Double standards (KOR)

In a question session at the National Assembly on Thursday, controversial Justice Minister Cho Kuk admitted that he had a conversation with the head of an investigation team in the prosecution probing a plethora of allegations against him and his family. When asked by an opposition lawmaker, a former prosecutor, if he really had such a conversation, Cho admitted that he did after his wife called him on the phone after she was embarrassed to see investigators raid their residence to gather evidence of their potential involvements in the scandal. But Cho said he did not obstruct the prosecution’s investigation of his family.

Cho’s remarks are a sheer excuse. The fact that a justice minister — who has jurisdiction over personnel affairs of the ministry — talked with the head of an investigation team could easily be seen as a pressure on prosecutors. That constitutes a clear abuse of power.

Cho also violated the Prosecutors’ Office Law, which specifies that a justice minister can command and oversee only a prosecutor general when it comes to an individual case. And yet he insisted he did nothing wrong as he simply had a “plain phone talk” with the head of the investigation team. We are dumbfounded at his logic — or his sophistry. Many citizens are perplexed to hear such nonsensical comments.

As a law professor at Seoul National University in May 2013, Cho wrote a message on Twitter urging the prosecution to arrest and investigate a Seoul Police chief for making a phone call to a senior prosecutor investigating an online opinion rigging case. That kind of double standard is the essence of the issue.

No wonder the man on the street is fuming.

The legislative questioning also revealed that Cho petitioned for the release on bail of Lee Ho-jin, a former chairman of Taekwang Group, who was indicted for embezzlement. Cho received $150,000 in scholarships for three years from the business group while he was studying at UC Berkeley in the 1990s. Cho said he took the action as appreciation for the chairman’s financial support. The general public is embarrassed to see such shameless behavior.

When an opposition lawmaker asked how he could lead prosecution reforms, Cho admitted that public trust in him plunged. Once public trust is broken, a top government official must step down. We are shocked to see Cho nonchalantly acting as if he were a victim. He must resign immediately if he really wants to restore justice in this country.

조국,수사팀장에 전화한 건 직권남용이다
조국 법무부 장관이 지난 23일 자신의 집을 압수수색하러 나온 검찰 수사팀장과 통화한 사실이 어제 국회 대정부 질문 과정에서 드러났다.조 장관은 자유한국당 주광덕 의원 질의에 "제 처가 놀라서 연락이 와서 (팀장과) 통화했다"고 시인하면서도 "제 처의 건강 상태가 안좋으니 차분히 해달라,배려해달라고 부탁한 것일뿐 수사를 방해하거나 지시하지 않았다"고 말했다.이에 대해 검찰은 조 장관이 전화통화에서 "신속하게 끝내달라고 말했다"고 밝혔다.
검찰에 대한 인사권을 쥔 장관이 수사팀장과 전화를 한 것 자체가 해당 수사팀엔 압박으로 받아들여질 수밖에 없다. 더구나 자신과 관련된 의혹을 수사하는 팀장에게 '신속한 수사'를 언급한 것은 명백한 직권의 남용이며 부정 행위다.야당은 '탄핵사유'라고 주장한다.또 '법무장관은 검찰 사무의 최고 감독자로서 일반적으로 검사를 지휘·감독하고 구체적 사건에 대하여는 검찰총장만을 지휘·감독한다'(제8조)고 명시돼있는 검찰청법을 정면으로 위반한 것이다. 그런데도 온국민이 지켜보는 국회에서, 전화는 했지만 수사 지휘는 하지 않았으니 문제될 게 없다며 오히려 큰소리를 쳤다. 잘못을 뉘우치고 사과를 하기는커녕 상식적으로 납득할 수 없는 궤변을 늘어놓는 뻔뻔함에 국민들은 분노하다 못해 절망하고 있다.
조 장관은 2013년 5월 국정원 댓글사건 수사 당시 김용판 서울경찰청장이 권은희 수사국장에게 전화한 걸 들면서,"김용판 구속수사로 가야겠다"는 트윗글을 올린 적이 있다.김 청장의 전화는 구속사안이고, 자신이 수사팀장에게 부탁 전화를 한 건 괜찮다는 건 무슨 해괴한 논리인가. 이러니 '조로남불' 을 넘어 '이중인격'이란 의심까지 나온다.
그는 또 미국 버클리대 유학 당시 태광그룹이 출자한 일주학술문화재단으로부터 3년간 장학금과 생활비 명목으로 15만 달러를 받았으며, 200억원대 횡령 혐의로 구속된 이호진 전 태광그룹 회장에 대한 보석을 선처하는 탄원서를 제출한 사실이 새롭게 드러났다. 겉으론 재벌을 비판하고 비자금 조성 등을 엄벌해야 한다고 선동하면서 뒤로는 재벌의 돈으로 유학을 가고, 횡령을 저지른 재벌 총수를 지원한 것이다. 이중성과 위선의 정체가 탄로났는데도 그는 오히려 “선대 회장으로부터 장학금을 받아 인간적 도리라고 생각했다""재벌도 보석 받을 권리가 있다"는 변명만 늘어놨다. 양파껍질 벗기듯 나오는 위선과 부끄러움을 모르는 파렴치에 국민들은 충격과 놀란 가슴을 추스리지 못하고 있다.
"도덕성과 신뢰가 무너졌는데 어떻게 검찰 개혁을 할수 있냐"며 용퇴를 촉구하는 의원에게 조 장관은 "(신뢰가)많이 떨어졌다고 생각한다.그래서 혼자서는 할 수 없고 많은 시민·국민의 도움이 필요하다"는 엉뚱한 답변을 했다. 그에겐 이미 아무런 신뢰도 기대도 없다. 용퇴 뿐이다. 그런데도 '피해자 코스프레'로 자리 보전에 전전긍긍하고 있다.그의 사퇴없이 나라다운 나라를 만들자는 건 허구다.
