The ‘all-in’ debacle (KOR)

With the first half of his term in office ending on Saturday, President Moon Jae-in showed his worst performance in the realms of diplomacy and security. Despite historic summits with North Korea’s leader, Moon’s diplomacy has gone nowhere, as seen in frequent missile provocations from the regime in Pyongyang. Officials in Donald Trump’s administration are still saying the Moon administration behaves like a surrogate for North Korea. Joint South Korea-U.S. military drills — a symbol of the decades-old alliance — suddenly came to a halt and Washington now maintains strategic ambiguity about what its extended deterrence means. And yet, the Trump administration is pressing Seoul to pay $5 billion — five times more than the current amount — to share its defense costs. The alliance shows schisms.

Seoul-Tokyo relations also are arguably at their worst state ever after our Supreme Court’s rulings last year ordering compensation for forced wartime labor victims. Despite growing calls for improvement in the strained ties, the conflict does not show any sign of improvement. South Korea’s relations with China and Russia are not good either. Conflict triggered by the deployment of the U.S.-led Terminal High Altitude Area Defense (Thaad) antimissile system in South Korea is not ebbing due to Beijing’s persistent hostilities toward Seoul. As if to test the firmness of the South Korea-U.S. alliance, Russia’s military aircraft constantly fly into the Korea Air Defense Identification Zone (Kadiz). If this is not a diplomatic disaster, what would be?

Such a tragic reality traces back to the Moon administration’s ill-conceived “all-in” policy toward North Korea. South Korea has become an unreliable partner of the United States due to its vague role as an intermediary between Washington and Pyongyang. Seoul-Tokyo relations also deteriorated due to the government’s obsession with North Korea. If the government had swiftly reacted to the Supreme Court’s rulings, Seoul-Tokyo ties would not be deadlocked like this.

But the Moon administration was engrossed with helping North Korea and missed the golden time to fix fences with Japan.

The government must end its signature all-in policy toward North Korea. It must dispel the illusion that it would strike a peace treaty with North Korea and help Pyongyang normalize its relations with Washington before its term ends. Only then can the government end its humiliating North Korea policy. It must deal with Pyongyang in a calm and rational way if it really wants to see the light at the end of the tunnel.

북한 올인을 멈춰야 외교 문제 풀린다
문재인 정부가 임기 반환점을 눈앞에 둔 현재, 최악의 나락으로 떨어진 부문 중 하나가 외교·안보 분야다. 정권이 명운을 건 한반도 평화 프로세스는 역사적인 북·미 정상회담을 두 차례나 거쳤음에도 미사일·핵폭탄 하나 없애지 못했다. 지난 6월 판문점에서 북·미 정상이 약속했던 실무회담조차 제대로 이뤄지지 않고 있다. 한껏 기대를 모았던 북한 문제가 갈수록 꼬여가는 모양새다. 한반도 주변으로 눈을 돌려도 여간 답답한 게 아니다. 미국 트럼프 행정부의 한반도 문제 담당자들은 문 정부가 북한 측 대변인 노릇을 한다며 불신의 눈길을 거두지 않고 있다. 한·미 동맹의 굳건함을 상징했던 연합훈련은 돌연 중단됐고 미국이 누누이 약속했던 '확장억제'란 보호막은 내용조차 확실하지 않다. 그런데도 트럼프 행정부는 방위비 분담금을 5배나 많은 50억 달러 (5조8000여억 원)로 올리라고 몰아세운다. 피로 맺어진 한·미 동맹에 금이 가는 소리가 여기저기서 들린다.
강제징용 문제로 틀어진 한·일 관계는 1년이 넘었는데도 전혀 나아질 기미가 없다. 하루빨리 한·일 관계를 복원해야 한다는 목소리가 높지만 어떻게 풀어나갈지 갈피조차 못 잡고 있는 형편이다. 개선되기는커녕 일본 기업 소유 자산이 현금화 되면 돌이킬 수 없을 정도로 사태가 악화할 게 틀림없다. 중국·러시아와의 관계도 더없이 싸늘하다. 고고도미사일방어체계(THAAD·사드) 배치로 촉발된 한·중 간 갈등은 문 정부 출범으로 개선될 가능성이 있다는 기대와는 달리 전혀 나아지지 않았다. 한·미 동맹의 굳건함을 떠보려는 듯한 러시아 군용기는 걸핏하면 한국방공식별구역(KADIZ·카디즈)을 침범해 멋대로 누비고 다닌다. 지금처럼 주변 강대국들 모두와 척을 진 경우는 유사 이래 처음이다. 외교 참사라고 부르지 않을 수 없다. 지난 4일 발표된 동아시아연구원(EAI) 조사에서 문 정권의 전반기 외교·안보 성적이 10점 만점에 4.6점에 불과했던 사실을 정책당국자들은 가슴에 새겨둬야 한다.
이런 비극적 상황은 현 정부의 '북한 올인'에 뿌리를 두고 있다. 행여 북미 대화가 끊어질까 걱정한 나머지 상대방이 듣기 좋은 말만 워싱턴과 평양에 전하는 바람에 믿지 못할 신세로 전락했다. 대북, 대미 저자세의 이유도 따지고 보면 북한 문제를 어떻게 든 끌고 가야 한다는 조바심에서 비롯된 측면이 크다. 한·일 관계도 북한 문제에 올인하는 바람에 결정적으로 악화했다. 지난해 10월 대법원의 강제징용 판결이 내려지자마자 정부가 움직였더라면 지금처럼 상황이 나빠지지 않았을 것이다. 하지만 정부는 북한 문제에 외교력을 쏟아부으며 일본에는 제대로 눈길도 주지 않아 골든타임을 놓쳤다. 미국을 지렛대 삼아 일본을 움직이겠다는 계산으로 단행한 한·일 군사정보보호협정(GSOMIA·지소미아) 파기는 부메랑이 돼 우리 뒤통수를 쳤다. 지소미아 사태로 미국이 일본을 설득해줄 거라는 기대와는 달리 트럼프 행정부는 "한·미·일 안보협력 구도를 깨려 하느냐"며 문 정부에게 파기 취소 압력을 넣고 있다. 중국과 러시아 문제도 마찬가지다. 좀 더 두 나라에 신경을 써서 대응했더라면 지금보다는 훨씬 부드러운 관계를 끌어낼 수 있었을 게 틀림없다.
그러니 이제라도 북한에 모든 것을 쏟아붓는 행태는 관둬야 한다. 이번 정권에서 평화협정 체결, 북·미 관계 정상화 등 중대한 사안을 죄다 마무리하겠다는 환상은 버려야 한다. 그래야 끌려다니는 대북 정책과 굴욕적인 대미 외교에서 벗어날 수 있다. 다른 주요국 관계에 충분한 외교 역량을 쏟을 수 있는 여유도 긴 호흡에서 나온다. 정부는 서두르지 말고 주춧돌을 놓은 심정으로 북한을 상대해야 한다. 그래야 긴 어둠을 뚫고 한반도 평화는 새벽처럼 동틀 것이다.
