Fair Trade Commission (FTC) chief Joh Sung-wook admitted that the state agency missed the opportunity to support the Tada van-hailing service, which had a positive effect on competition in the market. Her comment comes after the new mobility industry has become endangered by traditional law enforcement and the taxi industry after executives of the van-hailing service were indicted by the prosecution.

The belated mea culpa at the same time underscores the Moon Jae-in administration’s negligence in its duty to mediate, coordinate and referee on issues of conflicting interests. Government officials are dumping the blame on the prosecution, although its neglect and dillydallying has triggered the problem.

Minister of Transport Kim Hyun-mee — who did not even respond to the prosecution’s request for an opinion after the taxi industry filed a complaint over Tada — expressed regret over the indictment. Park Young-sun — head of the Ministry of SMEs and Startups, which had neglected the issue — joined the chorus and criticized the prosecution for its tough action based on an “outdated perspective.” Hong Nam-ki, deputy prime minister for the economy, also criticized the prosecution for intervening “even before the government came up with a measure that can be helpful to both new and traditional mobility industries.”

The anti-trust agency also has been equally neglectful. VCNC, Tada’s operator, filed a complaint against the taxi association for its collective action to prevent losing member drivers to the van-hailing service in August, but the authority did not take any action.

From the comments of senior government officials, the prosecution is being portrayed as if it has stepped into the administrative jurisdiction. Although they are in chorus in shifting the blame, government offices still lack coordination. The prosecution gave earlier notice on its indictment plan to the Justice Ministry, but the ministry did not refer the matter to the Ministry of Transport.

'타다'혼선에 또 다시 드러난 무능한 정부의 민낯
조성욱 공정거래위원장은 최근 한 언론과의 인터뷰에서 검찰의 경영진 기소로 논란이 된 렌터카 기반 차량호출 서비스 '타다'와 관련해 "시장의 경쟁을 불러일으킨다는 측면에서 분명히 플러스(긍정적)"라며 "공정위가 처음에 이런 의견을 밝혔어야 했는데 타이밍을 놓쳤다"고 말했다.
택시업계 눈치 보느라 모빌리티 업계의 싹을 말리고 있는 이 정부에서 늦게나마 이런 자성의 목소리가 나온 건 다행스런 일이다. 하지만 다른 한편에선 중재와 조율, 그리고 심판이라는 정부 정책 책임자 본연의 역할을 망각한 한가한 뒷북 훈수라는 비판도 나온다. 기소 직후 "갈등 중재와 이해 조율에 나섰어야 할 정부는 그동안 대체 무엇을 했느냐"라는 비난 여론에 직면하자 책임 회피용으로 일제히 검찰 때리기에 나선 다른 관계 부처 장관들의 행태와 크게 다를 바 없다는 얘기다.
실제로 검찰의 의견 요청에도 불구하고 택시 편에 서서 무대응으로 일관해 사실상 기소를 방치한 국토부 김현미 장관은 "사법적으로 접근한 것은 너무 성급하지 않았나"라며 유체이탈 화법으로 검찰을 비판했다. 스타트업 주무부처인 중기벤처부 박영선 장관도 이 사안과 관련해 손 놓고 있다가 "(기소는) 너무 전통적 생각에 머문 것"이라며 "검찰이 너무 앞서 나갔다"고 검찰 때리기에 동참했고, 홍남기 경제부총리 역시 "상생 해법이 작동되기 전에 이 문제를 사법적 영역으로 가져간 것은 유감"이라며 검찰에 책임을 전가했다.
공정위도 이런 맥락에서 볼 때 비판에서 완전히 자유로울 수 없다. '타다'를 운영하는 VCNC는 택시업계의 조직적 반발에 맞서기 위해 '타다'와 손 잡는 기사에 불이익을 주는 택시조합을 지난 8월 공정위에 신고했지만 공정위 역시 신속한 조사에 나선다든지 하며 문제해결에 특별한 노력을 기울이지 않았기 때문이다.
각 부처 고위 공직자들의 발언만 들으면 마치 이 나라와 전혀 무관한 어디 남의 나라 검찰이 이 정부의 정상적인 행정 업무를 방해라도 하고 있는 것 같다. 정부 책임을 망각한 무분별한 검찰 때리기엔 이렇게 한 목소리를 내고 있지만 정작 검찰의 기소 처분과 관련해 벌어진 부처간 진실 공방을 보면 평소 부처간 협의가 제대로 이뤄지고 있는지 의구심이 들 정도다. 기소 결정이 논란을 빚자 검찰은 정부 부처와 충분히 상의 후 기소 방침을 미리 알렸다고 밝혔는데, 알고보니 법무부가 검찰 의견을 국토부에 전달하지 않아 주무 부처가 관련 내용을 언론 보도로 알게 돼버렸으니 말이다. 이런 정부가 혁신을 외치고 있으니 헛웃음이 나올 뿐이다.
