지난 2006년 2월, 보건복지부 장관 후보자였던 유시민 작가는 치열했던 인사청문회를 마무리하면서 시 한 편을 낭송했습니다.

In February 2006, Rhyu Si-min, who was at that time a candidate for minister of health and welfare, recited a poem to wrap up his intense confirmation hearing at the National Assembly.

“I should not have taken some roads and I really didn’t want to walk on some other roads, but when I think back on my past, I see that all these roads have led me here.”

도종환 시인의 '가지 않을 수 없었던 길'의 한 구절이었습니다.

This was a line from poet Doh Jong-hwan’s “The Road That I Could Not Resist Taking.”

청문회란, 때론 기억나지 않는 허물까지 낱낱이 검증받아야 하는 자리… 그 역시 인사청문회를 호되게 치르며 많은 것을 배웠다 말했습니다.

Hearings held by the National Assembly include a thorough investigation of all things, even faults that one does not remember. This man went through this merciless passage and said he had learned many things from the experience.

그런가 하면, "청문회는 정치 서커스다. 더 이상 춤추는 곰 노릇을 하지 않겠다" 1997년 미국에서는 청문회를 아예 중도에 거부한 사례도 있었습니다.

CIA 국장 지명자였던 앤서니 레이크는 사생활과 재산증식 의혹은 물론 가족, 친지, 친구들까지 조사해 자질을 따져 물었던 혹독한 청문회를 견디지 못했습니다. 그는 결국 지명을 거부하며 이렇게 말했지요.

Anthony Lake, the nominee for the director of the Central Intelligence Agency, could not bear the vicious hearing that investigated not only his personal life and how he amassed his assets, but also his family and friends, in order to decide whether he was suitable for the position. In the end, he stepped down from being a nominee and said this:

그렇다면 요 며칠. 인사청문회장에 선 사람들은 어떤 생각을 하고 있었을까… 살아온 인생의 순간순간이 조각조각 분해되어 판결을 기다리는 시간들. 따지고 보면 우리의 청문회란, 정권이 바뀔 때마다 공수만 교대해서 거의 같은 이슈들을 놓고 거의 같은 공격과 수비를 주고받는 자리.

Over these past few days, what must the people who stand before the hearing be thinking? They wait for each moment of their lives to be taken apart. If we think about it, hearings repeat every time political power changes. Most hearings go over the same issues. The only thing that changes is the attackers and defenders.

위장전입, 논문표절, 병역 면탈, 세금탈루, 부동산 투기

False residence registration, thesis plagiarism, mandatory military service dodging, tax evasion, speculation in real estate…

얼굴만 바뀌고 스토리는 같은, 그래서 과거 누군가의 실소처럼 '정치는 코미디' 같은 것일 수도 있지만…

그렇다 하더라도 우리는 왜 청문회를 하는가, 아니 해야 하는가… 인사청문회 제도가 처음 도입된 지난 2000년 이후로 우리가 늘 입버릇처럼 되풀이해 온 이야기.

If that is so, why do we keep holding hearings and why do we need them? These are the same questions we have repeated since the introduction of confirmation hearings in 2000.

'청문회란 공직자가 될 사람들을 훈련시켜 궁극적으로는 깨끗한 공직자를 키워내는 순기능을 할 것이다…' 그러나 인사청문회 역사 19년.

“Hearings are held in order to train people who are about to become government officials, who will learn to be upright through the hearing’s positive effects.” However, 19 years have passed since hearings were introduced.

'거쳐오지 않았어야' 할, '발 디디고 싶지 않았'을 길을 끝내 지나오지 않은… 그런 공직자는 분명히 있는데… 못 찾고 있는 것인가, 아니면 아직 때가 되지 않아서 더 기다려야 하는 것인가…

There may have been officials who took roads that should not have been taken and those that were forced to walk roads that they really did not want to take. Are we unable to find these people or do we have to wait a little longer?
