A truly brutal April in China (KOR)

Renowned Chinese economist Lang Xianping could not avoid the tragedy of the Shanghai lockdown. His mother died while waiting in an emergency room for four hours because of the rule that patients can get treatment only after a Covid test result. On April 12, Chen Wenshiung, head of Hongkou district’s hygiene and health management committee, took his own life in his office due to the stress associated with disease control. The public stirred as rumors spread that his wife also took her life, but a state-run media claimed that the wife’s death was not true.

Lately, more than 20,000 daily cases are reported in Shanghai, but not many are severe cases. However, due to China’s rigid “zero Covid” policy, many more people die for other reasons. As a result, Shanghai is experiencing three different collapses: the collapse of the medical system, the psychological collapse due to a shortage of supplies and the collapse of media as mainstream media lost public trust.

On April 11, Shanghai Party Secretary Li Chang was humiliated, and it went viral on social media. As he made an unplanned visit to a residential complex, an old woman shouted, “All I got during the 10 days of lockdown were two carrots, two potatoes and two onions.” Li was also told, “You are committing a crime to the state. You should be ashamed to the ancestors, heaven and earth.” As the public is growing angry, a column was published in Hong Kong on April 14, titled, “The True Purpose of Xi Jinping’s Hainan Move.”

It is the third time for Xi to visit Hainandao since he took office, and it is hardly different from his past visits. The visits to the seed lab in Sanya and the China Maritime University are similar to his itinerary in 2018. His visit to the rainforest park and village tour is reminiscent of his 2013 route. What is the true reason for Xi’s trip to Hainan? Hainan is one of the most notable vacation destinations in China. Upon visiting Hainan, former Chinese President Jiang Zemin was very impressed and said, “This trip is not vain.”

All Xi’s visits took place in April. Beijing is known for its bad weather this time of the year, alternating between warm and cold days with yellow dust and pollen. The column claims that one cannot rule out the possibility of Xi having visited Hainan for vacation. When 26 million people in Shanghai are suffering from Covid-19 and lockdown, the highest leader went to a resort town for a break. There, Xi emphasized the justification of the zero-Covid policy. “We must not have the sentiment to dislike fighting and loose our mindset,” he said. It is truly a brutal April in China.

노벨경제학상 후보로 거론되는 중국의 유명 경제학자 랑셴핑도 상하이 봉쇄의 비극을 피해갈 수는 없었다. 어머니가 코로나 검사결과가 나와야 진료를 받을 수 있다는 규정에 막혀 네 시간이나 응급실에서 기다리다 끝내 숨졌다. 12일엔 상하이 훙커우구 위생건강관리위원회 주임 첸원슝이 사무실에서 목숨을 끊었다. 코로나 방역의 스트레스를 이기지 못했다. 아내도 첸의 뒤를 따랐다는 소문이 퍼지며 상하이 민심이 들끓자 부인의 죽음은 사실과 다르다고 관방언론이 진화에 나섰다.

상하이에선 최근 하루 2만 명 이상 감염자가 나오지만, 중증환자는 손가락으로 꼽을 정도고 사망자도 두 명에 불과하다. 그러나 경직된 중국의 '제로 코로나' 정책 탓에 코로나가 아닌 애꿎은 이유로 숨지는 이가 속출한다. 이로 인해 상하이에선 3대 붕괴가 일어나고 있다고 한다. 의료체계 붕괴와 물자공급 부족으로 인한 시민의 심리붕괴, 그리고 정규 매체가 신뢰를 얻지 못하는 언론붕괴가 그것이다.

지난 11일 중국 소셜미디어에선 봉변당하는 리창 상하이 당서기 모습이 화제가 됐다. 민정 시찰에 나선 리창이 예정에 없던 단지를 방문했다가 한 노파로부터 “보름 동안의 봉쇄 기간 당근 2개와 감자 2개, 양파 2개를 받은 게 전부”라는 비난을 들었다. 또 “당신은 국가에 죄를 짓고 있다. 선열과 천지에 부끄러운 줄 알라”는 욕도 먹었다. 이처럼 상하이 민심이 흉흉한 가운데 홍콩에선 14일 ‘시진핑 하이난(海南) 행보의 진정한 목적’이라는 칼럼까지 나왔다.

시 주석이 집권 이후 세 번째로 하이난다오 시찰에 나섰는데 과거 행보와 크게 다르지 않다는 것이다. 싼야의 종자실험실과 중국해양대학 방문 등은 2018년 일정과 비슷하고, 열대우림공원과 마을 시찰은 2013년 코스를 연상시킨다고 한다. 그렇다면 시진핑이 하이난을 찾은 진정한 이유는 뭔가. 하이난은 중국의 대표적 휴양지다. 장쩌민 전 국가주석이 이곳을 방문한 뒤 “이번 여행이 헛되지 않다(不虛此行)”는 감탄의 말을 남겼을 정도다.

또 시진핑이 하이난을 찾은 게 모두 4월이다. 이때의 베이징은 따뜻해졌다 춥기를 반복하고 황사에 이어 꽃가루가 날리는 등 한마디로 나쁜 날씨가 많다. 따라서 시진핑의 하이난 시찰은 휴식의 성격을 배제할 수 없다는 게 칼럼의 요지다. 상하이 2500만 시민이 코로나로 신음할 때 최고 지도자는 바람 쐬러 휴양지를 찾았다는 이야기가 된다. 시 주석은 이곳에서 “투쟁하기 싫어하는 정서, 느슨한 마음가짐을 가져선 안 된다”며 제로 코로나의 당위성을 역설했다. 참으로 잔인한 중국의 4월 풍경이다.
