Tragic ending of a reckless merger (KOR)

The New Reform Party (NRP) was launched to grab the moderates and swing voters disgusted by the two mainstream parties — the governing People Power Party (PPP) and the majority Democratic Party (DP) — but disbanded just 11 days after the merger of four disparate parties. The deepening suspicion over the success of the integration of the four splinter parties, including one led by Lee Jun-seok and one led by former prime minister Lee Nak-yon, was validated after their unbridgeable ideological differences finally surfaced.

During Tuesday’s press conference at the National Assembly, Lee Nak-yon, former co-chair of the NRP, apologized for its sudden demise. He attributed it to a critical disrespect for agreement and democratic values by Lee Jun-seok, co-chair of the reform party. “They seem to intend to break the unification or remove me from the start,” Lee Nak-yon said.

The head-on clash between the two chairmen originated with Lee Jun-seok’s unilateral endorsement of a motion in a Supreme Council meeting on Monday to give him the full authority over nomination rights and campaign strategies, with less than two months left before the April 10 parliamentary elections.

At that time, Lee Nak-yon and his allies stormed out of the room over Lee Jun-seok’s domineering attitude “on par with [former general-turned-president] Chun Doo Hwan” in the 1980s. After Lee Nak-yon declared the breakup, Lee Jun-seok also apologized for his “overconfidence” in his ability to tackle tough party challenges ahead. But their conflict basically stemmed from a battle over who should control the rights to nominate candidates in the upcoming election.

Looking back on the lead-up to their consolidation, the two Lees most likely joined hands to confront the two major parties’ move to create their satellite parties to get more seats from the 47 proportional representatives in the 300-member legislature. The fear forced them to rush to the merger to get their fair share of the proportional seats. The two leaders seem to have been convinced of their ability to get along until election day despite their critical differences.

But such a reckless merger has ended up as a “fast-forward” black comedy. The two former leaders of two mega parties didn’t show any political skills until the last minute. The New Reform Party could have offered an alternative to a number of voters who were sick and tired of the two major parties’ perennial battles over nearly every issue. But the short-lived drama of uniting the four incompatible parties has splashed cold water on voters’ hopes for new politics. This episode will do irreparable damage to their leadership.

11일 만에 파국으로 막 내린 신당의 ‘묻지마 통합’

최소한의 정체성 합의도 없었던 개혁신당
새 정치 바라는 유권자들에게 큰 상처 남겨

중도·무당파 표심을 끌어안겠다고 출범한 개혁신당이 고작 11일 만에 파국을 맞이했다. 지난 9일 이준석 대표의 ‘개혁신당’, 이낙연 대표의 ‘새로운 미래’, 금태섭 대표의 ‘새로운 선택’, 이원욱·조응천 의원의 ‘원칙과 상식’이 깜짝 합당 선언을 했을 때부터 참여 세력들의 정치적 뿌리가 워낙 달라 화학적 결합을 이룰 수 있겠냐는 지적이 나왔는데 결국 걱정은 현실이 돼버렸다.

이낙연 개혁신당 공동대표는 어제 국회에서 기자회견을 열어 “머리 숙여 사과드린다. 신당 통합 좌절로 크나큰 실망을 드렸다”며 이준석 공동대표와의 결별을 선언했다. 이낙연 대표는 이준석 대표 측을 겨냥해 “합의가 부서지고 민주주의 정신이 훼손되면서 통합의 유지도 위협받게 됐다”며 “그들은 통합을 깨거나 저를 지우기로 일찍부터 기획했던 것으로 보인다”고 주장했다.

개혁신당의 양 축이었던 이준석 대표와 이낙연 대표가 정면 충돌을 하게 된 직접적 계기는 지난 19일 당 최고위원회의에서 이준석 대표가 총선 선거운동 및 정책 결정 권한을 자신에게 위임하는 안건을 주도적으로 의결했기 때문이다. 당시 이낙연 대표 측은 회의장을 중도 퇴장한 뒤 이준석 대표를 겨냥해 “전두환이 국보위를 만들어 다 위임해 달라며 국회를 해산한 것과 뭐가 다르냐”며 맹비난을 퍼부었다. 이준석 대표는 이낙연 대표의 합당 철회 선언에 대해 “참담한 마음으로 국민에게 사과드린다”며 “감당할 수 없는 일을 관리할 수 있다고 과신했던 것은 아닌지 성찰해야 할 일이 많다”고 머리를 숙였다. 근본적으로는 공천의 주도권을 누가 쥐느냐가 두 대표 갈등의 핵심이었다는 관측이 나온다.

돌이켜 보면 이준석·이낙연 대표가 손을 잡은 건 국민의힘과 더불어민주당이 위성정당 창당에 나선 영향이 크다. 비례대표 의석에 승부를 걸어야 하는 제3지대 정파들이 ‘우리도 뭉쳐야 산다’는 정치공학적 계산에 따라 전격 합당을 추진한 것이다. 노선의 차이가 드러나도 선거 때까지는 봉합할 수 있을 것으로 믿었던 것 같다. 그러나 최소한의 정체성 합의도 없이 이뤄진 ‘묻지마 통합’은 한국 정치사에 보기 드문 초고속 블랙 코미디로 끝나버렸다. 이준석·이낙연 대표는 거대 정당의 대표 출신이지만 아무런 정치력을 발휘하지 못했다. 두 사람은 직접 만나 담판 시도도 하지 않은 채 외곽에서 기싸움만 벌이다 판을 깨버렸다.

개혁신당은 국민의힘과 더불어민주당의 무한 정쟁에 지친 유권자들의 유력한 대안이 될 수도 있었다. 하지만 이번에 개혁신당이 연출한 막장 드라마는 새 정치를 염원하는 유권자들의 마음에 큰 상처를 남겼다. 이준석·이낙연 대표도 리더십에 타격이 불가피하다. 꼼수는 정수를 이길 수 없다. 무엇보다 정당은 뜻과 이념의 정체성이 맞는 사람들끼리 하는 게 옳다.
