더불어 가야 할 길 ‘배리어 프리’
얼마 전 서울 서대문구에 자리한 '안산'의 자락길을 걷다 인상적인 장면을 목격했다. 10여대가 넘는 전동휠체어가 줄지어 자락길을 따라 이동 중이었다. 산속의 맑은 공기를 접하기 때문인지 휠체어를 탄 장애인과 자원봉사자들의 표정이 밝았다. 안산의 허리를 감아 도는 길이 7㎞의 자락길은 대부분 목재 데크와 평탄한 길로 이뤄져 휠체어와 유모차 모두 어렵지 않게 다닐 수 있다. 자락길은 노인도 장애인도 더불어 다닐 수 있는 '배리어 프리(barrier free)'의 대표적인 사례인 셈이다.내가 한 영작

장애인이나 노인도 살기 좋은 사회를 만들기 위해 물리적·제도적 장벽을 허물자는 운동을 뜻하는 배리어 프리가 처음 등장한 건 1974년이다. UN 장애인생활환경전문가회의에서 '장벽 없는 건축 설계(barrier free design)'에 관한 보고서가 나오면서 건축학 분야에서 쓰이기 시작했다고 한다.
이후 미국, 스웨덴 등 선진국을 중심으로 휠체어를 탄 노인이나 장애인도 비장애인처럼 편하게 지낼 수 있도록 주택이나 공공시설을 건설할 때 문턱을 없애자는 운동을 전개하면서 국제적으로 확산됐다. 현재는 물리적 배리어 프리 뿐 아니라 각종 제도적 장벽과 차별 등을 없애자는 쪽으로 범위가 넓어지고 있다.

배리어 프리는 교통에서도 중요한 과제다. 장애인은 물론 갈수록 늘어나는 노인들을 위해 보다 편하고 안전한 교통수단을 제공하는 게 필요해졌다. 우리나라의 장애인 수는 등록기준으로 260만명에 육박하고, 노인(65세 이상)은 700만명을 넘어섰다.
국내에서도 계단을 없애고 바닥의 높이를 낮춰 타고 내리기 편한 저상버스가 도입되고, 기차역에는 휠체어 장애인의 승하차를 돕기 위한 리프트가 배치됐다. 최근에는 휠체어 탑승이 가능한 고속버스도 시범 운영에 들어갔다. 과거에 비하면 상당한 진전인 셈이다. 하지만 보완해야 할 점도 여전히 많다. 무엇보다 비장애인들의 이해와 협조가 절실하다. 예를 들어 저상버스에 전동휠체어를 실으려면 정차 시간이 길어져 불편할 수도 있다. 하지만 다 함께 가기 위해선 기꺼이 받아들여야 할 시간일 듯싶다.
