Where is fairness gone? (KOR)

The resignation Tuesday of Kim Jin-kook, senior presidential secretary for civil affairs, over favoritism connected to his son’s employment rings alarms over the value of fairness, the zeitgeist of the times in this country. After news reports about the extraordinary privileges his son allegedly received, Kim stepped down and President Moon Jae-in accepted his resignation immediately. But the ramifications still reverberate.

According to news reports, the presidential secretary’s son specified in his resume to a consulting firm that his father is the senior secretary for civil affairs under Moon. He also wrote that his father will “give much help to the company” and that he will “persuade his father to help this company realize its dream.”

Kim, the son, reportedly submitted such flowery resumes to five companies and they contacted him directly. In his resumes, Kim wrote that he had studied martial arts at Yong In University, Gyeonggi and graduated from the school in March 2018. But that was proven untrue. His behavior can hardly avoid criticism for taking advantage of his father’s title in the Blue House to find a job.

As Kim works for an IT company now, it should be cleared whether he exploited his father’s position and whether his father intervened in the company’s hiring of his son. Countless young people in Korea are struggling to find jobs amid an economic slowdown coupled with the Covid-19 pandemic. If he really used his father’s status to get a job, he must take responsibility. He claimed he submitted his “normal resume” to the IT company he now works for.

The son apologized for his “indecent behavior to get a job” and said he regrets what he did. The father also apologized to the people, saying his son suffered anxiety and obsessive compulsive disorder. The secretary’s resignation could help avert a bigger problem. As the former vice chair of Lawyers for a Democratic Society, a liberal group of professionals, he served as secretary for legal affairs in the Roh Moo-hyun administration, then as a member of the Board of Audit and Inspection in the Moon administration. Five senior presidential secretaries for civil affairs under Moon have so far resigned over various controversies, despite Moon’s championing of “procedural justice” in his inaugural address in 2017. But the president stays quiet.

Nevertheless, Justice Minister Park Beom-kye posted a message on Facebook to express his conviction that Kim was honest. We wonder if Park really deserves the title of the guardian of justice in this country. There cannot be any exception in upholding the principle of fairness, whether it be a conservative or liberal administration.

민정수석 아들의 '아빠 찬스'

어제 사퇴한 김진국 청와대 민정수석의 아들이 취업 과정에서 '아빠 찬스'를 썼다는 의혹이 제기돼 공정 논란이 불거졌다. 의혹 보도 다음 날 김 수석이 사의를 밝혔고, 문재인 대통령이 즉각 수용했지만 뒷맛이 개운치 않은 소식이었다.

보도에 따르면 김 전 수석의 아들은 한 컨설팅 회사에 제출한 입사지원서 자기소개서의 '성장 과정' 항목에 '아버지께서 현 민정수석이신 김진국 민정수석이십니다'라고 밝혔다. '학창 시절'과 '성격의 장단점' 항목에는 '아버지께서 많은 도움을 주실 것입니다' '제가 아버지께 잘 말해 이 기업의 꿈을 이뤄드리겠습니다'라고 서술했다.

아들 김씨는 비슷한 내용의 입사지원서를 모두 5곳의 기업에 제출했고, 해당 기업들이 김씨와 접촉했다니 기업들의 반응도 입방아에 오른다. 김씨는 2018년 3월 용인대 격기지도학과를 졸업했다고 적었지만, 실제 졸업하지 못한 것으로 드러나 허위 사실을 적시했다는 지적도 받고 있다. 아들의 처신은 부적절한 '아빠 찬스'라는 비판을 피하기 어려워 보인다.

김씨는 현재 모 정보기술(IT) 기업에 다니고 있다니 이 업체 취업 과정에서도 아빠 찬스를 썼는지, 김 전 수석이 개입했는지 사실관계 규명이 필요해 보인다. 수많은 청년이 취업난 때문에 고통받는 상황에서 아직도 연줄이나 배경이 통한다고 생각하고, 대통령 측근인 아버지의 이름을 이용했다면 책임을 물어야 마땅하다. 김씨는 '민정수석 아버지'를 밝힌 지원서를 제출한 회사에는 면접을 보지 않았다면서, 지금 다니는 회사에는 정상적인 지원서를 제출했다고 주장했다.

그는 "너무 취직하고 싶어 철없는 행동을 했다. 그래서는 안 되는데 진짜 죄송하다"고 사과했다. 김 전 수석은 "아들이 불안과 강박 증세 등으로 치료를 받아 왔다"면서도 "변명의 여지가 없고 진심으로 사죄드린다"고 말했다. 그나마 김 전 수석이 소상히 입장을 설명하고, 신속히 사의를 표명했기에 상황 악화를 막을 수 있었다. 민변 부회장 출신인 김 전 수석은 노무현 정부 청와대 법무비서관을 지냈고, 문 정부에서 감사원 감사위원을 역임한 핵심 인사다. 일가 비리로 재판을 받는 조국 전 민정수석을 비롯해 문 정부 들어 민정수석 5명이 이런저런 논란의 주인공이 됐다. 취임사에서 '과정의 공정'을 역설했던 문 대통령의 사람 보는 안목이 밑천을 드러낸 셈이다. 끊임없는 불공정 논란에도 대통령의 사과는 들리지 않는다.

청년들이 분노할 불공정이 드러났는데도 박범계 법무부 장관이 김 전 수석은 투명하다고 확신한다는 취지의 글을 SNS에 올려 빈축을 사고 있다. 법무부가 영어로 'Ministry of Justice'라는 사실을 망각한 처신이다. 이제 문재인 정부에서 공정이란 단어를 입에 올리는 것조차 국민 보기에 민망하다. 공정에는 예외가 없다.
