Reports of discord between Foreign Minister Kang Kyung-wha and Deputy Director of the National Security Office Kim Hyun-chong seem to be true. The two top officials of the Moon Jae-in administration were reportedly involved in a harsh war of words during Moon’s overseas trip in April — even in English at the last minute. When an opposition lawmaker asked if reports were true in the National Assembly, Kang did not deny it. Her remarks could reflect enduring friction with Kim in the Blue House. Apart from who is responsible for the quarrel, the episode deserves a strict warning from the president.

Their hostility is nothing new. But if the discordance represents conflict and disharmony between the Foreign Ministry and the Blue House beyond a personal level, that’s a serious issue. Insiders attribute it to the Blue House’s move to ignore the ministry in making decisions on major issues. They say the cacophony mostly stemmed from the way Kim has been doing his job and his uniquely domineering work style. Pundits have even started to cite the “Kim Hyun-chong risk.”

One such example can be found in the lead-up to the government’s announcement on Aug. 22 of a drastic plan to walk away from the General Security of Military Information Agreement (Gsomia), a military intelligence-sharing deal, with Japan last month. Kim was allegedly behind the administration’s sudden change of course after a National Security Council meeting was held on the same day. Kim has been leading hard-line policies toward Japan since July when Tokyo imposed export restrictions on key materials shipped to Korea for its production of semiconductors and displays.

Another concern centers on how Kim behaved in the United States in early July when he was dispatched to Washington to request its help in resolving the trade conflict between Seoul and Tokyo. Kim made incomprehensible remarks at the time. “I did not ask for U.S. mediation. Once you are begging for help, you become a global underdog,” he said. Since then, many U.S. officials reportedly expressed disappointment. Whether true or not, he triggered an unnecessary reaction from the United States.

The Moon administration is having a tough time on the security, economic and diplomatic fronts. The government should not let internal frictions make things worse. We strongly urge Kim to keep a low profile, especially considering his strong influence on national security affairs thanks to Moon’s deep trust.

외교안보 라인에서 잦아진 '김현종 리스크' 우려
강경화 외교부 장관과 김현종 청와대 국가안보실 2차장의 불화설이 국회에서 터져나왔다. 지난 4월 문재인 대통령의 해외 순방을 수행하던 중 두 사람이 가시 돋힌 설전을 벌였고 막판에는 영어로 언쟁을 했다는 낯뜨거운 내용이다. 진위를 묻는 정진석 의원 질의에 한쪽 당사자인 강 장관이 “부인하지 않겠다”고 답했으니 사실에 가까운 이야기로 판단된다. “일을 하다보면 사소한 견해 차이는 있을 수 있지만 큰 문제는 아니다”라는 모범 답안을 놔두고 굳이 그렇게 말한 것은 강 장관이 오랫동안 쌓인 불만을 표출한 것일 수 있다. 국가의 운명이 걸린 정책을 결정하고 집행하는 고위 당국자들 사이의 갈등이 공개적으로 노출된 것은 누구의 잘잘못을 떠나 당사자들 모두 임명권자인 대통령으로부터 엄중 경고를 받고도 남을 사안이다.
강 장관과 김 차장의 불화설은 사실 오래 전부터 소문이 무성했다. 그것이 개인 간 불화의 차원을 벗어나 외교부와 청와대 안보실 간의 갈등이나 엇박자에 따른 것이라면 문제는 심각해진다. 청와대가 중요 현안에 대한 의사 결정과정에서 외교부의 입장을 배제하고 일을 진행하는 ‘외교부 패싱’에 불화의 근본 원인이 있다는 것은 현업에 있는 당국자들 사이에 공공연히 퍼져 있다. 이런 갈등과 불화의 상당 부분은 유달리 개성이 강한 김현종 차장의 독선적 업무 스타일과 강경 일변도의 정책 추진과 무관치 않다는 평가들이다. 그래서 ‘김현종 리스크’란 말까지 나오고 있다.
대표적인 사례가 지난달 22일의 한ㆍ일 군사정보보호협정(지소미아) 파기 결정이다. 당일까지만 해도 연장 결정이 유력시되던 것이 국가안전보장회의(NSC) 소집 이후 뒤집어진 과정에 김 차장이 주된 역할을 했다는 것은 이제는 거의 정설로 되어 있다. 김 차장은 지난 7월 일본의 수출규제 보복조치 이후에 대일 강경정책을 주도하고 있다.
김 차장의 대미 외교 행보에 대해서도 우려의 목소리가 나온다. 김 차장은 7월초 일본의 보복조치 발표 직후 미국으로 달려갔다. 한ㆍ일 갈등 해결에 대한 미국의 역할을 요청하기 위해서였음은 당시 청와대도 부인하지 않았다. 하지만 김 차장은 “(방미 과정에서) 중재란 표현을 쓰지 않았다”며 “뭘 도와달라고 요청하는 순간 글로벌 호구가 되는데”라고 발언했다. 이후 미국 인사들이 언짢아 했다는 전언이 여러 갈래로 나왔다. 사실 여부를 떠나 비(非)외교적 발언으로 불필요한 불쾌감을 산 것이다.
최근들어 외교적 고립에 대한 우려가 나올 만큼 한국과 주변 강대국들간의 관계가 원활하지 못한 것이 사실이다. 지혜를 모아도 난국을 돌파하기가 쉽지 않은 엄중한 시점에 와 있다. 청와대와 외교부 등 현업 정부 부처의 손발이 맞지 않고 당국자들의 갈등이 외부로 노출되는 일이 있어선 안된다. 대통령의 신임을 바탕으로 큰 영향력을 행사하고 있다는 김현종 차장은 정책 결정과 언행에 각별히 신중을 기해주길 거듭 촉구한다.
