A half-baked reshuffle (KOR)

President Moon Jae-in’s cabinet reshuffle on Friday was just a repeat of his signature revolving-door appointments based on ideology and a small pool of talent. We expected him to revamp his administration to tackle a plethora of daunting challenges at home and abroad through the reshuffle. But it fell way short of easing our concerns about the government’s ability to weather an economic and diplomatic crisis.

Despite the need to address diplomatic issues, including the trade row between Korea and Japan, Foreign Minister Kang Kyung-wha became a laughing stock by saying, “We may need to study available countermeasures from now” after Japan took steps to restrict sensitive export items to Korea.

Given the sheer confusion and disarray in our military over the identity of short-range ballistic missiles North Korea has fired repeatedly, officials in charge of national defense and security should also be changed urgently. China and Russia are joining to scorn the level of our military preparedness while the United States and Japan increasingly turn away from their core ally in Northeast Asia.

A reshuffle is a tool to solve such problems. President Moon should have held his National Security Advisor Chung Eui-yong and his aides accountable for the redundant loopholes in our security. But no one in the Blue House National Security Office has resigned.

The appointment of Cho Kuk, Moon’s former senior secretary for civil affairs, as justice minister is very hard to understand. Cho — who was named the “most embarrassing graduate from Seoul National University in history” by students — must take responsibility for the endless appointment issues of the Moon administration as he failed to carry out his duty of screening candidate qualifications of top government officials.

Moon reportedly picked him as justice minister to accelerate prosecution reform. But the job should be done through revisions of laws in the National Assembly.

His half-baked — yet relentless — campaign to establish an extraordinary body to investigate crimes involving high government officials and rearrange investigative rights between the prosecution and the police helped spike division even in the administration and ruling party.
Another question is whether Cho, who tilts toward a liberal ideology, really fits the position of justice minister when considering the provocative remarks he persistently made on social media.

In his inauguration address, Moon vowed to appoint competent people for government offices regardless of their support for him. But he has not keep his promise. New faces with strong convictions for a better future of our country are nowhere to be seen in the reshuffle.

As Moon himself has said, Korea faces a colossal crisis. He must replace incompetent officials in the defense and security fields before it’s too late. Also, he must withdraw his appointment of Cho as justice minister. It is not the time for obstinacy.

이런 개각으로 난국 돌파가 되겠는가
문재인 대통령이 어제 개각을 단행했지만 또 다른 인사 참사가 되고 말았다. 내 편, 네 편을 가리는 ‘캠코더’ 인선에다 좁은 인재풀의 회전문 인사가 여전했다. 나라 안팎이 갈수록 난관에 빠져드는 비상한 상황이다. 당장 문 대통령이 여름 휴가를 반납하고 정상 근무하는 실정이다. 경제와 외교의 난국 돌파를 위한 개각이 돼야 했지만 국정 쇄신 기대는 반감됐다.
한ㆍ일 갈등을 포함한 외교 문제가 선결 과제다. 한국 외교는 사면초가 양상인데도 정작 외교부는 방관자다. 일본의 보복조치 발표 다음날 강경화 외교장관은 “앞으로 (대책을) 연구해야 할 것 같다”고 말해 국민들을 헛웃음 치게 만들었다. 심지어 외교부는 지금 ‘공무원 사건ㆍ사고’의 대명사다. 잇단 사고에 ‘책임을 느낀다’는 장관의 재발방지 다짐은 늘 빈말로 끝났다.
허점이 누적되는 국방ㆍ안보 분야도 교체가 시급하긴 마찬가지다. 북한의 탄도미사일 도발에도 ‘미상 발사체’로 탄도미사일 규정을 주저하면서 원점, 사거리, 탄착점을 놓고 우왕좌왕하는 게 지금 우리 군의 모습이다. 김정은은 ‘과녁에 놓이는 일을 자초하는 세력들에겐 털어버릴 수 없는 고민거리로 될 것’이라고 조롱했다. 중국ㆍ러시아는 우리 안보를 능멸하고 미ㆍ일은 외면한다.
이런 도전을 슬기롭게 넘어서자면 인사를 통한 쇄신이 답이다. 사태가 이 지경이 되도록 방치한, 정의용 청와대 안보실장 등 정부 외교안보 라인에 책임을 물어야 한다. 그 자리는 높은 업무 능력을 갖춘 새 인물로 채워야 한다. 그러나 책임을 물어 교체된 인사는 없다. 책임을 지고 물러난 인사도 없다. 그렇다면 개각 의미는 퇴색된다.
조국 전 청와대 민정수석의 법무장관 기용도 이해하기 힘들긴 마찬가지다. 서울대 학생들로부터 '가장 부끄러운 동문'으로 꼽힌 조 장관 후보자는 거듭된 인사 참사의 직접 책임자다. 문 정부서 검증 실패로 중도 사퇴한 차관급 이상 공직자가 10명을 넘고, 국회 청문보고서 없이 임명을 강행한 장관급은 16명에 달한다. 모두 그의 검증 잘못과 무능 탓이다. 영전이 아니라 문책 대상이다.
검찰개혁 속도를 높이려는 대통령 의지가 발탁 배경이라고 한다. 하지만 검찰 개혁은 국회에서 관련법 제ㆍ개정으로 추진하는 게 올바른 방향이다. 가뜩이나 그가 주도한 고위공직자범죄수사처와 검ㆍ경 수사권 조정은 설익은 것으로 드러나 정부와 여권 내에서조차 분란의 원인이다. 야당의 조국 임명 반발로 여야 관계는 더 험악해 질 게 뻔하다.
강한 이념성을 보여 온 조 장관 후보자가 법치와 정치적 중립성이 요구되는 법무장관 자리에 적임자인지는 가장 큰 의문이다. 이명박 정부 때인 2011년 권재진 민정수석이 법무장관이 될 때 야당이던 민주당은 ‘총선과 대선을 관리해야 할 법무장관에 민정수석을 곧바로 앉히는 건 군사정권 때도 없던 일’이라고 강력 비난했다. 조국 법무장관의 ‘코드 법치’ 우려는 크다.
문 대통령은 취임사에서 ‘저에 대한 지지 여부와 상관 없이 유능한 인재를 삼고초려 해 일을 맡기겠다’고 약속했다. 이번에도 지켜지지 못했다. 지켜진 건 ‘코드 불패’다. 국가 기강을 바로 잡고 쓴소리를 낼 장관 후보자는 눈에 띄지 않는다. 주변국과의 갈등이나 안보 우려를 돌파할 새 인물은 후보군에도 들지 않았다.
대통령 스스로 ‘전례 없는 비상 상황’이라고 진단했듯이 대한민국은 지금 총체적 위기다. 내각이 모두 물러나고 비상한 각오를 다진 새 인물로 탈출구를 찾아도 돌파가 쉽지 않은 전방위의 난국이다. 이제라도 무능과 전략 부재가 드러난 외교안보 라인을 전면 교체해야 한다. 조국 법무장관 내정 역시 철회가 마땅하다. 마구 밀어붙이는 외고집을 부릴 때가 아니다. 국정 새바람이 우선이다.
