The bank members were having labor-management talks in the building.
According to the police, the labor leaders and followers had asked that layoffs be cancelled without union consent. When their demands were not met they did not allow bank presidents access to the office.
On an other front, Hanil and Korea Commercial Banks each presented layoff plans memoranda to the Financial Supervisory Commission, and Seoul and Korea First Bank seem to be following the same course as well.
