Tuition protests building into candlelight vigils

The issue of expensive college tuitions - and politicians’ promises to lower them - has caught on fire as students, civic group members, parents and even celebrities staged a candlelight vigil for the 10th day at Gwanghwamun Plaza, and the rallies are beginning to build into mass demonstrations.

The rallies started off small on May 29 with a couple hundred college students carrying placards around Gwanghwamun in central Seoul. Each day they’ve grown bigger, straining the resources of riot police.

The Korea College Students’ Union, which has led the protests, was denied permission by the police to assemble near Gwanghwamun Plaza. At a press conference yesterday morning in Cheonggye Plaza in central Seoul, the union called for authorization of candlelight vigils in Gwanghwamun.

The union said it now plans to protest in the form of a “cultural festival” each night this week after sundown in Gwanghwamun.

At another press conference yesterday, college students said they were in serious debt due to the loans they had to borrow to pay for their tuitions.

Tuition for private universities this year is reported to be an average of 7.6 million won ($7,022) per year, and the number of college students listed as credit delinquents surpassed 25,000 this year.

Yesterday’s press conferences were followed by an emergency meeting of some opposition party members and civic groups, urging the Lee Myung-bak administration to pass laws lowering tuitions.

Politicians and celebrities who have shown up at the rallies in Gwanghwamun Plaza include Rhyu Si-min, head of the People’s Participation Party; Kwon Young-ghil, floor leader of the Democratic Labor Party; actress Kim Yeo-jin; and comedian Kim Jae-dong.

Yesterday, actor Kwon Hae-hyo held a one-man, 90-minute protest in front of the Gen. Yi Sun-sin statue in Gwanghwamun Plaza. “Tuition cuts are not a request but a right,” read a sign around the actor’s neck.

Concerns that the rallies could develop into mass candlelight vigils reminiscent of the anti-U.S. beef import demonstrations of 2008 have made police wary.

A total of 2,700 riot police officers were mobilized yesterday around the plaza to block about 1,500 protestors, including 500 college students, from marching on the streets.

Police said they will arrest demonstrators who engage in violent behavior or occupy streets for a long time. Police arrested a total of 93 college students so far for violating the Law on Assembly and Demonstrations.

Meanwhile, the Korean Women’s Association United announced a plan to hold a walkathon Thursday in support of tuition cuts. Religious groups are also reported to be planning public prayer meetings.

The student councils of four universities - Korea University, Ewha Womans University, Sookmyung Women’s University and Sogang University - also vowed yesterday that they will go on a joint one-day strike on Friday to call for tuition reductions. They said they will not attend afternoon classes on Friday and attend the rally in Gwanghwamun Plaza instead.

대학생들이 정부의 '반값 등록금' 이행을 촉구하며 벌인 촛불집회가 7일로 10일째를 맞았다.

광화문 광장 인근에서 소규모로 시작한 집회는 일주일째인 지난 4일 2천명(경찰 추산 1천명)이 모였고, 대학생뿐 아니라 고등학생과 30-40대, 학부모, 시민들도 일부 참여하면서 규모가 커지고 있다.

집회를 주도하는 한국대학생연합(한대련)은 7일 야당과 시민사회단체가 참여한 '조건 없는 반값 등록금 실현 및 이명박 대통령 사과 촉구 비상대책회의'를 연데 이어 10일에는 6.10 민주항쟁 24돌과 연계해 대규모 촛불 문화제를 열 예정이다.

그러나 경찰은 7일부터 10일까지 반값 등록금 집회, 시위를 금지한다고 주최 측에 통보해 대규모 연행 사태 등 물리적인 충돌도 우려된다. 일각에서는 2008년 촛불 사태가 재연되는 것 아니냐는 관측까지 나오는 가운데 경찰은 경비를 한층 강화하고 있다.

◇곪을 대로 곪은 등록금病 = 등록금 문제는 매년 2~3월이면 대학가의 단골 이슈였지만 학교별로 타협점을 찾아 해결되거나 흐지부지되는 일이 많았다.

그러나 올해 사립대의 연간 평균 등록금은 754만 원을 기록해, 인상률에서 물가보다 2~3배 높았다. 빌린 학자금을 갚지 못해 신용불량자가 된 학생도 2만 5천 명을 넘어섰다.

최저임금에도 못 미치는 아르바이트를 감내하는 생활고와 극심한 학점 경쟁, 취업난으로 휴학하는 학생이 급증하고 심지어 스스로 목숨을 끊는 일마저 잇따르면서 이른바 '88만원 세대'는 등록금 문제를 구심점으로 모이기 시작했다.

지난달 말 여권에서 현 정부의 대선 공약이던 '반값 등록금'을 추진하겠다고 나섰지만, 구체적인 대안 없이 여권 내부에서조차 우왕좌왕하는 모습은 여기에 기름을 붓는 꼴이 됐다.

여권의 정책 발표 이틀 만인 지난달 24일 학부모단체와 시민단체, 대학생단체는 기자회견을 열고 "총선과 대선을 1년 남겨둔 시점에서 반값 등록금 추진을 발표한 것은 속이 뻔한 술책"이라고 비난하면서 조건없는 반값 등록금 정책을 촉구했다.

한대련은 지난달 28~29일 이틀에 걸쳐 '청년실업 해결과 반값 등록금 실현'을 촉구하는 문화제와 집회를 열었고, 경찰은 29일 오후 광화문광장에서 기습시위를 벌인 대학생 73명을 연행했다.

이후 매일 광화문에서 열린 촛불집회에는 배우 권해효씨와 김여진씨, 방송인 김제동씨 등 유명 인사들이 참여하고 전국에서 이를 지지하는 시민이 통닭과 피자 등 간식거리를 집회 현장으로 보내면서 규모가 커졌다.

민주노동당 이정희 대표와 권영길 원내대표, 국민참여당 유시민 대표, 민주당 손학규 대표 등 정치권 인사들도 현장을 찾았고, 카이스트 정재승 교수와 문화평론과 진중권씨도 학생들을 직접 만나 지지를 보냈다.

◇'제2촛불'로 번질까 = '반값 등록금' 집회가 2008년의 '광우병 촛불 집회'처럼 전국민적 사안으로 번질지는 이번 주가 고비가 될 것으로 보인다.

한대련과 등록금넷은 7~10일 청계광장에서 '조건없는 반값 등록금 촉구 국민 촛불집회'를 열기로 하고 각계각층에 지지를 호소하고 있다.

주최측은 7일 오전 평화로운 집회 개최를 촉구하는 기자회견을 시작으로 청년유니온의 '반값등록금 즉각 시행을 촉구하는 등록금 빚쟁이 기자회견', 배우 권해효씨의 광화문광장 1인 시위, 야당과 시민단체가 참여하는 비상대책회의를 이어간다.

고려대와 서강대, 숙명여대, 이화여대 등 서울지역 4개 대학 총학생회가 동맹휴업에 대한 총투표를 하기로 한 가운데 한대련은 오는 10일 동맹휴업을 제안할 예정이다.

여성단체연합 등 여성계도 오는 9일 '반값 등록금 실현 촉구 여성 걷기 대회'를 마련했으며 학부모단체도 '등록금ㆍ교육비 걱정 학부모 모임'을 발족하고 등록금 투쟁 선포식을 열기로 했다.

경찰은 촛불집회에 시위 참여자보다 많은 경력을 배치해 시위대를 'ㄷ'자로 포위하고 현장에서 수십 명을 연행했으며, 대규모 시위로 번질 우려가 있는 7~10일 일부 집회 신고 장소에 대해 금지 통고를 하고 봉쇄에 나서는 등 긴장하고 있다.

국민의 건강과 직결된 문제라 대규모 인원이 참여했던 2008년 광우병 촛불집회와는 달리 등록금 문제는 대학생, 대학생 자녀를 둔 학부모에게 집중된 이슈여서 이번 촛불집회가 어느 정도 번질지는 미지수다.

그러나 등록금 촛불집회는 반미 감정 등 정치, 외교적 문제로 번진 광우병 촛불집회와는 달리 생활고와 젊은 세대의 좌절감 등 이 반영된 움직임이어서 파급력이 커질 가능성도 배제할 수 없다.

참여연대 안진걸 팀장은 "2008년 촛불집회처럼 커질지는 아무도 모르는 일이지만 지금보다 더 커지는 건 확실하다"고 말했다.
