용차는 2015년 2만 7004대에서 2020년 3만 3619대로 5년 새 크게 늘었다. 승합이나 화물ㆍ특수차까지 합친 관용차 전체 숫자는 같은 기간 7만 7557대에서 9만 3957대로 증가했다. 증가율로 따지면 승용차가 24.5%로, 전체 증가율(21.1%)을 웃돈다.  
 
회의와 현장 방문이 잦고 격무에 시달리는 공직자에게 이 정도 편의를 제공하는 것을 혈세 낭비라 반대할 국민은 없다. 그러나 진짜 관용차를 업무에 제대로 쓰고 있는지, 그래서 늘어난 관용차 숫자만큼 업무효율도 증가했는지는 의심쩍기만 하다. 잊을 만하면 관용차를 둘러싼 논란이 터져 나오기 때문이다.  
 
감사원이 2015년 군 지휘관급 간부에게 배정된 관용차 사용 실태를 전수 조사한 결과, 군 고위 관료 10여명이 골프를 치러 갈 때나 휴가 기간에도 관용차를 사용한 것으로 나타났다. 지난달에는 원주시의회 한 의원이 의정활동에 사용하라고 제공되는 관용차를 타고, 자신의 축사를 둘러본 것으로 드러나기도 했다.  
 
최근 불거진 고위공직자범죄수사처(공수처)의 이성윤 중앙지검장 ‘황제조사’ 논란은 더 기가 찬다. 피의자 신분인 이 지검장에게 김진욱 공수처장은 자신의 1호 관용차를 제공, 은밀하게 청사로 들어오도록 했다. 보안상의 이유라고 해명했지만, 수사를 위한 것인지 이 지검장의 편의를 위한 것인지 헷갈릴 지경이다. ‘공수처에서 부르면 차를 보내달라고 하자’는 우스개가 괜히 나오는 게 아니다.  
 
‘영혼 없는 공무원’이란 말은 공직사회에 융통성 없이 무사안일만 추구하는 문화가 있다는 점을 꼬집는 것이다. 업무에 창조성과 상상력을 발휘해달라는 주문이기도 하다. 그렇다고 관용차를 골프 치고 장 보러 다니는 데 쓰거나, 피의자를 뒷골목에서 숨겨 태우는 데 활용하는 해괴한 상상력을 발휘해선 곤란하다. 그건 국민의 관용(寬容)을 넘는 일이다.
