The Seoul Central District Prosecutors’ Office announced Thursday it indicted 17 people for the alleged illegal use and supply of marijuana, including scions tied to Korea's chaebol.

서울중앙지검은 재벌 3세를 포함한 17명을 불법 대마 사용 및 공급 혐의로 기소했다고 목요일(1월 16일) 밝혔다.

Included among the accused is the 40-year-old grandson of Namyang Dairy founder Hong Dooyoung and the 39-year-old grandson of the founder of Koryo Steel.They also include a singer with American citizenship.

Prosecutors say the 17 either supplied marijuana to one another or consumed the drug together. Marijuana is illegal in Korea.Prosecutors also identified three other individuals allegedly involved who are currently overseas.

검찰에 따르면 이들 17명은 서로에게 대마를 제공했거나 함께 흡입했다. 검찰은 같은 혐의를 받고 있는 세 명의 신원을 파악했으며 이들은 현재 해외에 거주하고 있는 것으로 알려졌다.

Two of the three on the run are not Korean citizens, including a 45-year-old Canadian and a 43-year-old American. “We’ve filed wanted reports to Interpol,” a prosecutor told the Korea JoongAng Daily on Thursday.

검찰은 “인터폴에 현재 지명수배를 요청한 상태”라고 코리아중앙데일리에 전했다. 해외로 도피한 셋 중 둘은 외국 국적으로 45세 캐나다인과 43세 미국 교포다.

Prosecutors began investigating the case last September when police turned over to the prosecution a 39-year-old Korean suspected of dealing marijuana. Raiding the suspect’s home that month, the prosecution tracked down four more individuals accused of buying marijuana from the suspect for resale or personal consumption. More suspects were identified as the investigation unfolded.

검찰은 지난해 9월 대마 거래 혐의를 받고 있던 39세 한국인을 경찰이 송치하면서 수사를 본격적으로 진행했다. 같은 달 수사당국이 압수수색을 하는 과정에서 혐의자로부터 대마를 구입하여 재판매했거나 개인적으로 사용한 네 명을 검찰이 추적했고 이를 통해 연루된 더 많은 사람들이 수사 진행 상황에서 추가로 드러났다.

The supply chain prosecutors have so far identified includes an American businessperson accused of selling marijuana to the grandson of the Namyang founder, who allegedly sold it to at least one other chaebol scion, as well as to a relative of a former high-ranking government official and a member of a family tied to a financial holding company.

검찰이 지금까지 파악한 공급원 중에는 미국 국적의 사업가가 포함돼 있으며 그가 남양유업 창업주 손자에게 대마를 판매한 것으로 보고 있다. 남양유업 창업주 손자는 적어도 한 명의 재벌 3세, 전 고위공직자 친척, 그리고 금융지주사 일가에게 판매한 혐의를 받고 있다.

Prosecutors say some of the suspects showed serious signs of addiction, accusing one suspect of growing marijuana at home with a young child in the house, and another of consuming marijuana on a trip with his pregnant wife.

검찰에 따르면 이들 중 일부는 심각한 중독성을 보이고 있으며 이 중 한 명은 어린 자녀와 함께 사는 집에서 대마를 재배했다. 또 다른 한 명은 아내와 태교여행 중 대마를 흡입했다.

“Most of them were exposed to marijuana while studying abroad and continued to consume it for years after returning to Korea, clearly demonstrating the danger and severity of drug addiction,” said the Seoul Central District Prosecutors’ Office in a statement on Thursday.

“대부분 해외 유학시절 대마를 접한 상태에서, 귀국 후에도 이를 끊지 못하고 수년간 지속적으로 흡입해 온 경우로 마약류 중독의 위험성과 심각성을 여실히 보여줬다”고 검찰청은 경고했다.

“Despite growing national concern on the increased illegal use of drugs, some descendants of founders of chaebol or middle-sized companies, children of former high-ranking officials, businessmen, students studying abroad and people in the entertainment industry have been secretly distributing and smoking marijuana through their own supply chain.”

“마약류 확산에 대한 국민적 우려가 큰 상황임에도 일부 재벌, 중견기업 2,3세, 전 고위공직자 자녀, 사업가, 유학생, 연예계 종사자 등이 자신들만의 공급선을 두고 은밀히 유통, 흡연을 해왔다”고 검찰은 밝혔다.

Some of the suspects had prior histories with drug abuse, according to prosecutors. This is not the first time that descendants of chaebol founders have been investigated for drug use in Korea. Hwang Ha-na, the granddaughter of Namyang Dairy's founder, was sentenced last year to a year and eight months in prison for consuming methamphetamine. A grandson of Hyundai Group founder Jeong Juyoung was also arrested for drug use and given a suspended sentence in 2019.

이들 중 일부는 과거에도 마약을 복용한 이력이 있다. 재벌 창업가의 자손 중 마약으로 수사를 받은 것은 이번이 처음이 아니다. 남양유업 창업주의 손녀인 황하나는 필로폰 투약으로 작년 1년 8개월 징역 선고를 받은 후 복역 중이다. 현대그룹 창업주 정주영의 손자는 2019년 마약투약으로 구속됐고, 이후 집행유예로 석방됐다.
