Moon not fazed (KOR)

President Moon Jae-in, who has dropped in on events in support of the country’s two most valuable companies — Samsung Electronics and Hyundai Motor, summoned economy-related ministers to examine current economic affairs on Thursday. He urged aggressive government support for exporters to revive business sentiment. He pointed out that the export-reliant economy was suffering from external volatilities and reduced global demand and ordered the government to go the extra mile in support of the economy and businesses.

The president chaired the economy cabinet meeting for the first time since December last year at a time when the deputy prime minister is away in the United States for a government investor relations event. Some expected policy changes from the president, who has stayed optimistic about the economy despite poor data.

But hopes were dashed. The president was still self-indulgent by highlighting improvements in employment data all thanks to consistent government policies. He did not mention the downgrades on economic growth estimates by foreign and domestic institutions, the central bank’s revisit to record-low interest rates through the second cut and 179,000 losses in jobs for workers in their 40s. He did not indicate any changes to the income-led growth and other business-unfriendly policies.

Kim Sang-jo, the president’s policy chief, denied the criticism of over-optimism about the economy. He claimed no one in the government sees the economy in an optimistic light. He claimed the policies were entirely market-accommodative to cope with “grave conditions.” But Moon did not display such a sense of urgency during the latest meeting.

He emphasized the role of the construction sector to boost demand, a comment suggesting increases in infrastructure spending ahead of the general election in April. The government cannot expect legislative support to back economic stimuli if it aims to artificially prop up the economy through tax spending ahead of the election.

기대 못 미친 청와대 긴급 경제장관회의
삼성전자·현대차 총수를 잇따라 만나며 친기업 행보를 이어가고 있는 문재인 대통령이 어제(17일) 소집한 긴급 경제장관회의에서 "민간 활력이 높아져야 경제가 힘을 낼 수 있다"며 수출기업에 대한 지원강화 등 정부의 적극적인 지원을 약속했다. 문 대통령은 "세계 제조업 경기 위축으로 각국이 성장 둔화를 겪는 상황에서 우리나라처럼 대외 의존도가 높은 나라는 이런 흐름에 영향을 더 크게 받을 수밖에 없다"며 "경제 활력과 민생 안정에 최선을 다해야 한다"고 말했다.
문 대통령이 직접 경제 장관 회의를 주재한 건 지난해 12월 이후 10개월 만에 처음이다. 더욱이 홍남기 경제부총리가 미국 출장으로 부재중인데도 갑작스럽게 회의를 소집하자 그간 낙관론으로 일관해온 청와대의 경제인식에 변화가 생긴 게 아니냐는 조심스런 전망도 나왔다.
그러나 이날 회의는 이런 기대를 충족시키기엔 턱없이 부족했다. 국내외 기관들이 잇따라 한국 성장률 전망치를 낮추는 와중에 한국은행은 경기 방어 차원에서 역대 최저 수준으로 기준금리를 낮췄고, 회의 전날 나온 9월 고용동향에서는 한국 경제의 충추인 40대 일자리가 17만9000명이나 줄어든 최악의 고용 성적표를 받아들었다. 그런데도 문 대통령은 오히려 "정부가 정책 일관성을 지키며 노력한 결과 고용 개선 흐름이 뚜렷해지고 있다"며 자화자찬성 발언을 이어갔다. 반면 주 52시간제나 최저임금 인상 등 기업이 꾸준히 문제기 제기된 핵심 정책방향과 속도에 대해선 전혀 언급하지 않았다.
앞서 김상조 청와대 정책실장은 한 경제지와의 인터뷰에서 "청와대를 포함해 정부에서 누구도 현 경제 상황을 낙관적으로 보지 않는다"며 "문 대통령도 우리 경제가 엄중한 상황이라는 것을 알기 때문에 시장 수용성을 고려한 정책을 강조하는 것"이라며 일각의 경제 낙관론 관련 우려를 일축한 바 있다. 하지만 이날 회의는 문 대통령의 경제인식이 한 달 전 청와대 수석·보좌관 회의 때 얘기한 "우리 경제가 올바른 방향으로 가고 있다"는 기존의 낙관론에 머물고 있다는 걸 보여준 셈이다.
우려스러운 점이 하나 더 있다. 문 대통령은 이날 "민간 활력을 높이는 데 건설 투자의 역할이 크다"며 내년 총선을 앞두고 정치적 오해를 받을 수 있는 건설 경기 부양 카드까지 꺼내들었다. 현장 목소리에 둔감한 경제인식에다 야당 반발을 불러올 수 있는 재정 확대 카드로는 하강하고 있는 경제 활력 끌어올리기는 물론 국회 협조를 얻기도 어렵다. 이런 회의를 왜 굳이 '긴급'으로 했는지 의아할 뿐이다.
