Police have charged a man in his 40s who attacked a stranger at a crosswalk in Gangneung, Gangwon, claiming he believed the victim had cursed at him.
Newly reformed traffic regulations goes into effect Tuesday with crosswalks in front of school zones painted in yellow. The move aims to increase driver awareness and prevent accidents involving children.
