District court forbids anti-base protests on Jeju

The Jeju District Court Monday granted an injunction to the Navy and the central government to forbid any interference with the construction of a naval base in Gangjeong Village, Jeju Island.

It rejected an application by groups protesting the building of the base to suspend the current construction.

“The protestors, including five civic groups and residents who are currently against the construction, must not invade or occupy the construction site or block vehicles working on the site,” the court said.

“They should not install any facilities on the site without authority from the local district office. They must not do any kinds of activities that interfere with the applicants using the site.”

People who violate the ruling, the court said, would be fined 2 million won ($1,863).

The construction of the naval base on about 530,000 square meters (131 acres) of land near Gangjeong Port at a cost of 17.4 billion won is facing stiff resistance from a disparate group that says the base threatens the peace of Jeju Island.

The government, which has finished paying compensation to former owners of the land, says the base is needed to boost national defenses in the South China Sea.

Local residents have been joined by liberal activists and religious leaders from all over Korea in what is becoming another nationwide antigovernment movement. Last Wednesday, protestors encircled and trapped police cars for around seven and a half hours.

Minister of National Defense Kim Kwan-jin told lawmakers on Aug. 18 that he would “take actions [to use force] after the court’s ruling” if protestors continued demonstrating on the site.

Police are now training for action against the protests on Jeju.

In the Chungcheong and Jeolla regions, four or five mobile squads started riot-control training exercises yesterday.

A squad consists of 80 policemen. About 400 riot policemen could be sent to the area where the protests are taking place, which police say isn’t many compared to riot-control maneuvers of the past.

“We will exercise power whenever it is needed,” said Yun Jong-gi, senior police official at the Jeju Provincial Police Agency, who is currently in charge of controlling riots on the island.

“But the time and force haven’t been decided yet and police in the mainland haven’t sent their forces to us yet.”

Despite the court’s ruling, protestors said they won’t scrap a plan to stage a large-scale rally in the village Saturday dubbed “Plane for Peace,” to which 1,000 activists and religious leaders will fly from the mainland to join.

Its name is a variation on the Hope Bus labor rallies that have paralyzed parts of Busan for months.

Go Yu-gi, head of an anti-base civic group in Gangjeong Village, said it won’t give up their protest. “We don’t care about the court’s decision,” Go said.

강정마을에 대한 공권력 행사가 초읽기에 들어갔다. 법원이 29일 해군 측의 ‘공사방해 금지 가처분’을 받아들이면서 제주도 서귀포시 강정마을에는 긴장감이 높아가고 있다. 농성을 지원하겠다는 외부 세력은 강정마을에 속속 들어오고 있다.

 29일 오후 9시50분쯤 어깨에 등산용 가방을 둘러멘 대학생 30여 명이 마을에 들어와 구럼비 해안 농성에 합류했다. ‘제주 해군기지 건설’을 반대하는 주민들을 돕기 위해 찾아온 ‘시대여행단’ 회원들이었다. 이들은 9월 6일까지 머무르며 주민들의 투쟁을 지원할 계획이다.

 경찰은 강제진압 시기를 저울질하면서 반대 주민들의 옥외집회를 금지하는 등 압박 수위를 높이고 있다. 제주경찰청 윤종기 차장은 “공사를 방해하면 반드시 책임을 물을 것”이라고 말했다.

 반대 주민 측도 진보세력과 종교단체 등의 지원을 앞세워 총력투쟁을 선언했다. 현재 농성 중인 사람은 60여 명. 이 중 40여 명은 주민이고, 20여 명은 외부인이다.

 반대 주민들은 강정마을회와 4개의 시민사회단체 등의 주도로 총력투쟁에 들어갔다. 반대 시위를 주도하는 단체는 ▶생명평화결사 ▶평화와 통일을 여는 사람들 ▶제주참여환경연대 등이다. 이들 단체 회원은 현애자 민노당 제주도당위원장 등과 36일째 ‘쇠사슬 농성’ 중이다. 강동균 회장이 구속된 강정마을회는 고명진 부회장이 이끌고 있다.

 권술용 단장이 이끄는 생명평화결사는 강정마을에 가장 먼저 들어온 외부 시민단체다. 3월 1일 ‘100일 전국 도보순례’의 첫 방문지로 강정마을을 찾았다가 해군기지 반대운동에 뛰어들었다. 찬성 측 주민들은 이 단체가 들어온 뒤부터 마을의 갈등이 커졌다고 주장하고 있다.

 ‘평화와 통일을 여는 사람들’은 김종일 전 사무처장이 이끌고 있다. 그는 ‘평택 미군기지 확장저지 범국민대책위원장’을 맡아 반대 투쟁에 주도적으로 참여했다.

 일부 천주교 신부도 해군기지 반대에 나서고 있다. 제주군사기지 저지와 평화의 섬 실현을 위한 범도민대책위원회 상임 공동대표로 임문철 신부가 활동하고 있다. 천주교 제주교구 평화의 섬 특별위원회 위원장은 고병수 신부다. 문정현 신부도 농성에 참가했다.

 찬성 측 주민들은 외부 단체를 비난하고 있다. “해군기지는 국가 안보를 위해 필요한데 외부 세력이 들어와 선동하고 있다”는 주장이다.

 건설사 직원 5명은 이날 오전 공사현장 입구에 플라스틱 방호벽 20여 개를 세우려다 농성 중인 반대 주민들과 충돌했다. 업체 측은 “농성 장소도 공사 부지에 포함돼 영역을 명확하게 표시하기 위해 방호벽을 세우는 것”이라고 설명했다. 하지만 그 자리에 있던 문정현 신부와 주민 일부가 이를 철거해 몸싸움과 욕설이 오가는 사태가 벌어졌다. 익명을 원한 건설업체 고위 관계자는 “권리를 주장하기 위해 경계를 구분한 것”이라며 “공사 재개를 위한 첫 시도”라고 말했다.

◆평택미군기지 이전=2004년 12월 국회에서 미군기지 평택이전협정 비준안이 가결된 뒤 2007년 11월 중순 경기도 평택시 팽성읍 대추리에서 착공식과 함께 시작됐다. 정부가 서울 용산과 경기도 등 기존 주한미군 기지를 돌려받고, 대신 평택에 미군기지를 건설한다. 사업 초기인 2005~2006년 일부 지역 주민들과 진보단체 등이 사업예정지에 집단 이주하고 점거하면서 폭력시위가 벌어졌다. 2016년까지는 사업을 완료할 계획이다.
