Roh to promote U.S.-style power structure

President Roh Moo-hyun said yesterday that he would promote a U.S. government-style relationship between the president and the National Assembly.
He said such a power structure is needed because “Our political parties are like parties that exist under parliamentary forms of government, in which a party leader exercises control over the members of his or her party. This makes it difficult for the administrative branch to maintain central power.” The president made the comments in an online dialogue with civil servants.
After six months in office, Mr. Roh’s popularity has dropped to below 40 percent from around 70 percent early in his administration.
“I have suggested appointing candidates recommended by the National Assembly to fill the post of prime minister and, in so doing, move toward a French-style government, but the political sector has not given me an answer on this proposal,” he said.
On press relations, Mr. Roh said that “the press must change so that the Korean society can change.”
He asked the Press Arbitration Committee to rule that the Chosun Ilbo should issue a correction of a July 23 article, in which it said that Mr. Roh had destroyed documents related to his campaign funds for the 2000 legislative elections, thereby suggesting he had done something illegal. The Blue House also filed a lawsuit with the Seoul District Court demanding that the Dong-a Ilbo correct a July 10 article which said there was a “mismatch between the government and the Blue House over corporate and labor policies.”
