Fix your helmet (KOR)

Lately, there is a banned term in the Ministry of National Defense and the Joint Chiefs of Staff. It is “disarmament.” Defense Minister Jeong Kyeong-doo’s face changes whenever he hears the word. After a retired general recently told him that there are rumors of the military being disarmed, Jeong immediately responded by saying he felt disappointed.

The head of national defense is especially sensitive to the issue of “disarmament” because of the Sept. 19, 2018 military agreement to implement the Panmunjom Declaration made earlier in the year. A year has passed since the defense ministers of South and North Korea signed the agreement in Pyongyang, but there has been extreme confrontation over the Sept. 19 military agreement in South Korea. One side praises the military agreement for helping ease the military tension around Military Demarcation Line (MDL) across the tense border and the Northern Limit Line (NLL) on the West Sea. Others attack the military agreement for giving up our security through a document of “practical surrender.”

Minister Jeong seems to think that even though military readiness remains the same after the Sept. 19 agreement, some people with political intention want to exaggerate security anxiety. For the past year, North Korea has been quiet along the MDL and NLL. The joint drills with U.S. forces have been scaled down but are in progress. Weapons are thoroughly and quietly being augmented as planned. Though Jeong refrained from using rhetoric such as “Action first, reporting later” on the frontline or “striking the origin of provocation,” he seems to personally view that there has been substantial improvement in our security.

But the internal situation is different. In May, part of a wire fence along the Defense Security Support Command was cut, but the suspect has yet to be caught. In June, after a small wooden boat from North Korea entered Gangwon Province without being detected, military authorities kept quiet. In July, a naval officer of the Second Fleet was exposed for attempting to cover up a military base break-in case with a false confession.

Each one is a painful incident demonstrating our slack military discipline. A military source told me that military commanders’ unwillingness to respond aggressively is a bigger problem. Rather than getting mad at the mention of disarmament, it is time for Minister Jeong to fix his helmet first.

요즘 국방부와 합동참모본부에선 금지어가 생겼다. ‘무장해제’다. 정경두 국방부 장관은 이 말만 들으면 표정이 확 달라진다. 얼마 전 군 원로 간담회에서 한 예비역 선배가 “군대가 무장해제됐다는 얘기가 들린다”고 하자, 정 장관이 바로 “섭섭하다”며 정색했다고 한다.
국방의 책임자인 그가 무장해제에 유난히 민감한 이유는 ‘판문점선언 이행을 위한 군사 분야 합의서(9ㆍ19 군사합의)’ 때문이다. 남북 국방장관이 서명한 지 1년이 지났지만, 9ㆍ19 군사합의의 평가를 놓고 한국 사회에선 극한 대립이 벌어지고 있다. 한쪽에선 9ㆍ19 군사 합의가 군사분계선(MDL)과 북방한계선(NLL) 일대의 군사적 긴장을 완화했다고 치켜세운다. 다른 한쪽에선 안보 포기 각서이자 실질적 항복 문서라고 깎아내린다.
정 장관은 아마도 ‘9ㆍ19 군사합의 이후 군의 대비 태세에 변함이 없는데도 일부 세력들이 정치적 의도로 안보 불안감을 키우려고 한다’고 생각하는 듯하다. 지난 1년간 북한은 MDL과 NLL에선 조용했다. 미군과 연합훈련의 규모는 줄었지만, 그래도 진행 중이다. 계획했던 무기는 속속, 그러나 소리 없이 도입하고 있다. ‘선조치 후보고(북한이 도발하면 먼저 쏜 뒤 나중에 보고한다)’나 ‘원점 타격(북한이 도발을 건 곳을 집중적으로 때린다)’ 등 수사(修辭)를 내세우진 않았지만, 나름의 내실이 있었다는 게 정 장관의 개인적 평가로 보인다.
하지만 속사정은 정 장관의 생각과 다르다. 5월 군사안보지원사령부(옛 기무사)의 철조망 일부가 절단됐지만, 아직도 범인을 못 잡고 있다. 6월 북한 소형 목선이 강원도 삼척항에 아무런 제지 없이 들어온 사실을 군 당국은 쉬쉬했다. 7월 해군 2함대 장교는 허위 자백으로 군 기지 침입 사건을 끝내려다 들통났다. 하나만 해도 뼈아픈 군 기강 해이 사고인데 한 달 간격으로 연이어 일어났다. 군 관계자는 “군 지휘관들이 적극적으로 대응하길 꺼리는 게 더 큰 문제”라며 “북한을 자극한다고 비치면 현 정부에 찍힌다고 다들 몸을 사린다”고 말했다. 정 장관이 무장해제에 발끈하기보다는 철모 끈을 고쳐 쓸 때가 아닌가.
