Time to change economic policy (KOR)

When you get lost, you should return to where you started. The same applies to the Moon Jae-in administration’s economic policy. Kim Kwang-doo, vice chairman of the National Economic Advisory Council, who designed economic policy for President Moon, urged him to return to the human-centered growth policy Moon vowed during his campaign — instead of adhering to his “income-led growth.” Of course, it would not be easy to change the administration’s signature policy overnight. But the time has come to change course.

First, Moon’s income-led growth has lost in the frame war as claimed by economic circles. The government stresses that the minimum wage hikes are just one of its policy tools to achieve income-led growth. In fact, the administration has been implementing policies to lessen growing burdens in housing, medical services, education and telecommunication. But wage hikes are a major symbol of the income-led growth policy. The relentless pursuit of wage increases ended up hurting small merchants across the country. The policy has turned into an emblem of the administration’s pro-labor, anticorporate stance.

Second, the income-led growth policy demands excessive fiscal input as the government simply tries to absorb the shocks from wage hikes with fiscal spending. That is not desirable or sustainable.

Third, the income policy gives the public an illusion. Kim Dae-hwan, a former labor minister in the Roh Moo-hyun administration, said, “It only feeds them a fantasy that their incomes will grow naturally.” A policy motto should differ from campaign catchphrases. The government can hardly plea for pain-sharing later.

Fourth, the policy damages the government’s ability to timely react to a looming crisis. The Blue House asks the public to wait until the minimum wage hike bears fruit. But the already released data tells the truth.

Last, reality is always more powerful than theory. Former Labor Minister Kim warned against justifying policies based on theories. The opposition Liberty Korea Party has demanded that three proponents of the income-led growth — Jang Ha-sung, President Moon’s policy chief, Kim Soo-hyun, secretary for social affairs, and Hong Jang-pyo, chairman of a special committee — all step down. But more important is returning to pragmatism. Former President Kim Dae-jung underscored the significance of mixing the sense of a scholar and a merchant to devise government policies. The Moon administration must ask itself if it has both.

소득주도 성장을 놓아야 할 다섯 가지 이유
길을 잃었을 때는 원래 있던 자리로 차분히 돌아가 보는 게 좋다. 허둥대고 이리저리 바쁘게 길을 찾다 보면 오히려 가야 할 길에서 더 멀어질 수 있다. 심각하게 꼬여 있는 문재인 정부의 경제정책도 마찬가지다. J노믹스 설계를 주도한 김광두 대통령 직속 국민경제자문회의 부의장은 22일 페이스북에 '세금을 쓰려면 사람에 투자해야'라는 글을 올렸다. 소득주도 성장 대신, 문재인 대통령이 대선 후보 시절에 밝혔던 경제비전인 '사람 중심 성장경제'로 복귀해야 한다는 내용이다. 사람의 기초생활권 보장, 생활 환경에 대한 투자, 교육·보육·의료 등 사람의 능력 제고를 위한 투자 등이 거기 들어있었다. 청와대는 소득주도 성장을 흔들림 없이 추진하겠다고 했다. 현 정부의 대표적인 정책 캐치프레이즈를 바꾸기는 쉽지 않을 것이다. 하지만 다음과 같은 다섯 가지 이유에서 재검토할 필요가 있다.
첫째, 소득주도 성장은 프레임 전쟁에서 졌다. 경제학계가 논리적으로 성립되기 힘들다며 등을 돌렸다. 정부는 최저임금 인상이 소득주도 성장의 전부가 아니라 여러 정책 수단 중에 하나일 뿐이라고 해명한다. 실제로 정부는 가계의 실질 소득을 높이기 위해 주거·의료·교육·교통·통신 등 주요 생계비 부담을 낮추는 정책을 펴고 있다. 하지만 최저임금 인상이 소득주도 성장의 대표 정책으로 부각된 건 사실이다. 최저임금 인상으로 정부가 보듬어야 할 취약 근로자와 소상공인이 심각하게 타격받았다. 나아가 소득주도 성장은 정부의 반(反)기업정책의 상징처럼 돼버렸다.
둘째, 소득주도 성장은 과도하게 정책비용을 치르고 있다. 최저임금 인상으로 인한 충격을 재정으로 메우고 있다. 이는 바람직스럽지도 않고 지속하기도 힘들다. 일자리안정자금이 제대로 필요한 곳에 집행되는지도 의문이다. 아파트 주민의 관리비 인하에 쓰인다는 보도까지 나왔다.
셋째, 국민에게 잘못된 환상을 심어준다. 김대환 전 노동부 장관은 어제자 중앙일보 인터뷰에서 "소득주도 성장이 얼마나 매력적인 워딩인가. 마치 내 소득이 늘어날 것 같은 환상을 국민에게 심어준다"고 말했다. 당장 "내 소득은 왜 이 모양인가"란 불만이 나올 수 있다. 정책의 캐치프레이즈가 선거판 구호 같아선 안 된다. 정부가 '더 큰 대한민국'을 위해 국민에게 고통 분담을 호소할 게 한둘이 아니다.
넷째, 정책 대응력을 떨어뜨리고 있다. 정책의 생명은 적시성(適時性)이다. 청와대는 최저임금 인상의 효과가 아직 분명하게 입증되지 않았다며 기다려보자고 했다. 물론 고용 악화에는 제조업 구조조정과 인구변화 등 다른 요인도 작용했다. 하지만 이미 발표된 숫자도 속보치로 의미가 있다. 주요 통계에서 속보치를 내는 것도 적시에 정책대응을 하기 위함이다.
다섯째, 현실은 이론보다 강하다. 김대환 전 장관은 "가장 위대한 스승은 현실"이라며 "몇 가지 개념을 가지고 현실을 대상화·도구화하는 건 옳지 않다"고 했다. 현실의 엄중함을 놓치지 않는 실용주의 노선으로 돌아가는 것이 필요하다. 김대중 전 대통령은 후배 정치인들에게 ‘서생(書生)적 문제의식’과 ‘상인적 현실감각’을 함께 갖춰야 한다고 강조하곤 했다. 큰 그림을 그리되, 이를 실사구시(實事求是)로 풀어가야 한다는 의미다. 지금은 어떤가. 문제의식은 빈약해 지나치게 눈앞의 현실만 좇고 현실 감각은 물정 모르는 서생의 그것이 아닌지 청와대는 곱씹어봐야 한다.
